James F. Clark
James Franklin Clark, 70, of Harvard Road, Hagerstown, died Saturday, July 17, 1999, at Washington County Hospital.
Born Nov. 13, 1928, in Hagerstown, he was the son of the late Lloyd A. and Nellie R. Fisher Clark.
He was retired from the State Department of Assessments and Taxation as an assessor.
He attended Maranatha Brethren Church.
He is survived by his wife, Joann Barkdoll Clark; two daughters, Patricia Ann Culp of Hagerstown and Melanie Diane Winters of Rockville, Md.; one son, James Allen Clark of Boonsboro and seven grandchildren.
Funeral services will be held Tuesday at 1 p.m. at Maranatha Brethren Church, 19835 Scott Hill Drive, Hagerstown. The Rev. Jay Fretz will officiate. Burial will be in Rest Haven Cemetery.
The family will receive friends this evening from 7 to 9 at Minnich Funeral Home 415 E. Wilson Blvd., Hagerstown.

Ruth L. Shaffer
WILLIAMSPORT - Ruth Louise Shaffer, 75, of 8104 Neck Road, died Friday, July 16, 1999, at her home.
Born May 13, 1924, in Fairview, Md., she was the daughter of the late Robert Jacob and Lula Grace Lizer Welty.
She was preceded in death by her husband, Ray B. Shaffer, who died in 1992.
She retired in 1978 from Fairchild Aircraft of Hagerstown after 30 years of service.
She was a member of St. Andrew's United Methodist Church, Hagerstown.
She is survived by one son, Jerry D. Slonaker of Sharpsburg; a friend who helped care for her during her illness, Sharon C. Robinson of Sharpsburg; two step-daughters, Carole Prato and Vicki Sirbaugh, both of Paw Paw, W.Va.; three sisters, Ada M. Shupp and Gladys I. Gingery, both of Hagerstown and Nellie F. Mowen, a resident of Clearview Nursing Home; two grandchildren, three great-grandchildren and several step-grandchildren.
She was preceded in death by one brother, John Calvin Welty.
Graveside services and burial will be held Tuesday at 11 a.m. at Greenlawn Memorial Park, 127 Britner Ave., Williamsport. The Rev. Travis Knoll will officiate.
Friends may call today from 11 a.m. to 5 p.m. at Osborne Funeral Home, 425 S. Conococheague St., Williamsport.

Robert A. Shultz
Robert Amel Shultz, 71, formerly of 351 Radcliffe Ave., Hagerstown, died Saturday, July 17, 1999, at Williamsport Nursing Home.
Born July 27, 1927, in Dallas, he was the son of the late Major Amel and Lula Gregory Shultz.
He retired from Brandt Cabinet Works.
He was a member of the Hagerstown Corps of the Salvation Army; Men's Club; and League of Mercy.
He is survived by a sister, June Chinnis of Jacksville, Fla.; nieces; nephews; great-nieces and great-nephews.
He was preceded in death by two sisters, Eleanor Moore and Evangeline M. Smith.
Services will be Tuesday at 10 a.m. at The Salvation Army, 534 W. Franklin St., Hagerstown. Major Robert Henderson will officiate. Burial will be in Rest Haven Cemetery.
The family will receive friends Monday from 7 to 9 p.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown; and Tuesday from 9:30 to 10 a.m. at the Salvation Army.

