Steven Walter Cilley, 59
MILFORD - Steven Walter Cilley of Milford, fomerly of New York City, died peacefully Friday, Jan. 24, 2003, in his home surrounded by his family. He was 59.
Mr. Cilley was born in Springfield, Vt., son of late Maurice and Ida (Hall) Cilley.
He was a bookkeeper for 20 years in New York prior to moving to Milford and retired in 2000.
He enjoyed model railroading and researching genealogy.
Mr. Cilley was a member of the National Education Association for 30 years and the National Association of Tax Preparers for eight years.
He is survived by his daughter and son-in-law, Heather and Jeffrey Casterton of Pembook Pines, Fla.; two grandsons, Mathew and Michael Casterton; and many nieces and nephews.
Services will be private and at the convenience of the family.

Christopher 'Todd' Horrocks, 26
SELBYVILLE - Christopher "Todd" Horrocks of Selbyville died Wednesday, Jan. 22, 2003, in Atlantic General Hospital, Berlin, Md. He was 26.
Mr. Horrocks was born in Blacksburg, Va., son of Robert Horrocks and the late Nadeen Iris Horrocks Sowell. He was raised in Waldorf, Md.
He graduated in 1995 from La Plata High School and was a student at Delaware Technical & Community College in Georgetown where he was training to be a paramedic.
Mr. Horrocks served in the U.S. Army from 1996 to 1997 as a member of the 82nd Airborne.
He was employed as a technical services assistant for Sussex County Emergency Medical Services and was an EMT for Station 93 Ambulance in Georgetown.
His charming personality and warmth touched the lives of many people.
Mr. Horrocks was a member of the Millsboro Lions Club and the Selbyville Volunteer Fire Co. Station 88.
In addition to his father, he is survived by his wife of six years, Kristi Stuart Horrocks; a 22-month-old daughter, Reagan Iris Horrocks; a brother, Mike Horrocks; his father-in-law, Robert Stuart; brother and sister-in-law, Ryan and Amber Stuart; his paternal grandmother, Dorothy Horrocks; and his maternal grandparents, Dot and Roscoe Turman.
Memorial service will be 7:30 p.m. Monday in the Bethany Chapel of Melson Funeral Services on West Avenue in Ocean View, where friends may call one hour earlier.
Burial will be private.
Instead of flowers, the family suggests contributions be made to "The Reagan Horrocks College Fund," Attention: Office Manager, P.O. Box 589, Georgetown, DE 19947. Checks should be made in care of the Sussex County EMS.

Montserrat Luisa 'Montse' Koewing, 51
DOVER - Montserrat Luisa "Montse" Koewing died suddenly and unexpectedly Wednesday, Jan. 22, 2003, while in Walter Reed Army Medical Center, Washington, D.C. She was 51.
When taking a job would not affect her family, Mrs. Koewing did so, working first as a librarian assistant, and later taking a position with the Capital School District. Initially, she worked in the Booker T. Washington and Dover East Elementary schools as a paraprofessional librarian. When her talents for teaching became apparent, she was tapped to conduct classes in a variety of areas, such as special-topic school classes, and an introductory Spanish-language class for first through fourth grades. She was actively and intently pursuing a teaching degree in Spanish, and maintained an "A" average.
She took great joy in decorating her house into being a home. She loved going to flea markets to find that perfect and special something to enhance the beauty of that home for her husband and sons. An avid reader, she filled her home with books of many different topics. She enjoyed quiet evenings with her husband, classical music, the peace and comfort of her home and her beloved cat, Lily. Her friends and coworkers will miss her beyond what words can describe. She had an unconscious but marvelous way of touching the lives of everyone she met.
She is survived by her husband of 19 years, Larry Edward Koewing; four sons, Frederick Donkin of Miami, James Koewing and Fred Koewing, both of Norfolk, Va., and Alex Donkin of Wilmington; two sisters, Nuria and Mireeya, both of Miami; her mother, Helen Hooker of Miami; and a grandson, Santos De La Cruz of Norfolk.
Friends may call from 7 to 9 p.m. Sunday in the Torbert Funeral Chapel South, 1145 E. Lebanon Road, Dover.
Mass of Christian Burial will be 11:30 a.m. Monday in Holy Cross Catholic Church, 631 S. State St., Dover.
Burial will be at a later date in Arlington National Cemetery, Arlington, Va.
The family suggests memorial contributions to the Lupus Foundation of America Inc., 1300 Piccard Drive, Suite 200, Rockville, MD 20850-4303.

