James ‘Buddy' Skelly, 81, prominent lawyer
James T. "Buddy" Skelly, a retired lawyer, died Monday at Memorial Medical Center. He was 81.
Mr. Skelly was born in Algiers and lived in Metairie for the past 28 years. He graduated from Saint Stanislaus College in Biloxi, Miss., and Loyola University, where he was a member of Alpha Delta Gamma fraternity. He received his law degree from Loyola Law School.
He was a member of the American Bar Association, the Louisiana Bar Association, the Jefferson Bar Association and the American Judicature Society. He was an officer in the Navy and a Coast Guard veteran.
He served as counsel to the board of directors and counsel for crude oil purchasing for Pan Am. He also was the general counsel for Hearin Tank Lines, Madisonville Terminal Corp. and Sunniland Pipe Line Co.
He retired from corporate practice as general counsel for Koch Industries in 1986. He volunteered as a litigator for the Marriage Tribunal of the Archdiocese of New Orleans and was awarded the Order of Saint Louis in 1997. He was a past president of the Ancient Order of Hibernians and was president of the Washington Club for 11 years.
He was a past grand knight for Knights of Columbus Council No. 3729 in St. Dominic's Parish. He was also a member of the Chateau Golf and Country Club.
Survivors include his wife, Martha Guedry Skelly; two sons, Joseph Patrick Skelly of Fort Walton Beach, Fla., and Kevin McDonald Skelly of Baton Rouge; a daughter, Sharon Marleen Skelly of Jackson, Miss.; a sister, Betty Skelly Cordes; and two grandchildren.
A Mass will be said today at 10 a.m. at St. Patrick's Catholic Church, 724 Camp St. Visitation will begin at 9 a.m. Burial will be in Greenwood cemetery. Jacob Schoen & Son Funeral Home is in charge of arrangements.
SAUCIER, MARY ANN RITA

Mary Ann Rita Saucier, a homemaker, died Oct. 2 at her home. She was 83. Mrs. Saucier was born in Bay St. Louis and lived in Metairie for 40 years. She worked as a saleswoman, insurance clerk and substitute teacher. Survivors include her husband, Archie Saucier; a daughter, Barbara Diane Saucier Warren; a sister, Margaret Tinney; and three grandchildren. Private services were held. L.A. Junius Evans James, a retired merchant seaman, died Sunday at his home in Houston. He was 76. Mr. James was born in Donaldsonville and lived in New Orleans before moving to Houston about 20 years ago. He was a Navy veteran of World War II. Survivors include his wife, Gladys Miller James; four sons, Nestor, Conard and Sargon James and Creal James Sr.; nine daughters, Charlene, Lelia, Connie, Debra, Edwina and Nadine James, Jessica Jackson, Burdell Robinson and Ada Livingston; 24 grandchildren; and 20 great-grandchildren. A funeral will be held today at 1 p.m. at D.W. Rhodes Funeral Home, 3933 Washington Ave. Visitation will begin at 11 a.m. Burial will be in Mount Olivet cemetery.

Mamie A. Licciardi, a homemaker, died Sunday at Riverbend Nursing Home in Belle Chasse. She was 82. Mrs. Licciardi was a lifelong resident of Marrero. Survivors include her husband, Charles Licciardi; a daughter, Mary Ann Licciardi Theriot; a brother, John Lomonaco; a sister, Bernadine Marse; three grandchildren; and a great-grandchild. Robert Darby, a mason master brick layer, died Tuesday of colon cancer at Ochsner Foundation Hospital. He was 79. Mr. Darby was born in Georgetown, S.C., and lived in New Orleans for the past 52 years. Survivors include a sister, Annie Mae Simmons. A funeral will be held Tuesday at 7 p.m. at St. James Methodist Church of Louisiana, 1925 Ursulines Ave. Visitation will begin at 5 p.m. Burial will be private.

