Francis L. McCarty
HANCOCK - Francis L. "Buck" McCarty, 62, of Vista Village, died Monday, Jan. 10, 2000, at Morgan County War Memorial Hospital in Berkeley Springs, W.Va.
Born Feb. 7, 1937, in Hancock, he was the son of Dessie Thompson McCarty of Hancock, and the late Jacob McCarty.
He retired from Park-N-Dine Restaurant in Hancock; and previously was employed by Kline Paving in Frederick, Md.
He was a member of St. Thomas' Episcopal Church in Hancock.
In addition to his mother, he is survived by his wife, Nancy M. Golden McCarty of Hancock, whom he married
July 20, 1968; three daughters, Diane McCarty of Berkeley Springs, W.Va., Billie Jo Trail of Hancock and Vicki Truax of Needmore, Pa.; four sons, Luckie McCarty and Tracy Golden, both of Hancock, Jack McCarty of Hagerstown, and Craig McCarty of Monroe, Va.; one sister, Ruthann Golden of Warfordsburg, Pa.; two brothers, Dewey McCarty of Hancock, and Ronnie McCarty of Big Pool; 17 grandchildren; nieces and nephews.
He was preceded in death by one son, Richard F. McCarty; and one granddaughter.
Services will be today at 2 p.m. at St. Thomas' Episcopal Church, 2 E. High St., Hancock. The Rev. F. Allen Weatherholt will officiate. Burial will be in Bethel Community cemetery in Warfordsburg.
The family received friends at Grove Funeral Home, 141 W. Main St., Hancock, Wednesday from 2 to 9 p.m.

Margaret K. Comstock
Margaret Karr Comstock, 91, of Hagerstown, died Saturday, Jan. 8, 2000, at Washington County Hospital.
Born Sept. 30, 1908, in Washington, D.C., she was the daughter of the late Henry C. and Margaret Neal Karr.
She obtained a bachelor of science degree in home economics education at the University of Maryland and a master's degree in child development from Mills College.
She was a research assistant at Fels Research Institute at Yellow Springs, Ohio; taught home economics at the University of New Hampshire; and taught in nursery schools in Boston and Baltimore.
She was a member of Presbyterian Church, where she helped organize ACTS and pushed to get food stamps in the county.
She was a member of League of Women Voters in Columbus, Ga., and started a unit of League of Women Voters in Washington County. She campaigned for charter government and corrections reform, and was featured in a recruitment film about the local league. She served on Community Services Council; Extension Service Advisory Board; Community Corrections Services Committee; Citizen's Advisory Recycling Committee; Solid Waste Advisory Board; and on the Boards of Community Concerts and the Department of Social Services. She was active in American Association of University Women, whose Hagerstown branch honored her in 1980 by having a gift grant named for her. She volunteered in the first-grade classes at Old Forge and Greenbrier schools.
She was a member of Citizens for Peace, an anti-nuclear-weapons group.
She lobbied for clean water, clean air and conservation of natural resources. She served on the Potomac River Advisory Council, the planning committee for the Edgemont Reservoir watershed. She organized newspaper recycling in her retirement village.
She hiked with the Appalachian Trail Club and played with the Elizabeth-towne Recorder Consort.
She received numerous awards, including the Newton D. Baker Award from the United Way, the Mabel R. Walter Woman of the Year Award from the Zonta Club of Hagerstown and recognition in the Exchange Club's Golden Book of Deeds, among others. In 1998, she received the Tawes Award for a Clean Environment.
She is survived by her husband, George W. Comstock; three children, Gordon F. Comstock of Arcade, N.Y., Lloyd K. Comstock of Carrboro, N.C., and Martha C. Williams of Marietta, Ga.; and five grandchildren.
Services will be Saturday at 10:30 a.m. at Presbyterian Church, Prospect Avenue and Washington Street in Hagerstown. The Revs. John W. Ailstock and J. Russell Butcher will officiate.
The family will receive friends Friday from 4 to 6 p.m. at Gerald N. Minnich Funeral Home, 305 N. Potomac St. in Hagerstown.

