Sybil Delavan
Sybil Turpen Delavan, 86, died of heart failure Feb. 22 in Little Rock, Ark. A reception was held Feb. 24, 2002 at her home.
Born June 6, 1915, in Tuscumbia, Ala., to Charles and Eula Turpen, Mrs. Delavan was married
to David P. Delavan, who died Aug. 29, 1997.
A business college graduate, she opened the first health food store in Little Rock called Health Unlimited, which she owned and operated for 20 years.
She loved gardening, especially growing orchids and African violets. An avid bridge player, she was an active member of three bridge clubs at the time of her death.
Surviving are two sons, Fred Delavan of Annapolis and Jerry Delavan of Little Rock; one daughter, Marilyn Delavan of Shreveport, La.; one sister, Helen Ross of Florence, Ala.; two grandchildren; and one niece.

Michael Farrell
A memorial Mass for Michael G. Farrell, 64, of Venice, Fla., and formerly of Severna Park, was offered Jan. 28, 2002 at the Cathedral of the Epiphany in Venice.
Mr. Farrell, a retired economic statistician with the U.S. Census Bureau, died of a brain tumor Jan. 19 at the Hospice of Southwest Florida in Venice.
Born Oct. 19, 1937, in Rochester, N.Y., he graduated from Le Moyne College in Syracuse, N.Y., and attended the Agriculture Department Graduate School in Washington, D.C. He moved to Venice in 1996 after retiring from the Census Bureau where he worked for 31 years.
He was the bureau's assistant director in charge of conducting the 1982 economic and agricultural census, and received the bureau's highest award, the Bronze Medal. He received the second highest, the Silver Medal, for his 20-year effort to convert to computer processing.
He also worked in the bureau's international program, serving at one point as principal statistical advisor to the Saudi Arabian Finance Ministry. He helped to develop a new data series, now published annually, called Exporter Profiles.
Mr. Farrell was active in Scouting, serving as a den leader, scoutmaster and Explorer Post advisor. He was treasurer of the Ben Oaks Community Association in Severna Park.
He was also active in Venice, editing the Newcomers of Venice Alumni monthly newsletter and serving as head usher for the Venice Concert Band.
Surviving are his wife of 41 years, Mary Ann Rooney Farrell; two sons, Navy Lt. Cmdr. John M. Farrell of Woodbridge, Va., and Robert G. Farrell of Cornwall, N.Y.; three grandchildren; and a sister, Joan Moon of Brookline, Mass.

Frances Ann Hall
Frances Ann Hall, 74, a 38-year resident of Severna Park, died Jan. 25, 2002 of natural causes at Future Care--Chesapeake in Arnold where she had resided since 1999.
Mrs. Hall was born Jan. 11, 1928, and raised in Glen Burnie and was a graduate of Glen Burnie High School.
She was the fourth of four daughters. Her parents, Grover Cleveland Morgan and Anna Augusta Coyne Morgan, were immediate descendants of Irish settlers on the East Coast, in New Jersey and Maryland.
Her father and uncle, Philip Morgan, were among early Anne Arundel County landowners. The Morgan family donated and sold much of the commercial properties in Glen Burnie and also were primary holders of land in Pinehurst on the Bay and Severna Park.
Mrs. Hall was a homemaker and had worked as an administrative assistant at Anne Arundel Medical Center and later at the Baltimore Gas & Electric Co. in Harundale Mall, in the sales department.
A lifetime member of Holy Trinity Catholic Church, she had been a member of St. John the Evangelist Catholic Church in Severna Park, St. Andrew by the Bay Catholic Church near Cape St. Claire and St. Mary's Catholic Church in Annapolis.
She was married
to Harry E. Heaphy, with whom she had four children. After her divorce, she married
Robert Hall, who is now deceased.
Surviving are her son, Harry Edward Heaphy III of Havre de Grace; three daughters, Karen Ann Heaphy of Severna Park, Donna Marie Martin of Lewes, Del., and Mary Frances Nichols of Jackson, N.J.; six grandchildren; and one great-grandchild.
Visitation will take place from 3 to 5 and 7 to 9 p.m. tomorrow at Barranco and Sons Funeral Home, 495 Ritchie Highway, Severna Park, where the funeral will be at 10 a.m. Thursday. Burial will be in Glen Haven cemetery in Glen Burnie.

James Taylor
James Howard Taylor, 53, of Grasonville, died of liver disease Feb. 25, 2002 at Anne Arundel Medical Center.
Mr. Taylor was born in Washington, D.C., on May 26, 1948, and attended Prince George's County public schools. He served in the Army in 1968 and 1969 and received the National Defense Service Medal.
A paper hanger, he was employed at various jobs around the Washington area. During his career he wallpapered in the White House and the homes of vice presidents Walter Mondale and Hubert Humphrey. For the last four years he worked for CRM Construction in Owings.
He was a member of Bay Country Moose Lodge in Grasonville, Deale Elks lodge and the American Legion in Stevensville. His interests included music and boating.
Surviving are his companion of the last 16 years, Christine Lee of Grasonville; three sisters, Jean Sinclair and Joan Gearheart of Elliston, Va., and Rose Gearhart of Shady Side; three brothers, Billy Taylor of Suitland, Joe Taylor of Capitol Heights and Bobby Taylor of Salem, Va.; and his stepfather, Charles E. Moreland of Churchton.
He was the son of the late William O. Taylor and Mary Taylor Moreland, and the brother of the late Frank Taylor Sr.
Visitation is from 2 to 4 and 7 to 9 p.m. Thursday at Rausch Funeral Home, Mount Harmony Lane, Owings, where services will be at 2 p.m. Friday. Burial will be in Maryland Veterans cemetery in Cheltenham.
William Townsend
William Ernest "Bill" Townsend, 71, a 31-year resident of Edgewater, died of kidney failure Feb. 24, 2002 at Anne Arundel Medical Center.
Mr. Townsend was born April 24, 1930, in Hebron in Wicomico County and served in the Navy during the Korean War.
He was a salesman in the insurance and real estate fields.
He was a member of American Legion Post 226 in Mayo and the Davidsonville Ham Operators Club.
He enjoyed ham radio, reading, and rug hooking.
On July 19, 1950, he was married
to Doris R. Townsend.
In addition to his wife, he is survived by his mother, Hilda Townsend of Hebron; one daughter, Gail E. Hollis of North Beach; one sister, Paula Regester of Salisbury; and four grandchildren.
He was preceded in death by his son, Paul Townsend, and two brothers, Malcolm and Douglas Edward Townsend.
Visitation will begin at 10 a.m. Thursday at Kalas Funeral Home, 2973 Solomons Island Road, Edgewater, immediately followed by funeral services at 11 a.m. Burial will be private.
