Richard W. Harbaugh
SMITHSBURG - Richard Wayne "Ricky" Harbaugh, 17, of West Water Street, died Saturday, March 13, 1999.
Born Aug. 27, 1981, in Silver Spring, Md., he was the son of Harold Wayne "Buddy" and Teresa Lee "Terry" Harbaugh of Smithsburg.
He attended Smithsburg High School.
In addition to his parents, he is survived by one sister, Kristen Lee Harbaugh of Smithsburg; one brother, Brian Allen Harbaugh of Smithsburg; grandparents, Donald and Helen Estep of Stephenson, Va., and Ray and Carrie Wagner of Beltsville, Md.; great-grandparents Nora Fleshman of Beltsville and Marie Bostian of Creagerstown, Md.; and aunts and uncles.
Services will be Thursday at 2 p.m. at Davis Funeral Home, 12525 Bradbury Ave., Smithsburg. The Rev. Pat Malone will officiate. Burial will be in Smithsburg Cemetery.
The family will receive friends Wednesday from 7 to 9 p.m. at the funeral home.
Cosette A. Markell
Cosette Ailene Markell, 73, of 923 Mount Aetna Road, died Monday, March 15, 1999, at Williamsport Nursing Home.
Born April 18, 1925, in Sharon, Pa., she was the daughter of the late J. Atlee and Edith A. Potter Young.
She was preceded in death by her husband, William H. Markell, in 1985.
She retired from Colton Villa Nursing Home in 1987. Before that she was employed by W.F. Prior Medical Publishing Co.
She was a member of Christ's Reformed Church, was a former Sunday school teacher and choir member.
She was a member of AARP and a former member of Beta Sigma Phi Sorority.
She is survived by one daughter, Cassandra Wagaman of Hagerstown; three sons, Bruce Markell of Williamsport, Michael Markell of Randallstown, Md., and Wade Markell of Hagerstown; one brother, Dr. Richard P. Young of Williamsport; and five grandchildren.
Services will be Friday at 11 a.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown. The Rev. Don R. Stevenson will officiate. Burial will be in Green Hill cemetery in Waynesboro, Pa.
The family will receive friends Thursday from 7 to 9 p.m. at the funeral home.

Mary E. Moreland
GLEN BURNIE, Md. - Mary Elaine Moreland, 80, of Glen Burnie, died Sunday, March 14, 1999, at her home.
Born Sept. 3, 1918, in Brooklyn Park, she was the daughter of the late Charles and Mamie Leiman.
She was preceded in death by her husband, Raymond T. Moreland Sr.
She was a 1936 graduate of Glen Burnie High School.
She was employed at Cedar Hill Florist and retired as a sales clerk from Hochschild Kohn at Harundale Mall.
She was a member of Glen Burnie United Methodist Church, and was a Sunday school teacher.
She was a past member of Ladies Auxiliary, Glen Burnie Volunteer Fire Department, a member of Maryland Bible Society, and was a den mother for Cub Scouts.
She is survived by two sons, the Rev. Raymond T. Moreland Sr. of Frederick, Md., and James E. Moreland of Perry Hall, Md.; one brother, Dr. Charles Leiman of Baltimore; one grandchild and one great-grandchild.
She was preceded in death by one sister, Ruth Norris; and one brother, George Leiman.
Services will be Wednesday at 10 a.m. at Glen Burnie United Methodist Church. The Rev. R. Olin Herndon will officiate. Burial will be in Glen Haven Memorial Gardens.
The family will receive friends today from 3 to 5 p.m. and 7 to 9 p.m. at Kirkley-Rudick Funeral Home, 421 Crain Highway, S.E. Glen Burnie.

