Charles Clarence Allen Jr., 84
SEAFORD - Charles Clarence Allen Jr. of Seaford died of congestive heart failure Wednesday, Jan. 8, 2003, in Nanticoke Memorial Hospital, Seaford. He was 84.
Mr. Allen was born in Seaford, son of the late Charles Clarence Allen Sr. and Nellie Grace Matthews Allen.
He graduated from Seaford High School in the class of 1936, and attended the University of Delaware on a football scholarship, graduating in 1940.
Mr. Allen was the former president of Allen's Hatchery Inc.
He enjoyed traveling and took a special interest in his community and state. He was very philanthropic toward a variety of interests, supporting the University of Delaware and the Biotechnology Center, which was named after him. He supported the Delaware Community Foundation, Sussex County CHEER, Nanticoke Little League and the Seaford Historical Society.
Mr. Allen was a member of Sigma Nu Fraternity, St. John's United Methodist Church in Seaford and St. Matthew's By the Sea United Methodist Church in Fenwick Island. He was active in the University of Delaware Alumni Association and was a member of the Seaford Lions Club and the Seaford Golf and Country Club.
In addition to his parents, he was preceded in death by his wife, Mary Elizabeth Huston Allen, in 1987; and a brother, John Reuben Allen Sr., in March 2002.
He is survived by a son and daughter-in-law, Charles C. Allen III and Barbara Allen of Seaford; two daughters and a son-in-law, Julia A. Hopkins of Raleigh, N.C., and Jenny A. and Frank L. Stultz of Fort Wayne, Ind.; a brother, Warren L. Allen of Seaford; six grandchildren; and six great-grandchildren.
Services will be 2 p.m. Saturday in St. John's United Methodist Church, Pine & Poplar streets, Seaford, where friends may call two hours earlier. The Rev. David H. Humphrey and the Rev. George Godfrey will officiate.
Burial will be in Odd Fellows Cemetery, Seaford.

Betty Ann Davis, 66
ELLENDALE - Betty Ann Davis of Ellendale, formerly of South Carolina, died Friday, Jan. 3, 2003, in BayHealth-Kent General Hospital, Dover. She was 66.
Mrs. Davis was born June 8, 1936, daughter of the late Eddie and Francis Nesmith.
During her younger years, she attended Blakely High School in Salter, S.C.
She worked for Burris Chicken Plant for eight years. Later on, she worked for Draper King Cole for 16 years, where she held the position of supervisor.
Mrs. Davis was a member of Solid Rock Pentecostal Church in Ellendale.
In addition to her parents, she was preceded in death by her husband, Abraham Davis, on Nov. 11, 1985.
She is survived by her daughters, Betty Jean of Ellendale, Diane Jones of Milton, Frances Davis of Ellendale, Carolyn Davis of Ellendale and Sharon Hernandez of Milford; a son, Abraham Davis Jr. of Ellendale; 16 grandchildren; 24 great-grandchildren; a loving sister, Dorothy Bynes of Dover; a brother, Freddie Nesmith of Ellendale; two sons-in-law; and several uncles, aunts, nieces, nephews, cousins and friends.
Services will be 2 p.m. Friday in Mt. Zion A.M.E. Church, Ellendale, where friends may call two hours earlier.
Burial will be in Siloam Cemetery, Slaughter Neck.

Gene (Tyrone) Dickerson, 56
HARRINGTON - Gene (Tyrone) Dickerson of Harrington died Saturday, Jan. 4, 2003, in the Bayhealth-Kent General Hospital, Dover. He was 56.
Mr. Dickerson was born Sept. 17, 1946 in Milford, son of Lillian Dickerson-Morris and Lawrence Russ.
He attended grade school at P.S. DuPont in Harrington, and graduated from William Henry in Dover.
Mr. Dickerson was drafted into the military in 1968 and was honorably discharged in 1972.
He was a garment cutter for years until his health began to fail.
Mr. Dickerson loved watching sports and making people laugh. He accepted Christ as his personal Savior in 1986 at Pastor Ross' church at the Milford Revival.
In addition to his parents, he is survived by two brothers, Anthony Dickerson and Jeffrey Dickerson both of Harrington; five uncles, Norman Dickerson of Houston, Isaac Perry of Harrington, William Russ of Farmington, Charles Russ of Dover and Robert Russ of Baltimore; four aunts, Yvonne Perry of Harrington, Elizabeth Russ of Seaford, Doris Dickerson of Houston and Martha Russ of Baltimore; two special friends, Dorothy Smith of Harrington and Anna Belle Smith of Harrington; a niece, Keyana Anderson-Dickerson; and many cousins and friends.
Funeral services will be 11 a.m. Friday in Bennie Smith Funeral Home, Dover, where friends may call one hour earlier.
Burial will be in Veterans Cemetery, Millsboro.

