CHESTERTOWN, Md. - Robert Weldon Joiner of Chestertown, Md., formerly of Rock Hall, Md., died of heart failure, Saturday, March 21, 1998, in his home. He was 84.
Mr. Joiner was born and raised in Rock Hall, the son of the late James W. and A. Estella Boulter Joiner.
He was a graduate of the Rock Hall High School.
Mr. Joiner worked with his father on the bay as a young man. For more than 20 years, he was a self-employed waterman, fishing, crabbing, and oystering for a living. He served his community well. He served as Chief of Police of Rock Hall for 18 years and retired in 1978.
He was a past member of the Rock Hall Volunteer Fire Department; an active member of the Wesley Chapel United Methodist Church in Rock Hall; he was a Mason in Masonic Chester Lodge 115 where he was a 50-year member. He was also a member of the National Police Officers' Association; a member of the American Police Hall of Fame & Museum.
Mr. Joiner was an avid bird lover, in his spare time; he liked sports and particularly loved watching his grandchildren playing ball. He also loved reading and gardening.
He was preceded in death by a brother, Amos E. Joiner; two sisters, Agnes M. Stauffer and Estel Naomi Trayser.
He is survived by his wife, Augusta E. Joiner; two daughters, Carol A. Joiner and Joan Melvin, all of Chestertown; a sister, Ruth J. Warfield of Cambridge, Md.; two grandchildren, Mary Ann Melvin and Adam Michael Melvin, both of Chestertown.
Service will be 1 p.m. Tuesday at the Wesley Chapel United Methodist Church, Rock Hall.

Burial will be in Wesley Cemetery, Rock Hall.

Mable Louisa Keller, 81
EPHRATA, Pa. - Mable Louisa Keller of Ephrata died Saturday, March 21, 1998, in the Ephrata Community Hospital after a short illness. She was 81.
Mrs. Keller was born in 1916, in Saylorsburg, Pa., the daughter of the late Howard F. and Nellie M. Heiney Smith.
She was a homemaker and a supportive Methodist Pastor's Wife and Helper for many years.
Mrs. Keller was a member of Hope United Methodist Church, Ephrata.
She was preceded in death by her husband, the Rev. Karl Keller in 1990.
She is survived by four daughters, Betty K., wife of David Ferruzza of Lancaster, Pa., Nancy J., wife of the Rev. Leo A. Frailey of Gahanna, Ohio, Delores M., wife of Gerald Masleh of Ephrata, Joy D., wife of Peter LaSavage of Smyrna; nine grandchildren; four great-grandchildren; one brother, Granville Smith of Nazareth, one sister, Eva Horn of Wind Gap, Pa.
Service will be at 10 a.m. Tuesday, at Hope United Methodist Church, 210 Rothsville Road, Ephrata, where friends may call one hour prior to the service.

Noble Samuel Ricardo 'Rick' Eckeard, 49
FELTON - Noble Samuel Ricardo 'Rick' Eckeard of Felton died Wednesday, Jan. 27, 1999, in his home. He was 48.
Mr. Eckeard was the son of Mary Anna Herschberger Puskar of Camden and the late Noble Samuel Eckeard.
He graduated from Dover High School in 1969.
Mr. Eckeard was a welder.
He enjoyed photography.
Mr. Eckeard was a member of the Felton Congregation of Jehovah's Witnesses.
In addition to his mother, he is survived by four sisters, Donna M. Jones of Camden, Thelma G.P. Perkins of Magnolia, Teena L. Silverio of Iowa and Tammi G. Shyers of Dover; and a brother, Barry D. Eckeard of Little Creek.
Memorial service will be 7:30 p.m. Wednesday at the Kingdom Hall of Jehovah's Witnesses, Felton, and a graveside service will be 10 a.m. today in Mount Olive Cemetery, Sandtown.

Peter J. 'PJ' O'Neill, 75
DOVER - Peter J. 'PJ' O'Neill of Dover died Wednesday, Jan. 27, 1999, in Kent General Hospital, Dover, from injuries suffered in a car accident Jan. 20. He was 75.
Mr. O'Neill was born on June 10, 1923, in Burma, now Myanmar (at that time, a part of the British Empire), the son of the late John and Peggy O'Neill.
He was educated at Bradfield College in Berkshire, England.
He was a veteran of World War II and had served with the Allied Bomber Command in Italy. He joined British Overseas Airways Corp., now known as British Airways, in 1946, retiring as a captain after 28 years.
Mr. O'Neill was formerly of Camberley, Surrey, England; he moved to Pennsylvania during the 1970s, where he sold real estate and also worked with the Monroe County Assessor's Office. He moved to Dover in 1988, where he took an active interest in aviation, enrolling in the Airway Science Program at Delaware State College (now University) and Delaware Technical and Community College.
He was a member of the Civil Air Patrol; the Central Delaware Pilots Association, where he held the office of vice president for two terms; the Experimental Aircraft Association; the Aircraft Owners and Pilots Association; the F.A.I.; and the Central Delaware Pilots Association. He was a founding member of the American Air Museum in Britain. He was also the chairman of the Retired and Senior Volunteer Program for Kent County.
He is survived by his wife, Joan O'Neill of Dover; a son, David O'Neill of Norwich, England; a stepson, Byron Mann, and Byron's wife, Sherri, of Newark; a stepdaughter, Laura Rafferty of Dover; and a cousin, Joan Potter of York, England.
Service will be 8 p.m. Saturday at Torbert Funeral Chapel, 61 S. Bradford St., Dover, where friends may call two hours prior to the service.
Burial will be private.

