Hazel E. Bernard
OAKLAND, Md. - Hazel E. Bernard, 88, of Swanton, Md., died Monday, March 8, 1999, at Ortiz Personal Care Home in Oakland, Md.
Born June 10, 1910, in Bond, Md., she was the daughter of the late Josephus and Ada Bowers Howell.
She was preceded in death by her husband, Lambert R. Bernard, in 1995.
She was a member of Lakeside Assembly of God Church.
She is survived by three daughters, Maxine B. Steiding, of Lothian, Md., Eileen B. Kerslake of Hagerstown, and Rita Ann Kugler of Waynesboro, Pa.; five sons, Roland C. Bernard of Canton, Ohio, Paul E. Bernard of Hagerstown, Thomas E. Bernard of Oakland, Richard L. Bernard and Harland B. Bernard, both of Swanton; one sister, Leona F. Rice of Cumberland, Md.; two brothers, J. Elmer Howell of Cumberland and George A. Howell of Baltimore; 19 grandchildren, 24 great-grandchildren and two great-great-grandchildren.
Funeral services will be Thursday at 11 a.m. at Lakeside Assembly of God Church. The Revs. Hartley Wigfield Jr., Ervin G. Steiding and Robert Culler will officiate. Burial will be in Lohr Cemetery.
The family will receive friends Wednesday from 2 to 4 p.m. and 7 to 9 p.m. at Durst Funeral Home, Oakland.

Wilbur P. Price
Wilbur Plummer Price, 78, of South Walnut Street, Hagerstown, died Monday, March 8, 1999, at his home.
Born July 28, 1920, in Hagerstown, he was the son of the late Millard J. and Lizzie E. Plummer Price.
He retired from Price's Grocery Store.
A veteran of the U.S. Army, he served in World War II.
He is survived by one stepson, Francis Davis of Mercersburg, Pa.; one brother, Frederick Price of Hagerstown, one grandson and two great-granddaughters.
Funeral services will be Thursday at 11 a.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown. The Rev. Gary Zook will officiate. Burial will be in Cedar Lawn Memorial Park.
The family will receive friends Wednesday from 7 to 9 p.m. at the funeral home.
Military honors will be provided by American Legion, Post 42.
Earl E. Rickett Sr.
Earl E. Rickett Sr. 63, of 135 McComas St., Hagerstown, died Sunday, March 7, 1999, at Washington County Hospital.
Born Dec. 12, 1935, in Hagerstown, he was the son of the late Robert E. Lee and Edna Nyman Sheeler Rickett.
He was employed by Maryland Metals Inc. as an equipment operator for 23 years.
A veteran of the U.S. Army he served in the Korean War.
He attended Otterbein United Methodist Church.
He was a life member of W.D. Byron Veterans of Foreign Wars Post 1936, Washington County AMVETS Post 10, and AARP. He was past chief of Independent Junior Fire Company No. 3, Antietam Fire Company No. 2, and past captain of Hagerstown fire police.
He is survived by his wife Joanne A. Rickett; three daughters, Melody Ann Sellers, and Debby Jo Stearns, both of Hagerstown, and Brenda Kay Higgins of Williamsport; two sons, Keith Allen Sprecher and James LeRoy Sprecher Jr., both of Hagerstown; and his children from a previous marriage, one daughter, Shirley Gipe of Hagerstown; three sons, Robert E. Lee Rickett, Earl Edward Rickett Jr., and Willie Henry Rickett, all of Hagerstown; one brother, Thomas Rickett Sr. of Hagerstown; 11 grandchildren and three great-grandchildren.
He was preceded in death by one sister, Cora Hay; and two grandchildren.
Funeral services will be Thursday at 1 p.m. at Douglas A. Fiery Funeral Home, 1331 Eastern Blvd. North, Hagerstown. The Rev. Stephen D. Robison will officiate. Burial will be in Cedar Lawn Memorial Park with military services by Morris Frock American Legion Post 42.
The family will receive friends Wednesday from 7 to 9 p.m. at the funeral home.
Ralph W. Shank
Ralph William Shank, 68, of 18811 Wagaman Road, Hagerstown, died Tuesday, March 9, 1999, at his home.
Born May 23, 1930, in Washington County, he was the son of the late William Ivan and Mary Hanna Beckley Shank.
He was preceded in death by his wife, Patricia Ann Shank, in 1996.
He was the owner of Palmyra Farms.
He was a life member of Salem Reformed United Church of Christ, where he served as past Sunday school secretary and consistory president.
He was a member and past president of Maryland and National Ayrshire Breeders Association; a director for Central Maryland Farm Credit; state president and director of Sire Power Inc.; director and state president of Dairy Herd Improvement; past president of Maryland Purebred Dairy Cattle Association; 4-H All-Star; member of the Farm Bureau; Southern States Cooperative and was inducted into Maryland Dairy Shrine. He also was a member of Maryland-Virginia Milk Producers.
He is survived by a daughter, Mary Shank Creek of Hagerstown; a son, Ralph W. Shank Jr. of Hagerstown; a sister, A. Geneva Clark of Clear Spring; a brother, John S. Shank of Hagerstown; and six grandchildren.
He was preceded in death by a brother, Robert M. Shank.
Services will be Friday at 10 a.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown. The Revs. Sharon L. Forbes and Ira Bruce Barr will officiate. Burial will be in Salem Reformed Cemetery.