Violet Virginia Figgatt, 77
MARYDEL, Md. -Violet Virginia Figgatt of Marydel died Tuesday, Jan. 7, 2003, in Bayhealth-Kent General Hospital in Dover. She was 77.
Mrs. Figgatt was a member of First Baptist Church in Marydel, where she served the Lord.
She was preceded in death by her husband, Henry E. Figgatt, in 2000.
She is survived by two sons and two daughters-in-law, Harold Wayne Figgatt and Susan Figgatt of Kenbridge, Va., and Charles Edison Figgatt and Esther Figgatt of Townsend; three daughters and a son-in-law, Marilyn "Sissy" and Lawson Pickett of Amelia, Va., and Cheryl Jean Reedy and Deborah Elaine Griffith, as well as Ms. Griffith's companion, Kenneth Allaband, all of Marydel; four sisters, Evelyn Walker, Lola Lane, Eula Christian and Jesse Tolbert, all of Virginia; a brother and sister-in-law, French and June Miller of West Virginia; another sister-in-law, Ruby Figgatt; 23 grandchildren; 20 great-grandchildren; and a host of other relatives and friends who will deeply miss her.
Services will be 1 p.m. Friday in Daniels and Hutchison Funeral Home, 212 N. Broad St., Middletown, where friends may call one hour earlier.
Burial will be in the Delaware Veterans Memorial Cemetery, Chesapeake City Road, Bear.
Hazel H. Foskey, 75
LAUREL - Hazel H. Foskey of Laurel died Wednesday, Jan. 8, 2003, in Nanticoke Memorial Hospital, Seaford. She was 75.
Mrs. Foskey was born in Delmar, Md., daughter of the late Boyd and Pearl Hastings.
She retired from the North Laurel School.
She worked in the North Laurel School cafeteria.
Mrs. Foskey was a member of Kings United Methodist Church for more than 50 years. She also was a member of United Methodist Women, a Sunday school teacher and a worship chairman.
She is survived by her husband of 56 years, Ray D. Foskey of Laurel; a son and daughter-in-law, Alan R. and Vanessa Foskey of Elkton, Md.; a sister and brother-in-law, Evelyn H. and Oran Taylor of Salisbury, Md.; three grandchildren, Brandon, Brett and Brooke; and several nieces and nephews.
Services will be 2 p.m. Sunday in Short Funeral Home, 700 West St., Laurel, where friends may call one hour earlier.
Burial will be in Odd Fellows Cemetery, Laurel.

Julia A. Kimball, 92
BRIDGEVILLE - Julia A. Kimball of Bridgeville, formerly of Jersey Shore, Pa., died Tuesday, Jan. 7, 2003, in Seaford Center Genesis ElderCare, Seaford. She was 92.
Mrs. Kimball was born June 12, 1910, in Mason City, Iowa, daughter of the late Peter J. Dettmann and Elva Lott Dettmann.
She had been a filing clerk for the state of Delaware, and worked with the state archives for six years in the 1960s in Dover. She also had worked as a clerk at the Pizzadili Delicatessen for a time.
In addition to her parents, she was preceded in death by her husband, Marion L. Kimball, in 1985.
She is survived by a daughter, Helen M. Looney of Bridgeville; a son, Enos J. Kimball of Cammal, Pa.; two grandchildren, Enos J. Kimball III of Jersey Shore, Pa., and Jo Ann Looney-King of Harrington; five great-grandchildren; and four great-great-grandchildren.
Services will be at the convenience of the family.

Carrie Jane Mitchell, 77
LEWES - Carrie Jane Mitchell of Lewes, formerly of Dagsboro, died Tuesday, Jan. 7, 2003, in the Convalescent Center, Lewes. She was 77.
Ms. Mitchell was born in Snow Hill, N.C., daughter of the late Luther and Julia Atkinson Best.
She was a homemaker.
Ms. Mitchell was a member of Trinity Holiness Church in Frankford, where she served the church as a mother and missionary.
She is survived by her husband of 61 years, James H. Mitchell Sr.; three sons, James H. Mitchell Jr. of Somerset, Pa., Arthur Lee Mitchell of Salisbury, Md., and Luther T. Mitchell of Selbyville; eight daughters, Mary L. Davis of Milton, Carolyn J. Cannon of Georgetown, Margaret S. Hopkins of Millsboro, Carrie M. Mitchell of Selbyville, Beverly M. Rickards of Dover, Hazel A. Jenkins of Bridgeville, Finisha T. Mitchell-Hopkins of Felton and Faith N. Mitchell of Wilmington; three sisters, Julia Dickens and Hazel Carter, both of Georgetown, and Mary Brown of New Haven, Conn.; 25 grandchildren; 28 great-grandchildren; and a great-great-grandson.
Services will be 1 p.m. Saturday in St. John's Baptist Church, Mount Joy, Millsboro, where friends may call one hour earlier.
Burial will be in Zoar Golden Acres Cemetery, Selbyville.

