James P. Boyle
James P. Boyle, educator and founder of Libertyville-based Ombudsman Educational Services, died May 25, 2001 of Cancer. He was 68.
After graduating from the University of Iowa and earning his M.A. from Northern Illinois University, Boyle took his first job teaching at Libertyville High School in Illinois. He served as a dean, and principle/assistant superintendent for Mundelein High School in Mundelein, Illinois. These experiences in education inspired him to develop an alternative education model to help those students who were not succeeding with the traditional school approach.
The opportunity to put his ideas into practice came when the North Chicago Community High School invited him to set up an alternative program to deal with the high number of expulsions in that district. Together with Loretta Sweeney and one other teacher, Boyle opened the first Ombudsman program in a refurbished gas station in 1975 with 25 students under contract with the public schools. Ombudsman now runs learning centers in 11 states educating some 5,000 students annually.
At a time when alternative education was considered experimental, Boyle succeeded by developing a model that was back-to-basics in content but wholly different in methodology. Dismayed by the trend of promoting students through the grade levels regardless of achievement, Boyle set out to put mastery of subject matter ahead of grade-level advancement. He abolished grade levels, homework, and teacher-driven instruction. He reinforced accountability, structure, and self-motivation with an individualized learning model that enabled students to advance at their own pace and only after demonstrating mastery of the material. And he achieved an 85 percent success rate with at-risk students.
Ombudsman is the oldest, private education-service provider, according to industry advisor John McLaughlin. As the founder and president of a successful, private-sector company, Boyle became a leader and role model for the emerging education industry in the 1990's. He encouraged other entrepreneurs by showing that an education model and the results he achieved with students could be replicated on a commercial scale without losing the integrity of the learning environment. Boyle helped found the Association of Education Practitioners and Providers (AEPP), the trade association of the education industry, He was active in the North Central Association of Colleges and Schools, Lake County Curriculum Resource Council, National Dropout Prevention Network, Lake County Workforce Investment Board, and the Board of Councilors of the University of Southern California Rossier School of Education. In 1998, Boyle was presented with the AEPP Entrepreneurial Leadership Award in Recognition of his many achievements as a private, education-service provider. In appreciation of his overall commitment to the community, Boyle received the Lake County Forefronts Award in 2000.
Colleagues remember Boyle as honest, generous, good humored, and courageous. He pioneered the public-school practice of outsourcing education services to private companies, He understood public educators and their political and economic environment, and was effective in tailoring Ombudsman's education program to meet their needs. He was also modest. He once remarked that the reason he started Ombudsman was that HE needed an alternative.
Boyle liked to say that his job was turning drop-outs into graduates. Over the years, thousands of students have passed through Ombudsman's centers. Before they came to Ombudsman, they were written off as "lost causes". Boyle didn't give up, instead he found a different way to teach them. And in so doing, he gave them a second chance.
Boyle was born in Wheatland, Iowa in 1933. He is survived by his wife, Lori Sweeney, with whom he founded the company in 1975. He is also survived by his children, Greg Boyle, Megan Chody, Patricia Sweeney, and Sue Datin; his grandchildren, Matthew, Jack, Hannah, Elle and Brett; his sisters, Cathy Dermody, Ruthann (Phil) Thomas, Dorothy Machovec and Diane (Dr. Richard) Phillis; and numerous nieces and nephews.
A Celebration of Mr. Boyle's life and achievements will be held on Friday, June 1 from 3:00 to 6:30 PM at the Forge Club, Vernon Hills, Illinois. The family requests that in lieu of flowers, memorials by sent to the American Cancer Society or the Condell Memorial Hospital Hospice Service in Libertyville, Illinois.
