Born in Chicago, Illinois, Mr. Mansfield was graduated from Northwestern University where he was elected to Phi Beta Kappa. He did graduate work in International Relations at Yale University and was named to the Yale faculty in 1949.

The following year he came to Washington, D.C. as a staff member of the Joint Congressional Committee on Atomic Energy and later became Chief of Staff of its Military Applications Subcommittee, in which capacity he concentrated on helping speed progress on the development of inter-continental and submarine launched ballistic missiles.

In 1956 he returned to Connecticut where he was Assistant to the Director of the Nuclear Division of Combustion Engineering, Inc. which built nuclear propulsion machinery for the United States Navy.

In 1959, he was requested by the late Senator Henry M. Jackson (D. Wash) to return to Washington as Staff Director of the Subcommittee on National Policy Machinery of the Senate Government Operations Committee. The Subcommittee, whose work was non-partisan throughout, conducted the first comprehensive congressional review ever undertaken of the organization and staffing of the federal government in the area of national security. The recommendations emerging from the Subcommittee's two and one half year long inquiry heavily influenced the Kennedy administration's approach to the conduct of national security policy.

In 1961, at the completion of the subcommittee's study, President John Kennedy appointed Mr. Mansfield as the Department of State's first Inspector General of Foreign Assistance and he later served President Lyndon Johnson in this same capacity. Mr. Mansfield himself took part in on-the-spot inspections of United States economic and military assistance programs, Peace Corps and Food for Peace activities in seventy-five different countries.

Mr. Mansfield was a member of the Board of Directors of the Panama Canal Company from 1961 to 1969. His various consultancies included advising the then Governor of Connecticut Abraham Ribicoff on nuclear energy issues and the Parliamentarians Conference of the North Atlantic Treaty Organization on scientific and technical matters. After leaving government he also served as a consultant to the Westinghouse Electric Corporation.