Frederick B. Clemence, 86
SMYRNA - Frederick B. Clemence of Smyrna, and formerly of Florida, died Sunday, April 29, 2001, in the Delaware Hospital for the Chronically Ill, Smyrna, after a long illness. He was 86.
Mr. Clemence was born June 2, 1914, in East Providence R.I., and had served in the U.S. Army prior to World War II.
He was an avid athlete, having played pro baseball in the Pittsburgh Pirates' farm system in the 1930s. He organized and coached for the Fox Post American Legion team in Dover and coached the Dover High School baseball team from 1939-1940. He also played ball in York, Pa., Albany, N.Y., and at the Panama Canal in the 1940s. In 1949 he managed a team in Appleton, Wis.
Mr. Clemence later managed pro baseball in the Phillies' farm system and was a scout for the Phillies in the 1970s. In addition, he was a standout umpire for many years.
He served with the Dover Police Department from 1950-1963, retiring with the rank of sergeant. He also worked at the Delaware Correctional Center in the early 1980s.
While residing in Florida, Mr. Clemence won the Big 700 Bowling Tournament in Boca Raton, and numerous bowling titles.
He is survived by his wife of 36 years, Mary C. Clemence of Smyrna; a son, Fred Clemence Jr. of San Diego; two daughters, Janice Renn and Kaye Cornelius of St. Petersburg, Fla.; a stepson, David S. Hugg of Smyrna; 10 grandchildren; and 15 great-grandchildren.
Service will be noon Thursday at Matthews-Bryson Funeral Home, 123 W. Commerce St. in Smyrna, where friends may call two hours prior to service.
Burial will be held in Odd Fellows Cemetery, Camden.

Robert R. Collins, 89
DOVER - Robert R. Collins of Dover died Sunday, April 29, 2001, in his home after a long illness. He was 89.
Mr. Collins was born Dec. 15, 1911, in Little Creek, the son of the late William Hall and Lula May Collins. He was a long-time resident of Wyoming and had moved to Dover in 1997.
He worked for the Delaware State Highway Department for 28 years. He also worked for the Caesar Rodney School District for eight years, and for the Camden-Wyoming Post Office as a substitute mail carrier.
Mr. Collins had been a committeeman for the 34th District in Wyoming for the Democratic Party. He was honored in April 1990 by Sen. Joseph R. Biden Jr. and the Democratic Party for his devotion and hard work for the party.
He enjoyed playing his guitar and had played country music with the Jack Benson band.
Mr. Collins was a member of the Lebanon Wesleyan Church in Wyoming.
He is survived by his wife of 56 years, Elizabeth Anna Larimore Collins; two daughters, Sandy L. Burrows, and her companion, Ray Hebert, and Margaret Shelden, and her husband, Doug, all of Dover; two grandchildren, Samuel C. Burrows III, and his wife, Krista, and April L. Hebert, and her husband, David, all of Dover; a great-grandchild, Darren Robert Hebert of Dover; and several nieces and nephews.
Friends may call from 7-9 p.m. Wednesday at the Torbert Funeral Chapel South, 1145 E. Lebanon Road in Dover.
Service will be 2 p.m. Thursday at the chapel.

Anne Louise Davis, 86
CHURCH HILL, Md. - Anne Louise Davis of Church Hill died of natural causes Monday, April 30, 2001, in Corsica Hills Nursing Center in Centreville. She was 86.
Mrs. Davis was born Nov. 22, 1914, in Jessup, Pa., the daughter of the late Patrick John Healey and Veronica A. Carey.
She was a graduate of Olyphant High School in Olyphant, Pa.
In 1933 she married Thomas E. Davis, a corporate airline pilot. Mrs. Davis was a homemaker as they moved in 1948 to Westbury, Long Island, N.Y. They later moved to Indio, Calif., and Cleveland. They eventually retired to the Maryland Eastern Shore.
She was an avid golfer and an expert seamstress.
Mrs. Davis was a member of Trinity Lutheran Church in Chestertown. She had been past worthy matron of Meadowbrook Chapter of the Order of the Eastern Star in Westbury in the early 1950s, and past high priestess of Kheedawee Court 6 in Cleveland in 1970 and 1971.
She was preceded in death by her husband; and by three brothers, John Healey, Patrick Healey and Joseph Healey.
She is survived by a daughter and son-in-law, Nancy L. and James Bennett of Church Hill; a son and daughter-in-law, Dr. Thomas E. Davis Jr. and Hope Davis of Jackson Hole, Wyo.; three sisters, Marie Gesualdo of San Mateo, Calif., DeSales Callaghan of Preston and Vera Conserette of Archibald, Pa.; seven grandchildren; and 11 great-grandchildren.
Friends may call from 7-9 p.m. tonight at Fellows, Helfenbein & Newnam Funeral Home P.A. in Centreville.
Service will be noon Wednesday at the funeral home, with the Rev. Michael Hagebusch officiating of Trinity Lutheran Church officiating.