Patricia A. (Bell) Miller, 63
SEAFORD - Patricia A. (Bell) Miller of Seaford died, after a nine-year battle with leukemia, Friday, Jan. 24, 2003, in Peninsula Regional Medical Center in Salisbury, Md. She was 63.
Mrs. Miller was born June 15, 1939, in Lewes, daughter of the late William O. Bell and Isabel M. Bell, who had lived in Bethel.
She was a member of Christ Lutheran Church in Seaford.
She is survived by her husband of 29 years, Donald K. Miller; two children, Timothy S. Miller of Wilmington and Katherine A. Miller of Baltimore; a sister, Judith B. Carter of San Antonio, Texas; and several nieces and nephews.
Graveside services will be 2 p.m. Sunday in Bethel Methodist Church Cemetery in Bethel. The Rev. Andrew Watkins will officiate.

William Bruce 'Billy' Porter, 20
LAUREL - William Bruce "Billy" Porter died of natural causes Thursday, Jan. 23, 2003, in Peninsula Regional Medical Center in Salisbury, Md. He was 20.
Mr. Porter was born in Seaford, son of Bruce Porter and Leigh A. Murtagh, both of Laurel.
He loved school and music. In school, he was awarded various achievement awards. He was to graduate this year from the Seaford Orthopedically Handicapped Program.
Mr. Porter touched many lives with his spirit and inner strength. His sense of humor will be greatly missed.
He was preceded in death by his paternal grandfather, Eldridge S. Porter; a great-grandmother, Nellie Dalious; and a great-grandfather, William B. Travers Sr.
In addition to his parents, he is survived by his stepfather, Donald Murtagh of Laurel; three sisters, Jenna L. Murtagh and Donna McGinnis, both of Laurel, and Christine Jefferson of Seaford; a brother, Tony Murtagh of Laurel; maternal grandparents, Bill and Carol Travers of East New Market, Md.; paternal grandmother, Carmella Porter of Laurel; paternal great-grandmother, Elizabeth Travers of Cambridge, Md.; step-grandparents, Bill and Helen Swartz of Georgetown; three uncles and two aunts, Ken and Claire Porter of Charlotte, N.C., Paul and Margaret Glavina of Australia and Jon Travers of Las Vegas; his "Nana," Nancy Howard of Laurel; and several cousins and other family members.
Friends may call from 7 to 8:30 p.m. Monday in Short Funeral Home, 700 West St., Laurel.
Services will be 2 p.m. Tuesday in Bethel United Methodist Church in Oak Grove, near Seaford. The Rev. Diane E. Melton, pastor, will officiate.
Burial will be in Bethel Cemetery.

Janette Riddick, 40
MILFORD - Janette Riddick of Milford died, after a brief illness, Tuesday, Jan. 21, 2003, in Bayhealth-Milford Memorial Hospital, Milford. She was 40.
Ms. Riddick was born Dec. 12, 1962, in Milford.
She graduated from Milford High School and attended Delaware Technical & Community College, Owens Campus, in Georgetown, where she received a certificate in early-childhood education.
Her last employment was at the Learning Center in Milford, where she worked as a teacher.
Ms. Riddick was an active member of the Pentecostal Church of God of Lincoln Inc.
She is survived by her parents, Herbert and Joanna Mullen of Lincoln; paternal grandfather, Herbert Mullen Sr. of Lincoln; two sisters and a brother-in-law, Alberdean and Emmitt Bell of Dover and Debra Mullen of Lincoln; eight brothers, Tommy Riddick of Milford, Bobby Riddick, Herbert Mullen III and Terrance Mullen, all of Dover, Darryl Mullen, Gary Mullen and Reginald Mullen, all of Lincoln, and Douglas Mullen of Harrington; and seven sisters-in-law, Vanessa Riddick and Cynthia Riddick, both of Milford, Wanda Mullen and Mildred Mullen, both of Dover, Denise Mullen and Tynetta Mullen, both of Lincoln and Carleen Mullen of Harrington.
Friends may call from 7 to 9 p.m. today in Pentecostal Church of God in Lincoln.
Services will be 1 p.m. Sunday in the church.
Burial will be in Odd Fellows Cemetery in Milford.

