She married Gail Peters on July 17, 1948, in Ursa. They lived at the home on the Peters Dairy Farm, while she and Gail raised three sons, Kent, Mark and Craig.
Billie attended Indian Grave School and the high school in Mendon, Ill., where she taught for two years after she graduated from Iowa State University. She went on to teach farm women how to use electricity and gas to heat their homes, refrigerate and cook their food as a home educator for the Illinois-Iowa Electric and Gas Company.
After Billie’s boys were in school full time, she went on to teach for 31 years in the Keokuk School System. She taught second and third grades at Wells-Carey School, and later became the reading specialist. She retired after Gail had a severe stroke. She took great care of him until he passed away on March 16, 1996.

She and Milo traveled extensively and spent the coldest part of the next 16 winters at their home in Pharr, Texas, in the Rio Grande Valley. Milo passed away on July 7, 2016. Rebecca Robbins, 63, Des Moines
DES MOINES – Rebecca Sue Vestal Robbins, 63, of Des Moines died unexpectedly Sunday, April 13, 2014, at Mercy Medical Center in Des Moines, from head trauma due to an accidental fall while visiting friends the previous evening near her home in Des Moines.

On March 18, 1962, her mother Shirley died suddenly in a car accident, and that following June, Rebecca was adopted, along with her brother Ronald, by Melvin and Marie Burnett of Keokuk.
She is survived by her father, Melvin Burnett; seven brothers, Gene Vestal of Runnels, Mike (Tamara Martin) Proffitt of Des Moines, Dennis (Patricia) Vestal of Ottumwa, Ricky (Beanie) Riley of Camanche, David Vestal of Des Moines, Roger Kelly of South Carolina and Ronald (Connie) Burnett of Fontanelle; and two sisters, Janie Kelly of Des Moines and Christine Ecklund of Champaign, Ill. Although she was employed mostly as a health care worker and phlebotomist, Rebecca was a naturally gifted musician, artist and interior decorator. She especially loved to sing and was well known in Des Moines, Ames and Keokuk for her vocal blues performances.
Rebecca will be remembered by her family as the loving peacemaker, the one who worked hard to bring peace and unity to every situation. For this reason, it is a happy ending to her life that Rebecca carried on that mission in her death.
Because Rebecca made it known to her family that she wished to be an organ donor, the Iowa Donor Network was able to work with Rebecca’s family and find recipients in a timely manner. Because of Rebecca’s kind and generous spirit, at least three families desperate for help now have a reason to be joyful. Even as she is leaving us, Rebecca found a way to make peace.
An event to celebrate Rebecca’s life will be from 12:30 to 3 p.m. Saturday at Southside Boat Club in Keokuk.