Margaret L. Dexter, 70
WEST CHESTER, Pa. - Margaret L. Dexter of West Chester died Saturday, April 28, 2001, in Paoli Hospital, Paoli. She was 70.
Mrs. Dexter was born in Milton, Del., the daughter of Lola Mitchell Lockerman of Milton and the late Leighton Lockerman.
She was a schoolteacher in Newark, Del., Newport and Paoli many years ago.
Mrs. Dexter was a member of First Presbyterian Church in West Chester and church school administration, retiring in 1996.
In addition to her mother, she is survived by her husband of 48 years, Harold M. Dexter Jr.; a son, Harold M. Dexter III of West Chester; a brother, Les Lockerman of Milton; and several nieces and nephews.

Mark William Foresman, 40
DOVER - Mark William Foresman of Dover died Saturday, April 28, 2001, in his home, surrounded by his entire family. He battled a rare form of cancer for nearly two years, during which he made a courageous and hopeful effort for survival. He was 40.
Mr. Foresman was born June 17, 1960, in Pomona, Calif., and grew up in Claremont, Calif., where he attended public and private schools. He earned his bachelor of science degree in petroleum engineering at the University of Tulsa and worked in his field in Washington, D.C.
He met his wife in Alexandria, Va., before coming to Dover with Chesapeake Utilities Corp. in 1989, where he was manager of engineering for Eastern Shore Natural Gas.
An enthusiastic sailor since childhood, he enjoyed taking his friends and family aboard his sailboat "Entropy" for vacations on the Chesapeake Bay. He also enjoyed remodeling his home and working on projects with his son. Popular and known for his ready smile and kind wit, he was a loyal and steady friend to the many people who knew and loved him.
Mr. Foresman and his family are members of Grace Presbyterian Church in Dover. He was a registered professional engineer in Delaware, served on the building Committee for Campus Community School and was a member of Blue Hen Power Squadron. He was also a Sigma Chi alumnus, was involved in the Boys Scouts of America and with Science Alliance in local schools.
He is survived by his wife, Mary; his young son, Graham; his parents, Dr. and Mrs. Robert R. Foresman of San Juan Capistrano, Calif.; his sister and two brothers, as well as their spouses and children, Gayl Foresman Beller, Scott Foresman and Guy Foresman, all of Orange and San Diego counties in Southern California; his mother-in-law, Beatrice O'Neil; and a sister-in-law and two brothers-in-law, as well as their spouses and children, Kelly Funk, Matthew O'Neil and Joseph O'Neil.
Friends may call from 6-8 p.m. Wednesday at Trader Funeral Home, 12 Lotus St. in Dover.
Memorial service will be 3:30 p.m. Thursday at Grace Presbyterian Church, 350 McKee Road in Dover. Pastor Jonathan Seda will conduct the service.

Sadie E. Fullman, 76
MILFORD - Sadie E. Fullman of Milford died of heart failure Friday, April 27, 2001, in Milford Center. She was 76.
Ms. Fullman was born April 15, 1925, in Milford.
She was a domestic worker.
Ms. Fullman was a member of Mount Olive Baptist Church, Bridgeville.
She is survived by a daughter and son-in-law, Louise and Samuel Henry Brown of Bridgeville; a grandson, Frederick Murray II of Bridgeville; three granddaughters, Tyneisha Murray of Bridgeville and Tonesha Murray and Takeia Murray, both of Laurel; a great-grandddaughter, Kasiyah Tatem of Laurel; three great-grandsons, Wayne Townsend, Shayne Townsend and Jahlil Townsend; a sister, Georgia Waples of Milton; and a host of nieces, nephews, cousins and friends.

Helen M. Kline, 76
LINCOLN - Helen M. Kline of Lincoln died of natural causes Sunday, April 29, 2001, in her home. She was 76.
Ms. Kline was a supervisor for 34 years with Broadway Hale, a clothing manufacturer in California. She retired in 1986.
She is survived by four nieces and their husbands, Denise and James Palo of Lincoln, Patricia and Donell Roach of Milford, Diane and Doug Nagy of Brunswick, Ohio, and Paulette and Mike Wilson of Fort Wayne; Ind.; several great-nieces; and a great-nephew.
Graveside service will be 11 a.m. Wednesday at Sharon Hills Memorial Park, Dover, with burial following.