Patricia Ellen Simonds, 70
LAUREL - Patricia Ellen Simonds of Laurel died, after a long illness, Friday, Jan. 24, 2003, in Nanticoke Memorial Hospital, Seaford. She was 70.
Mrs. Simonds was a homemaker.
She and her husband - of 40 years this February - moved to Laurel in 1983 from Ballston Lake, N.Y.
Mrs. Simonds enjoyed gardening and loved animals.
She was preceded in death by her parents, William Thomas Comes and Gertrude E. Hayward Comes; and a brother, William Comes.
She is survived by her husband, Lee A. Simonds; a daughter and son-in-law, Diana P. and Bob Angus of Grass Valley, Calif.; a son, Steven E. Eshleman of Phoenix; three sisters and two brothers-in-law, Jeanne and Joe Vanaman of Seaford, Mildred and Jack Rostien of Santa Maria, Calif., and Marie Pitts of Pensacola, Fla.; and two grandchildren.
Memorial services will be 2 p.m. Monday in Parsell Funeral Homes & Crematorium, Hardesty Chapel, 202 Laws St., Bridgeville, where friends may call one hour earlier.
Burial will be private.

Mary K. 'Buster' Coverdale, 75
SEAFORD - Mary K. 'Buster' Coverdale of Seaford died of kidney failure, Tuesday, April 15, 2003, in her home. She was 75.
Mrs. Coverdale was born Oct. 31, 1927 in Georgetown.
She worked at Head Start in Seaford.
Mrs. Coverdale was a member of Light House Church of God, East New Market, Md.
She is survived by three sons, Gary L. Matthews of Tulsa, Okla., Bruce I. Coverdale Sr. of Chesapeake, Va. and William R. Coverdale Jr. of Seaford; four daughters, Terrance M. Brummell, Beverly D. Coverdale and Dorothy C. Hopkins, all of Seaford and Wanda P. Coverdale of Bridgeville; two sisters, Betty Henry of Bridgeville and Shirley Jenkins of Georgetown; 12 grandchildren; 10 great-grandchildren; a son-in-law, Daniel Hopkins of Seaford; two daughters-in-law, Sandee Matthews of Tulsa, Okla., and Mary Matthews of Seaford; a brother-in-law, Walter Jenkins of Georgetown; two great friends, Rachel Abbott and Otelia Oliver, both of Seaford; a special niece, Cynthia Kilgo of Seaford; and a host of nieces, nephews, cousins and friends.
Friends may call from 6 to 8 p.m. Sunday in Mt. Calvary A.M.E. Church in Concord.
Services will be 1 p.m. Monday in the church.

Charles J. Edwards Sr., 49
DUNDALK, Md. - Charles J. Edwards Sr. of Dundalk died Wednesday, April 16, 2003, in Howard County General Hospital, Columbia. He was 49.
Mr. Edwards was born Sept. 23, 1953, son of Joseph B. "Buttons" Edwards Sr. of Middletown, Del., and the late Helen Carson Edwards.
He had lived in Cecil County before moving to Baltimore 23 years ago. He owned and operated Décor Construction Ltd.
He enjoyed baseball and was a diehard Baltimore Ravens fan.
Mr. Edwards coached Dundalk Little League and was a third-degree Knight of Columbus.
In addition to his father, he is survived by his wife, Elizabeth R. Edwards of Dundalk; four children, Christina Meekins of Elkton, Charles J. Edwards Jr., Jessica Edwards and Julianna Edwards, all of Dundalk; a brother, Joseph Edwards Jr. of Middletown; a sister, Brenda Edwards of Arkansas; and two grandchildren, Robert J. Tiley Jr. and Alyssa N. Meekins, both of Elkton.
Friends may call from 6 to 8 p.m. Wednesday in the Galena Funeral Home of Stephen L. Schaech, 118 W. Cross St., Galena.