Alice R. Ruhlman, a homemaker, died Sunday at East Jefferson General Hospital. She was 80. Mrs. Ruhlman was born in New Orleans and lived in Metairie for the past 50 years. She was a parishioner of St. Benilde Catholic Church and a member of the St. Benilde Altar Society, the St. Christopher Senior Citizens Club and Metairie Terrace Homemakers Club. Survivors include her husband, George J. Ruhlman Jr.; two sons, John and Robert Ruhlman; two daughters, Peggy Mang and Bernice Decorte; two brothers, Armand and Lloyd Reed; three sisters, Dorothy Gauthe, Mary Perkins and Esther Ramirez; seven grandchildren; and a great-grandchild. Charles Richard Davis, a senior wholesale executive for Entergy, died Wednesday of injuries suffered in an airplane crash near Kentwood. He was 52. Mr. Davis was born in Shreveport and lived in Mandeville for the past 5½ years. He was a member of the Knights of Columbus, Westwood Home Owners Association, Institute of Electrical and Electronic Engineers and the Aircraft Owners and Pilots Association. He was a Eucharistic minister at Mary Queen of Peace Catholic Church. Survivors include his wife, Marsha Courville Davis, and his father, Charles Edward Davis. Frank James Marshall, a retired dairyman, died Friday of heart failure at St. Joseph Hospital in Atlanta. He was 71. Mr. Marshall was born in New Orleans and lived in Slidell for the past 32 years. He was a parishioner of St. Margaret Mary Catholic Church, where he served as a Eucharistic minister. Survivors include his wife, Marylyn Guerra Marshall; three daughters, Kathleen Fiorenza of Richmond, Va., Trudy Hene of Atlanta and Noel Faciane of Birmingham, Ala.; a brother, Jack Louis Marshall of New Orleans; nine grandchildren; and a great-grandchild. Michael Ray Mixon Sr., a warehouse manager for Standard Coffee Service in New Orleans, died Tuesday of undetermined causes at his home. He was 48. Mr. Mixon was born in Anchorage, Alaska, and lived in New Orleans before moving to Carriere, Miss. Survivors include his wife, Barbara Mixon; a son, Michael Mixon III of Destrehan; a daughter, Melissa Mixon of Destrehan; his father, Ray Mixon of Paint Lick, Ky.; his mother, Madine Pickett of Warner Robins, Ga.; two sisters, Debbie Reeves of Helen, Ga., and Tammy Pickett of Warner Robins; and a grandchild. A funeral will be held Saturday at 11 a.m. at Picayune Funeral Home in Picayune, Miss. Clarence "Poot" Butler Jr., a retired pipefitter at Kaiser Aluminum, died Friday of a heart attack at Touro Infirmary. He was 62. Mr. Butler was born in Maringouin and lived in Kenner for the past eight years. He was a former employee of Boh Brothers Construction Co. Survivors include his wife, Bernadine Butler; a son, Bryant Butler; five daughters, Gwendolyn Britton of Baton Rouge, Pernethia McGhee and Wanda Butler, both of Magnolia, Miss., and Monalisa Wright and Nyeisha Butler; a brother, Lester Butler of LaPlace; two sisters, Harriet Mae Harris and Marie Rodney, both of Baton Rouge; 21 grandchildren; and four great-grandchildren. Lillian D. Perry, 88

Lillian Dunn Perry, an educator, musician and community leader, died Saturday at her home. She was 88.
To anyone who attended New Orleans City Council meetings or watched them on TV, Mrs. Perry was known as the woman who for many years played the piano for the meetings' opening ceremonies, usually accompanying a vocal soloist in "The Star-Spangled Banner," followed by a hymn or inspirational song. She also chose the soloists. The council named her its musician laureate in 1989.
But Mrs. Perry's activities went far beyond playing the council's often out-of-tune piano.
A lifelong resident of New Orleans, she was a member of a family known for advancing education in the city. L.B. Landry and Alfred Lawless schools were named after uncles, and her late husband, Robert N. Perry Jr., was principal of Walter L. Cohen High School.
Mrs. Perry graduated from Straight High School, attended Valena C. Jones Normal School and received a bachelor's degree from Dillard University and a master's degree from Columbia University, both in music.
She taught music at Lockett Elementary School and Samuel J. Green Junior High School before joining the founding faculty of Carter G. Woodson Junior High School, where she taught until her retirement. She also wrote the school's alma mater.
She taught music at Tulane University during the summer and was a music consultant with the Orleans Parish school system. Among Mrs. Perry's pupils during her 40-year career were Irma Thomas, Lady B.J. and future state Supreme Court Justice Revius Ortique.
She worked as an organist and choir director for several local churches, including Central Congregational United Church of Christ, where she also was a deacon. She was the longtime director and accompanist of the Robert Perry Singers of the B-Sharp Music Club.
Mrs. Perry served on many committees and boards, including the Mayor's Advisory Council on Aging and the board of the Piazza d'Italia Development Corp.
She was a former national president of the Dillard University Alumni Association and a member of its board of trustees. She helped found seven alumni chapters nationwide.
She was president emeritus of the B-Sharp Music Club, of which she had been president for 25 years, and a former Southern regional director of the National Association of Negro Musicians.
She also was a member or former member of Alpha Kappa Alpha sorority, the Friends of the Amistad Research Center, the Lafon Nursing Home Auxiliary and the Louisiana Retired Teachers Association.
Mrs. Perry was named a Community Leader of the Year by the National Council of Negro Women and received Dillard's Distinguished Alumnus award, the Dorothy H. Coleman Caring Cup Award, the TOPS award from the Institute of Human Understanding, three keys to the city, six mayoral proclamations, an appointment as aide de camp on former Gov. Dave Treen's staff and a certificate from Crimestoppers.
Survivors include a son, Robert N. Perry III; a daughter, Beatrice Perry Stanley; a sister, Elise Dunn Cain; six grandchildren; and three great-grandchildren.
A funeral will be held Friday at noon in Dillard's Lawless Memorial Chapel, 2601 Gentilly Blvd. Visitation will begin at 10 a.m. Burial will be in Mount Olivet cemetery. Louisiana Undertaking Co. is in charge of arrangements.
