Harry E. Osborne III
WILLIAMSPORT - Harry Edwin Osborne III, 58, of 15834 Lockwood Road, died Wednesday, Feb. 17, 1999, at McLeod Regional Medical Center in Florence, S.C.
Born Sept. 13, 1940, in Washington County, he was the son of the late Harry Ellis and Irene Elizabeth Carper Osborne.
He retired from Bell Atlantic.
He was a member of American Legion Funkstown Post 211; and Potomac Fish and Game Club.
He is survived by his wife, Jane L. Osborne; a son, Harry Osborne of Williamsport; two stepdaughters, Michelle Marshall of Indiana and Barbara Flitcraft at home; a stepsister, Frances Smith of Hagerstown; a granddaughter; and six step grandchildren.
Graveside services will be Saturday at 11 a.m. at Rest Haven Cemetery. The Rev. Louis I. Emerick will officiate.
The family will receive friends Friday from 7 to 9 p.m. at Minnich Funeral Home, 415 E. Wilson Blvd., Hagerstown.
Hugh C. Wintermoyer
SILVER SPRING, Md. - Hugh Chester "Chet" Wintermoyer, of Silver Spring, died Friday, Feb. 12, 1999.
He is survived by his wife, Janice Wintermoyer; two children, Charles Wintermoyer and Karen McCarthy; and a brother, Elinor Shaull.
He was preceded in death by a child, Terry Wintermoyer.
Services will be Monday at 11:30 a.m. at The Church of Jesus Christ of Latter-day Saints, Silver Spring Stake Center, 500 Randolph Road, Silver Spring. Burial will be in Arlington National Cemetery.
Friends may call Sunday from 7 to 9 p.m. at Collins Funeral Home, 500 University Blvd. West, Silver Spring.
Ruby S. Crouse
HANCOCK - Ruby S. Crouse, 78, of East Main Street, died Tuesday, Feb. 16, 1999, at her home.
Born April 9, 1920, in Sleepy Creek, W.Va., she was the daughter of the late George and Mary Silvers Lowman.
She was preceded in death by her husband, Melvin Crouse.
She was a homemaker.
She was a Protestant.
She is survived by a son, Larry L. Stotler of Fort Washington, Md.
She was preceded in death by two sisters, Grace Gates and Georgie Mann.
Services will be Friday at 11 a.m. at Grove Funeral Home, 141 W. Main St., Hancock. The Rev. Charles W. Helms will officiate. Burial will be in Sphor's Cross Roads Cemetery, Berkeley Springs, W.Va.
The family will receive friends today from 7 to 9 p.m. at the funeral home, which will be open from 2 p.m.
Frances M. Smith
BOONSBORO - Frances Minnie Smith, 86, of Reeders Memorial Home, and formerly of Middletown, Md., died Wednesday, Feb. 17, 1999, at Washington County Hospital.
Born Aug. 26, 1912, in Zittlestown, Md., she was a daughter of the late Harry E. and Emma Elizabeth Flook House.
She was preceded in death by her husband, Leroy Louis Smith, in 1973.
She was a homemaker.
She was a member of Mount Nebo United Methodist Church in Boonsboro.
She was a member of Degree of Pocahontas, Red Feather Council 59, in Williamsport.
She is survived by a daughter, Kay A. Bernstein of Eldersburg, Md.; a son, George H. Smith of Hagerstown; a sister, Carrie E. Toms of Middletown; a stepsister, Betty Wolfe of Middletown; a stepbrother, Harry E. House Jr. of Boonsboro; four grandchildren; and two great-grandchildren.
She was preceded in death by a sister, Marie Ellen McCollam; and a brother, Richard House.
Services will be Saturday at 10:30 a.m. in the chapel of Bast Funeral Home, Boonsboro. The Rev. John Zsittnik will officiate. Burial will be in Boonsboro Cemetery.
The family will receive friends today from 7 to 9 p.m. at the funeral home, where a Degree of Pocahontas service will be held at 8 p.m.
Anna Drager
Anna Drager, 91, of 20132 Clay Road, Hagerstown, and formerly of Longmeadow and New Brunswick, N.J., died Thursday, Feb. 18, 1999, at Washington County Hospital.
Born Sept. 12, 1907, in St. Louis, she was the daughter of the late Mathias and Eva Bergauer Reitz.
She was preceded in death by her husband, William Drager, in 1983.
She was a member of St. Anne's Catholic Church in Hagerstown.
She was a member of Aurora Singing Society, New Brunswick.
She is survived by a son, William L. Drager of Hagerstown; a brother, Nicholas Reitz of Reutlingen, Germany; a granddaughter, Pamela Drager of Hagerstown; and a grandson, Steven Drager of Frederick.
Graveside services will be Monday at 10 a.m. at Rest Haven Cemetery, 1601 Pennsylvania Ave., Hagerstown. The Rev. Edward Manalis will officiate.
There will be no viewing or visitation.

Mattie R. Blacklin
Mattie Ruth Blacklin, 90, formerly of 610 Bedford St., Cumberland, Md., died Wednesday, Feb. 17, 1999, at her son's home in Hagerstown.
Born March 15, 1908, in Witmer, W.Va., she was the daughter of the late Charles E. and Elizabeth Oates Montgomery.
Her husband, Clarence E. Blacklin, died in 1988.
She is survived by her son, Thomas E. Blacklin of Hagerstown; two grandsons, Thomas Steven Blacklin and John E. Blacklin; and a great-granddaughter.
Private services will be held at the convenience of the family.

E. Maxine Row
ROHRERSVILLE - E. Maxine Row, 65, of 4250 Main St., died Thursday, Feb. 18, 1999, at Washington County Hospital.
Born April 22, 1933, in Martinsburg, W.Va., she was the daughter of the late Harry and Emma Grubb Hess.
Her husband, George Richard Row, died in 1981.
She formerly was employed as a cook at Red Byrd Restaurant in Keedysville.
She was a member of Central United Brethren Church in Rohrersville.
She is survived by a daughter, Judy D. Row of Sharpsburg; a son, Harry R. Row of Rohrersville; four grandchildren, Michael W. Row of Boonsboro, Stacie Kidwell of Rohrersville, Kimberly L. Hutzell of Florida and Ronald L. Grim Jr. of Sharpsburg; and six great-grandchildren.
She was preceded in death by six sisters, Mary Hilker, Nell Kidwiler, Helen DuBriel, Jane Miller, Nancy Hess and Dorothy Hess; and six brothers, Elston Hess, Vince Hess, Owen Hess, Pete Hess, Harry Hess and Richard Hess.
Services will be Sunday at 2 p.m. in the chapel of Bast Funeral Home, 7606 Old National Pike, Boonsboro. The Rev. Victor Moon will officiate. Burial will be in Boonsboro Cemetery.