Louise A. Foskey, 95
DELMAR - Louise A. Foskey of Delmar died Friday, April 18, 2003, in Peninsula Regional Mrdical Center, Salisbury, Md. She was 95.
Mrs. Foskey was born in Bethel, daughter of the late Arthur D. and Allie V. Phillips.
She was a homemaker.
Mrs. Foskey was a member of Bethel United Methodist Church.
In addition to her husband, she was preceded in death by her husband, Harry Foskey; and her oldest son, Harry Foskey.
She is survived by two sons and a daughter-in-law, Roland A. and Ina Ray Foskey of Bowie, Md. and Ronald L. Foskey of Quantico, Md.; a brother, George Phillips of Laurel; two sisters, Eleanor Carmine of Laurel and Ada Foskey of Georgetown; eight grandchildren, Perri O'Keefe, Jay, Erin, Andy, Curt, Dan, Ned and Will Foskey; seven great-grandchildren; a special devoted friend, Becky Eckstein; and several nieces and nephews.
Friends may call from 1 to 1:45 p.m. Monday in the Short Funeral Home, Delmar.
Graveside services will be 2 p.m. Monday in Springhill Memory Gardens, Hebron, Md.

Donald Kelly Foster, 69
REHOBOTH BEACH - Donald Kelly Foster of Rehoboth Beach died Friday, April, 18, 2003, in his home. He was 69.
Mr. Foster was born in Lewes, son of the late Howard and Edna "Blizzard" Foster.
He had served in the United States Navy.
Mr. Foster had served 18 years with the Delaware State Police, retiring in 1977 as a lieutenant.
He was an avid golfer. He enjoyed acrylic painting and was an avid sports fan.
Mr. Foster was a member of Rehoboth Presbyterian Church of Midway where he was an elder. He was also a member of the Rehoboth Beach Lions Club and the Rehoboth Beach American Legion.
He is survived by his wife of 50 years, Ruth E. Jestice Foster; a daughter and son-in-law, Kelly Lynn and Bill Ellingsworth of Rehoboth Beach; and three grandchildren, Derrick, Taylor and Katelyn Ellingsworth, all of Rehoboth Beach.
Services with full state police honors will be 11 a.m. Tuesday in Parsell Funeral Home & Crematorium, Atkins-Lodge Chapel, 1449 Kings Highway, Lewes, where friends may call one hour earlier. The Rev. Keith Offen and The Rev. Dr. William Hiemstra will officiate.
Burial will follow in Rehoboth Presbyterian Church of Midway Cemetery, Rehoboth Beach.

Laura Marie Hawkins, 92
FEDERALSBURG, Md. - Laura Marie Hawkins of Federalsburg, formerly of Kent County, died Friday, April 18, 2003, in Memorial Hospital at Easton. She was 92.
Mrs. Hawkins was born July 13, 1910, in Queenstown, daughter of the late Henry Clay and Anna Lucille Greaves Woolford.
She raised her family on their farm on Bakers Lane in Chestertown.
She was known for her cooking, especially her hot rolls. She also enjoyed sewing and gardening. Prior to living in Federalsburg for the past year, she spent eight years with her daughter in Millington.
Mrs. Hawkins belonged to the Homemakers Association while residing in Chestertown and the Kent County Farm Bureau.
In addition to her parents, she was preceded in death by Charles Nelson Hawkins in 1995; and a daughter, Virginia M. Glisson, in 1997.
She is survived by two sons, Charles T. Hawkins of Kenton, Del., and William H. Hawkins of Federalsburg; a daughter, Mary E. Downey of Millington; a grandson whom she raised, John N. Hawkins of Chestertown; three sisters, Grace Vickers of Cambridge, Esther Dill of Easton and Blanche Usilton of Greensboro; 16 grandchildren; 29 great-grandchildren; and four great-great-grandchildren.
Services will be 11 a.m. Tuesday in Fellows, Helfenbein, and Newnam Funeral Home, 130 Speer Road, Chestertown, where relatives and friends may call one hour earlier.
Burial will be in Chester Cemetery.