Betty J. Snowberger
Betty Jane Snowberger, 71, of Beaver Creek Road, Hagerstown, and Reeders Memorial Home, died Monday, March 8, 1999, at Washington County Hospital.
Born Aug. 28, 1927, near Smithsburg, she was the daughter of the late Frank Benjamin Howe and Frances G. Kindle Howe Shoemaker.
She was preceded in death by her husband, Randolph M. Snowberger, in 1985.
She was employed by Martin-Manor Nursing Home, Hagerstown; and Kemp-Horn Training Center, Smithsburg.
She is survived by a daughter, Mary F. Punt of Hagerstown; two sons, Larry M. Snowberger of Frederick, Md., and Ronald L. Snowberger of Clear Spring; a brother, Cecil H. Howe of Leitersburg, Md.; five grandchildren; and six great-grandchildren.
Services will be Friday at 2 p.m. at Davis Funeral Home, Smithsburg. Pastor Odell Stone will officiate. Burial will be in Green Hill Cemetery, Waynesboro, Pa.

Benjamin F. Howell
Benjamin Franklin Howell, 75, of 16618 National Pike, Hagerstown, and formerly of Dellinger Road, Williamsport, died Sunday, March 7, 1999, at Western Maryland Hospital Center, Hagerstown.
Born Feb. 20, 1924, in Downsville, he was the son of the late Lee Hampton and Neva Elrita Roper Goen Howell.
He was employed by W. D. Byron Tannery, retiring in 1986. He farmed at the Cedar Grove Farm on Dellinger Road.
He attended Downsville Christian Church.
He volunteered with the National Park Service for more than 10 years.
He was a member of Howell Brothers Band; and Amalgamated Local Union and Textile Workers.
He is survived by a daughter, Colleen Warner of Hickory, N.C.; a sister, Genevie E. Shank of Boonsboro; three brothers, Joseph R. Howell of Hagerstown, Edgar L. Howell of Huyetts, and George W. Howell of Downsville; two grandchildren; and four great-grandchildren.
Services will be Thursday at 2 p.m. at Osborne Funeral Home, 425 S. Conococheague St., Williamsport. The Rev. Roger W. Wagoner will officiate. Burial will be in Rose Hill Cemetery, Hagerstown.
Friends may call today from 7 to 9 p.m. at the funeral home, which will be open after 9 a.m.
Mildred A. Chapa
Mildred Ann Chapa, 74, of 13525 Spring Hill Drive, Hagerstown, died Sunday, March 7, 1999, at Washington County Hospital.
Born Sept. 14, 1924, in Moundsville, W.Va., she was the daughter of the late Peter and Anna Kawa Jucha.
She was a graduate of Shippensburg and West Virginia universities.
A teacher with the Washington County Board of Education, she taught at Maugansville Elementary for 24 years.
She was a member of St. Ann Catholic Church.
She is survived by her husband, Henry "Hank" Chapa; a daughter, Judy Ann Drash of Richmond, Va.; four sons, Phillip Chapa of Virginia Beach, Va., Robert Chapa of Ponte Vedra Beach, Fla., James Chapa of Chicago and Thomas Chapa of Richmond; a sister, Stella Skolik of Huntington, W.Va.; and 10 grandchildren.
A Mass of Christian Burial will be celebrated Saturday at 1 p.m. at St. Ann Catholic Church, 1525 Oak Hill Ave., Hagerstown. The Rev. Edward W. Manalis will be celebrant. Burial will be in St. Peter and Paul cemetery in Scranton, Pa.
The family will receive friends Friday from 7 to 9 p.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown. The rosary will be recited at 7 p.m.