Malcolm J. Webber
BOONSBORO - Malcolm J. Webber, 80, of Reeders Memorial Home, and formerly of Chewsville, died Tuesday, Jan. 11, 2000, at Washington County Hospital.
Born Aug. 28, 1919, in Knoxville, he was the son of the late James G. and Oretta Swope Webber.
He retired in 1974 from Fairchild Aircraft in Hagerstown.
He was a member of Bethel United Methodist Church in Chewsville.
He is survived by his wife, Kathleen M. Isenburg Webber of Falling Waters, W.Va.; a son, James W. Webber of Falling Waters; two grandchildren; and two nieces.
He was preceded in death by a brother, Eugene Webber.
Services will be Friday at 11 a.m. at Rest Haven Funeral Chapel, 1601 Pennsylvania Ave., Hagerstown. The Rev. John W. Schildt will officiate. Burial will be in Rest Haven Cemetery.
The family will receive friends Thursday from 7 to 9 p.m. at the funeral home.

Luther J. Moats Jr.
Luther James "Moppy" "Pinky" Moats Jr., 78, of 112 Summer St., Hagerstown, died Monday, Jan. 10, 2000, at the Veterans Affairs Center in Washington, D.C.
Born Aug. 27, 1921, in Fairplay, he was the son of the late Luther J. Moats Sr. and Anna May Cline Moats.
He was employed by Western Maryland Railroad for 42 years, retiring in 1981.
He was a veteran of the U.S. Army Air Force.
He was a member of Western Maryland Sportsman's Club; and BFO Eagles 694 of Hagerstown.
He is survived by his wife, Frances V. Moats; a son, Daniel E. Moats of Hagerstown; a stepson, Robert J. Socks of Hagerstown; a sister, Verda McBrantney of Philadelphia; a brother, Elmer S. Moats of Halfway; eight stepgrandchildren; eight stepgreat-grandchildren; a stepgreat-great-grandson; nieces and nephews.
He was preceded in death by a brother, Albert Moats, in 1995.
Services will be Friday at 1 p.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown. The Rev. Louis L. Emerick will officiate. Burial will be in Cedar Lawn Memorial Park, with military honors by American Legion, Morris Frock Post 42.
The family will receive friends Thursday from 7 to 9 p.m. at the funeral home.
Dale J. Flood
Dale Jackson Flood, 45, of 311 N. Jonathan St., Hagerstown, died Sunday, Jan. 9, 2000, at his home.
Born Sept. 28, 1954, in Hagerstown, he was the son of Mary V. Flood of Hagerstown.
He was a 1972 graduate of South Hagerstown High School.
He was employed by Washington County Human Resources; and had been employed by Arnold Graphics.
In addition to his mother, he is survived by an uncle, aunts and cousins.
He was preceded in death by his grandparents, Mr. and Mrs. Thomas Flood.
Services will be Friday at 11 a.m. at Zion Baptist Church. The Revs. Derek Kee and Haru Carter Jr. will officiate.
Burial will be Friday at 2 p.m. in Salem Baptist Church cemetery near Luray, Va.
Visitation will be Friday at 10 a.m. at the church.
Arrangements are by Gerald N. Minnich Funeral Home, Hagerstown.
Robert M. Smith
Robert M. Smith, 72, of Crabapple Lane, Hagerstown, died Saturday, Jan. 8, 2000, at Washington County Hospital.
Born Oct. 23, 1927, in Smithsburg, he was the son of the late Roy C. and Emma H. Cline Smith.
His wife, Mary C. Tracy Smith, died in 1984.
He was employed by G. William Gardenhour Orchards in Smithsburg.
He is survived by a sister, Hazel E. Smith of Ringgold; three brothers, Raymond J. Smith of Hagerstown, Ralph C. Smith of Smithsburg and Charles J. Smith of Chewsville; and a friend, Linda Bowers.
He was preceded in death by two brothers, Lester W. Smith and Reuben R. Smith.
Services will be Wednesday at 11 a.m. at Davis Funeral Home in Smithsburg. Pastor Jonathan D. Laye will officiate. Burial will be in Cedar Lawn Memorial Park in Hagerstown.