Shirley Dorothea Mumford, 81
CHESTERTOWN, Md. - Shirley Dorothea Mumford of Chestertown died Thursday, April 17, 2003, in her home. She was 81.
Mrs. Mumford was born August 26, 1921, in Newark, daughter of the late John W. and Grace Slack Mumford.
After graduating from Snow Hill High School, class of 1938, she attended Towson State Teachers College and received her bachelor of science degree in education. She later received her master's degree in education from Towson State University.
Mrs. Mumford taught elementary school in the Baltimore City School System and Baltimore County School System. She worked as a reading specialist and adult-literature instructor after her retirement from Baltimore County School System and moved to Chestertown in 1992.
She loved gardening.
Mrs. Mumford was a member of First United Methodist Church, where she sang in the choir and was involved with the Young at Heart. She also was a member of the Maryland Ornithological Society.
In addition to her parents, she was preceded in death by her first husband, David Ransom Smith, and her second husband, J. Cullen Weadock.
She is survived by a son, Stephen R. Smith of Suwanee, Ga.; two daughters, Lynn Smith Short of Lutherville and Janet Smith Shepherd of Iowa City, Iowa; three grandsons, Gary Matthew Smith of Austin, Minn., Bryan Keith Smith of Palm Beach, Fla., and Michael Warren Leatherwood of Towson; and eight great-grandchildren.
Memorial services will be 10 a.m. April 26 in First United Methodist Church, High Street, Chestertown.
Burial will be private.
Instead of flowers, the family suggests memorial contributions to the American Cancer Society, PO Box 711, Chestertown, MD 21620; or to Kent County Hospice Foundation, 103 Dixon Drive Chestertown, MD 21620.

Robert G. Tinkler, 90
OAK ORCHARD - Robert G. Tinkler of Oak Orchard, east of Millsboro, died of natural causes Thursday, April 17, 2003, in Bayhealth-Kent General Hospital, Dover. He was 90.
Mr. Tinkler had lived in Baltimore and worked for the C&P Telephone Co. After serving for 40 years, he retired 28 years ago and moved to Oak Orchard.
He was preceded in death by a stepson, Christopher Cox, who had lived in Albertshofen, Germany.
He is survived by his wife, Elnora; a son, Richard Tinkler of Annapolis, Md.; a daughter, Vera Tinkler of Missoula, Mont.; a stepson and stepdaughter-in-law, Daniel and Peggy Cox of Dover; a stepdaughter, Brenda Jackson of Millsboro; 10 grandchildren; 17 great-grandchildren; and two great-great-grandchildren.
Memorial services will be 1 p.m. Monday in Faith Community Church, U.S. 13, Camden.
Burial will be private.

Ruth E. Bennett, 70
MILFORD - Ruth E. Bennett of Milford died Thursday, April 19, 2001, in Bayhealth-Milford Memorial Hospital. She was 70.
Mrs. Bennett was born in Milford, daughter of the late Asher and Ethel Stewart Campbell.
She was a homemaker and an avid bowler.
Mrs. Bennett was a member of the First Baptist Church of Lewes and the Milton Senior Center, and was a Sunday school secretary for 30 years.
In addition to her parents, she was preceded in death by her husband, Russell H. Bennett, in 1995.
She is survived by two daughters and son-in-laws, Michele and Keith Brittingham of Milton and April and Donald Irelan of Lewes; two sons, Wayne R. Bennett of Greenville, S.C., and David M. Bennett of Knoxville, Tenn.; 12 grandchildren, Dawn Johnson, Amy Peck, Rhonda Brittingham, Keith Brittingham II, Patrick Irelan, Nathan Bennett, Christopher Irelan, Cynthia Bennett, Summer Bennett, Michael Bennett, Cory Bennett and Evan Bennett; and three great-grandchildren, Spencer Brittingham II, D.J. Johnson and Sophia Peck.
A service will be held at noon Monday at Short Funeral Services, 416 Federal St., Milton, where friends may call one hour prior to the ceremony.
Burial will be in Henlopen Memorial Park, Milton.