Ruth M. Gaffga
Ruth Margaret Gaffga, 85, of 11709 Peacock Trail, Hagerstown, died Monday, March 15, 1999, at Washington County Hospital.
Born April 25, 1913, in Brooklyn, N.Y., she was the daughter of the late Ellsworth and Elizabeth Ankor Hilkert.
She was preceded in death by her husband, Leonard W. Gaffga.
She received her Ph.D. in administration (interdisciplinary) from New York University; M.S., guidance and counseling, from the State University of New York at Albany; a B.S., business and mathematics. She had 151 graduate semester hours at four universities.
She was the author of a graduate proposal, coordinator, MBE degree program, UDC, COB & PM professor, Business and Office Administration, supervisor of graduate interns; administrator/director, full time, developmental education program, and professor, Hagerstown Junior College.
She was an associate in research, director, evaluation of $1 million, School-to-Employment Program (STEP) under Vocational Education Act; second to chief, Bureau of Occupational Education Research, N.Y. State Education Department; Regents Committee, N.Y. State Education Department; guidance counselor, Hempstead, N.Y.; chair, Secondary School relations; teacher.
She was a management analyst for the U.S. Department of Defense, Army Corps of Engineers; Military Housing Worldwide project Consultant, D.C. Government; Displaced Teacher Retraining Project, also Financial Management Systems changeover.
She was Title III Funds Coordinator. Faculty and Staff Development; and project director, federally funded workshop, "Office Systems Management." Graveside services will be Saturday at 11 a.m. at Cedar Lawn Mausoleum Park. The Rev. Willard F. Rahn will officiate.
The family will receive friends Friday from 7 to 9 p.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown.
Wheeler C. Ford
Wheeler Carroll Ford, 82, of 15736 Shinham Road, Hagerstown, died Monday, March 15, 1999, at Washington County Hospital.
Born Nov. 27, 1916, in Mapleville, Md., he was the son of the late Benjamin Franklin and Bezzie Mae Cline Ford.
His wife, Betty Marie Smith Ford, died on Feb. 14, 1999.
He was employed by the Hagerstown Post Office for 17 years. He also farmed.
He was a veteran of World War II and the Korean War, serving in the U.S. Navy. He retired after 23 years as a chief petty officer.
He was involved with the American Tree Farm System.
He is survived by three daughters, Robin Creek of Hagerstown, Kym Diaz of Cambridge, Md., and Karren West of Bunker Hill, W.Va.; two sons, Keith Ford of Mercersburg, Pa., and Glenn Ford of Hagerstown; and eight grandchildren.
He was preceded in death by a sister; and two brothers.
Graveside services will be Saturday, March 27, at 1 p.m. at Mount Tabor Lutheran cemetery in Fairview, Md. The Rev. Mary Amundson will officiate.
There will be no viewing.

Helen B. Hoopengardner
OCALA, Fla. - Helen B. Hoopengardner, 80, of Ocala, and formerly of Hagerstown, died Tuesday, March 16, 1999, in Florida.
Born July 31, 1918, in Swanton, Md., she was the daughter of the late Edgar and Mabel McRobie Barnard of Bloomington, Md.
She was educated at Bell High School in Westernport, Md., and received a bachelor of science degree from Frostburg State College. She did graduate work at the University of Wyoming, and the University of Denver.
She taught elementary school in Garrett, Washington and Caroline counties in Maryland, retiring after 20 years.
She was a member of Washington Square United Methodist Church in Hagerstown; and an associate member of Ocala West United Methodist Church in Ocala.
She is survived by her husband, Wilbur Scott Hoopengardner; three sons, Gary Hoopengardner of Summerfield, Fla., Roger Hoopengardner of Vienna, Va., and David Hoopengardner of Centreville, Va.; two sisters, Naomi Warnick of Keyser, W.Va., and Juanita Tichnell of Fort Ashby, W.Va.; a brother, Alfred Barnard of Bradenton, Fla.; three granddaughters; and four grandsons.
Services will be Friday at 11 a.m. at Washington Square United Methodist Church, 538 Washington Ave., Hagerstown. The Rev. Harold P. Atkins will officiate. Burial will be in Cedar Lawn Memorial Park in Hagerstown.