Wilbert F. Mowen
CUMBERLAND, Md. - Wilbert F. "Bus" Mowen, 85, of Lilac Lane, North East, died Thursday, July 15, 1999, at his home.
Born Dec. 11, 1913, in Cumberland, he was the son of the late Wilbert LeRoy and Mary Jane Spence Mowen.
He was a 1932 graduate of Flintstone High School.
A retired employee of Celanese Corp. in Cumberland with more than 44 years of service, he worked on "B" shift in the spinning department.
He was a member of Centre Street United Methodist Church. He was past president and past treasurer of Fellowship Club, Ushers Club and United Methodist Mens Club.
He was master and Tyler Emeritus of Ohr Lodge No. 131 AF & AM, he was the Grand Inspector of Grand Lodge of Maryland for Fort Cumberland Lodge No. 211 AF & AM and East Gate Lodge No. 216 AF & AM; he was president of Masonic Temple Association and custodian for the Temple; president of the Past Master Association of Western Maryland, a 33 degree mason having served as presiding officers of the four Scottish Rite Bodies in Maryland, he was an inspector general honorary of Cumberland Scottish Rites Bodies, venerable master and wise master of the Scottish Rites Bodies of Cumberland and was invested with the 32 degree, Knight Commander Court of Honor.
He was commander of Knight of Kadosh and past master of Kadosh of Cumberland Consistory; captain of the 30th degree; a member of Order of Scotland; patron of McKinley Chapter No. 12 Order of the Eastern Star; he also was a member and vice president of Past Matrons and Past Patrons Association of Western Maryland; he was holder of the grand cross of colors for Order of Rainbow Girls No. 6; a member of Ali Grand Shrine Temple, president and chaplain of the Ritualistic Unit, president of the Past Masters unit and vice president of Unit Heads; a member of Gentlemen of the Creek; and was an honorary Kentucky colonel. He was a most excellent grand high priest of Grand Chapter Royal Arch Masons of Maryland and high priest of Salem Chapter No. 18 R.A.M.; thrice illustrious master of Salem Council No. 11 R. and S.M.; a commander and member of Past Commander Association of Antioch Commandery No. 6, Knight Templar; he was commissioned as a grand representative to Arizona; a member of Francis Scott Key Priory No. 14; Knight York Cross of Honor and York Rite College No. 58; Maryland Council No. 9; and Allied Degree's Council A.
He also belonged to Bonnie Blink Daylight Lodge; George Washington Masonic National Association; International DeMoley Alumni Association; and a charter member of Dr. John Coats Memorial Lodge at Bonnie Blink.
He belonged to AARP No. 2400; and was a driver for Meals-on-Wheels for 18 years.
He is survived by his wife of 62 years, Alta Lee "Susie" House Mowen; a daughter, Cleo J. Grams of Clear Spring; a son, Wilbert A. Mowen of Cumberland; a sister, Florence "Daisy" Thompson of Cumberland; a grandson; four granddaughters; three great-grandsons; nieces and nephews.
He was preceded in death by three sisters, Virginia Yeager, Frances Hornbrook and Elsie Rose Blubaugh.
Services will be Monday at 11 a.m. at Centre Street United Methodist Church. The Rev. Lloyd B. McCanna will officiate. Burial will be in Hillcrest Memorial Park.
Friends will be received Sunday from 2 to 4 and 7 to 9 p.m. at Kight Funeral Home, 309-311 Decatur St., Cumberland. Ohr Lodge No. 131 AF & AM will hold memorial services Sunday at 7:30 p.m. at the funeral home. McKinley Chapter No. 12 Order of the Eastern Star will hold memorial services Sunday at 8 p.m. at the funeral home. The family also will receive friends Monday one hour before the services at the church; however, there will be no viewing at this time.

Julia M. Williamson
Julia Meta Williamson, 103, of Hagerstown, died Friday, July 16, 1999, at Colton Villa Nursing Home.
Born Feb. 1, 1896, in Shenandoah, Va., she was the daughter of the late James and Hettie Mummert Templon.
Her husband, Hilbert Claude Williamson, died in 1965.
She was of the Protestant faith.
She is survived by one daughter, Margaret M. Kershner of Hagerstown; one son, Robert C. Williamson Sr. of Keedysville; one sister, Virginia Claytor of Elkton, Va.; five grandchildren; seven great-grandchildren; and 11 great-great-grandchildren.
She was preceded in death by six brothers.
Graveside services will be held Monday at 10:30 a.m. at Rest Haven Cemetery. The Rev. Arvel J. Barrett will officiate.
The family will receive friends at the Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown, Sunday from 7 to 9 p.m.
David O. Cline
LOS ANGELES - David O. Cline, 61, formerly of Sharpsburg, died Wednesday, June 30, 1999, in Los Angeles.
Born Jan. 8, 1938, in Downsville, he was the son of the late Edgar M. and Nannie V. Lowery Cline.
He was a 1955 graduate of Hagerstown High School.
He received his nursing degree in 1967 and earned his bachelor of science degree several years later.
He was employed as a nurse by Kaiser-Permanente Hospital in Los Angeles, retiring in 1993 after 28 years of service.
He served in the U.S. Air Force in Guam during the Korean War.
He was a member of All Saints Episcopal Church in Pasadena.
He accompanied physicians on voluntary medical airlifts into Mexico and South America. He was a member of the speakers' bureau at the AIDS Service Center in Pasadena, where he was named the "Volunteer of the Year" in 1995.
He is survived by one daughter, Tina J. Rice of Hagerstown; one son, D. Troy Cline of Hagerstown; four grandsons; and a close friend, Harold A. Nelson of Los Angeles.
A memorial service was held in Pasadena on July 10.
A local service will be held Wednesday at 7 p.m. at Christ's Reformed Church in Cavetown. The Rev. Ronald Kaufman will officiate.
