Funeral services were held Friday, Jan. 15, 1 p.m. at the Rockhouse Free Will Baptist Church for Vickie Ratliff Napper, 55, of Hamlet, N.C., who passed away Sunday, Jan. 10 at Sandhills Regional Medical Center in Hamlet.
Mrs. Napper was born Nov. 9, 1958 in Detroit, Mich., daughter of Roberta Huff Hodgkinson of New Port Richey, Fla., and the late Clarence Ratliff. She was in food service industry.
Surviving in addition to her mother is her husband, Harry Napper of Hamlet; two son, Joey Taylor of Paintsville, and Josh Taylor of Prestonsburg; three daughters, Amanda Adams of Meally, Melissa Taylor of Lexington, N. C., and Jennifer Locklear of Hamlet; one brother, Clarence Ratliff, Jr. of Thealka; one sister, Judy Ratliff of New Port Richey; and 11 grandchildren.
The service was officiated by Richard Williams and Jeremy Spradlin, with burial in the Fairchild Family cemetery at Staffordsville.
In lieu of flowers, memorial donations may be made to Outreach for Jesus in Hamlet, N. C., by contacting Jones-Preston Funeral Home at (606) 789-3501.
Arrangements under the direction of the Jones-Preston Funeral Home of Paintsville.

Willie ‘Doug’ Rice
1945-2016
Memorial services will be held at a later date for Willie “Doug” Rice, 70, of West Van Lear, who passed away Monday, Jan. 18 at University of Kentucky Medical Center in Lexington.

Frank D. Collins
1935-2016
Funeral services were held Saturday, Jan. 9, 11 a.m. at the Michael R. Gray Funeral Home in Morehead, for Frank D. Collins, 80, of Farmers, who passed away Wednesday, Jan. 6 at his residence.
Burial in the Collins-Perry cemetery in Morgan County.
Arrangements under the direction of the Michael R. Gray Funeral Home of Morehead.

Leo Skaggs Jr.
1933-2016
Funeral services were held Thursday, Jan. 7, 10 a.m. at the Phelps & Son Funeral Home Chapel for Leo Skaggs Jr., 82, of Oil Springs, who passed away Tuesday, Jan. 5 at Paul B. Hall Regional Medical Center in Paintsville.
Mr. Skaggs was born Sept. 3, 1933 in Lawrence County, son of the late Leo Dick and Louzettie Rose Skaggs. He was also preceded in death by one son, Richard Ivan Skaggs; one grandson, Richard Ivan Skaggs Jr.; two brothers and two sisters.
Surviving are his wife, Ywan Jaynes Skaggs; one son, Michael John (Rebekah) Skaggs of Paintsville; two daughters, Alisa Ilene Skaggs of Oil Springs and Sue Ellen (Scottie) Keeton of Wittensville; nine grandchildren, Jessie Skaggs, Jason Leo Skaggs, Kayla (Brad) Hay, Lavana Howard, Shellie Howard, Chanelle Howard, Alison Porter, and Shaden Salyer; and five great-grandchildren.
The service was officiated by Steve Rose, with burial in the Fannin cemetery at Crockett.

Lacy Jim Wells
1950-2016
Funeral services were held Monday, Jan. 11, 11 a.m. at the Preston Funeral Home Chapel for Lacy Jim Wells, 65, of Van Lear, who passed away Thursday, Jan. 7 at Paul B. Hall Regional Medical Center in Paintsville.
Burial in the Burchett cemetery at Van Lear.
Arrangements under the direction of the Preston Funeral Home of Paintsville.

Millard Bowling
1940-2016
Funeral services were held Monday, Jan. 11, 11 a.m. at the Jones-Preston Funeral Home Chapel for Millard Bowling, 75, of Hager Hill, who passed away Friday, Jan. 8 at Paul B. Hall Regional Medical Center in Paintsville.
Burial in the Webb-Reed cemetery at Van Lear.
Arrangements under the direction of the Jones-Preston Funeral Home of Paintsville.

Hester Short Daniels
1927-2016
Funeral services were held Tuesday, March 1, 3 p.m. at the Highland Church of Christ in Paintsville, for Hester Short Daniels, 88, of Lexington, who passed away Friday, Feb. 26 at The Willows at Hamburg in Lexington.
Mrs. Daniels was born Nov. 7, 1927 in Johnson County, daughter of the late James Hurschel Short and Lucinda Powers Short. She was a homemaker.
She was also preceded in death by her husband, William Joseph “Bill” Daniels; four brothers, Arville Short, Ray Short, George Short, and Charles E. “Cotton” Short; two sisters, Loretta Gillespie and Burletta Daniels.
Surviving are three daughters, Anna Scott of Paintsville, Teresa Hogan of Atlanta, Ga., and Mendy Jo Daniels of Lexington; four grandchildren, Danielle Short Scott Ward, Andrea Lowe Jones, Garrett Hogan and Holley Sanders; five great-grandchildren, Jake Scott Ward, Joseph Scott Ward, Caroline Grace Jones, Annabelle Faith Jones and Amelia Layne Jones.
The service will be officiated by Jerry Scott, with burial in the Short cemetery at Meally.

Leta Sue Stevens
1945-2016
Funeral services will be held Sunday, March 6, 11 a.m. at the old Cold Springs United Baptist Church for Leta Sue Stevens, 71, of Sitka, who passed away Wednesday, March 2 at Highlands Regional Medical Center in Prestonsburg.
Burial will be in the Patty Flat cemetery at Elna.
Arrangements under the direction of the Paintsville Funeral Home.