John C. 'Pop Tull' Tull, 57
DOVER - John C. 'Pop Tull' Tull of Dover died Wednesday, Jan. 27, 1999, in Kent General Hospital, Dover. He was 57.
Mr. Tull was born July 16, 1941, in Lewes, the son of Edna Dickerson Tull and the late Calvin Tull.
He graduated from Seaford High School.
Mr. Tull retired from Bell Atlantic Telephone Co. in February 1993 after 27 years of service with that company and its predecessor in Delaware, Diamond State Telephone Co. He also worked at Procter & Gamble in Dover through Olsten Staffing Services until October 1998.
He was a member of the Telephone Pioneers of America. He attended the Calvary Assembly of God in Dover. He enjoyed clowning, model airplanes and slot-car racing.
John, 'Pop,' 'Paw Paw' was known wherever he went. He was 'Pop' to so many young and older adults. He was known to dozens of children in the neighborhood as 'Paw Paw,' and he loved to spend time with his grandchildren and all their friends. He had given his heart to the Lord and was baptized in the fall of 1998. 'Pop' was always there when anyone needed him. Everyone that met 'Pop' remembered him, and he will be missed by everyone that he touched throughout his lifetime.
In addition to his mother, he is survived by two daughters and two sons-in-law, Cheryl and Ralph Deneumoustier of Dover and Cathy and Mike Taylor of Magnolia; a brother and sister-in-law, William and Ruth Tull of Laurel; three grandchildren, Michael 'Mighty Mike' Taylor Jr., Amber Lee 'Little Lou' Taylor and Tabitha 'Tabo' Deneumoustier; a nephew, Michael Tull; and two nieces, Susan Collins and Marcia Kyle.

Stanley Mainster, 90
DOVER - Stanley Mainster of Dover, died Wednesday, Jan. 27, 1999, in Silver Lake Nursing Center, where he was a resident since 1990. He was 90.
Mr. Mainster was born in Toronto, Ontario, Canada, in 1908, the son of the late Isaac and Rose Mainster.
He became a skilled cutter of men's clothing and worked for Tip Top Tailors in Toronto for 17 years.
He married Mildred Roman in 1936 and lived in Toronto until 1953, when he and his family moved to Miami Beach, Fla. There he worked as a drug clerk, the closest he ever came to realizing his dream of being a pharmacist. He worked there until his retirement in 1973.
Mr. Mainster was a contemplative person who loved Judaism, loved ideas and music, and loved his wife and children.
He was preceded in death by his wife of 44 years, in 1980.
He is survived by a sister, Jean Shanfield of Huntington Beach, Calif.; two children, Dr. Martin Mainster of Kansas City, Kan., and Dr. Charlotte Zaback of Dover; four grandsons; four step-grandchildren; and six great-grandchildren.
Burial will be at Lakeside Memorial Park in Miami.

MIDDLETOWN - Della M. Cooper of Middletown, formerly of South Rockwood, Mich., died Wednesday, Jan. 27, 1999, in Christiana Hospital, Newark. She was 67.
Mrs. Cooper worked as a waitress at Denny's in Newark and, previously, at the Detroiter Truck Stop in Michigan.
She was an active member of the MOT Senior Center.
She was preceded in death by her husband, Hubert Poore, in 1981.
She is survived by three daughters, Dianna Caruso of Ferndale, Mich., Dorothy Moore of Newport, Mich., and Sheila Jablonski of Middletown, with whom she lived; two brothers, O.D. Hale of Ripley, Ohio, and Doyle Hale of Alexandria, Ky.; five grandsons; and three great-grandchildren.
Service will be 11 a.m. Saturday at the Daniels & Hutchison Funeral Home, 212 N. Broad St., Middletown, where friends may call one hour prior to service.

GEORGETOWN - Robert H. 'Butch' Curtis Jr., of Stockley Center, near Georgetown, formerly of Lewes, died Wednesday, Jan. 27, 1999, at Milford Memorial Hospital. He was 54.
Mr. Curtis was born in Lewes, the son of the late Robert H. Curtis Sr. and Helen Kerr Curtis.
He is survived by a sister, Debra C. Short of Westerville, Ohio; a nephew, Matthew Short; and a niece, Abby Short.

Clifford Russell Hammond, 88
SEAFORD - Clifford Russell Hammond of near Seaford, died of heart failure Thursday, Jan. 28, 1999, in LifeCare at Lofland Park, Seaford. He was 88.
Mr. Hammond was born in Viola, the son of the late William Fred and Elizabeth Mary Hammond.
He had been self-employed as the owner of C.R. Hammond's Welldriving, Seaford, and retired in 1972.
Mr. Hammond was a member of the Church of God, Seaford.
In addition to his parents, he was preceded in death by his wife, Beulah Ann Dunn Hammond, in 1996.
He is survived by a son, Russell Hammond of Seaford; three grandchildren; and four great-grandchildren.

MILLSBORO - Oscar W. McCabe Jr. of Millsboro, died Wednesday, Jan. 27, 1999, at home. He was 44.
Mr. McCabe was born May 4, 1954, in Lewes, the son of Emma Radish McCabe and the late Oscar W. McCabe Sr.
He worked for the U.S. Department of Agriculture-Farm Service Agency, Georgetown. He was also a self-employed farmer.
He was a trumpet player & keyboardist with the musical group 'Generation Gap' for many years.
Mr. McCabe attended Hickory Hill United Methodist Church, Millsboro.
He was a member of the Delaware Farm Bureau and the Delaware Musicians Union.
In addition to his mother, he is survived by his wife, Marty Hylinski McCabe; and two daughters, Ashley R. McCabe and Elise L. McCabe, both at home.
