75, of Marriottsville
Mercedes June Volkert, 75, of Marriottsville, died Monday, Feb. 1, 1999, at the Northwest Hospital Center.
Born Feb. 2, 1923, in Catonsville, she was the daughter of the late Eston and Ruth Healey Mercier. She was the wife of Howard M. Volkert Sr. of Marriottsville.
She had been a homemaker for most of her life. She was a past president of the Sykesville-Freedom District Volunteer Fire Department Ladies Auxiliary and the Carroll County Ladies Fire Department Auxiliary. She was past president of the Ladies Auxiliary of the American Legion, Sykesville Post No. 223. She was also a member of the St. Joseph Catholic Community, Eldersburg.
Surviving, in addition to her husband, are sons Howard M. Volkert Jr. and Robert B. Volkert, both of Sykesville; daughters Veronica J. Waters of Catonsville, Linda Lee Ray of Richmond, Mo., R. Elsa Morrison of Westminster and Pamela J. Spampinato of Marriottsville; 12 grandchildren; and eight great-grandchildren.
A funeral liturgy will be held at 10 a.m. Thursday at St. Joseph Catholic Church, Eldersburg, with the Rev. Patrick Tonry, S.M., as celebrant. Interment will be in Lake View Memorial Park.
Friends may call from 2 to 4 and 7 to 9 p.m. today at Haight Funeral Home and Chapel, 6416 Sykesville Road, Sykesville.

Robert T. `Bob' Bowers
74, of Westminster
Robert Thomas ``Bob'' Bowers, 74, of Westminster, died Tuesday, April 27, 1999, at his home after an extended illness.
Born Aug. 25, 1924, in Westminster, he was the son of the late Charles H. Sr. and Margaret Haines Bowers. He was the husband of Eurith Keeney Bowers.
Before retiring, he was the owner and president of Bob Bowers Inc. He served in the Army during World War II and was a life member of VFW Molleville Farm Post 467. He was a member of the American Legion, Westminster Elks Lodge 2277, Door to Virtue Masonic Lodge 46 AF&AM, Bee Hive Club and Wakefield Valley Golf Club.
Surviving, in addition to his wife, are son and daughter-in-law ``R.T.'' and Christine W. Bowers of New Windsor; sister Shirley Bowers Brown of Thurmont; brother Charles H. Bowers Jr. of Westminster; and three grandchildren.
He was predeceased by brother John Francis Bowers and sister Betty Louise Long.
Funeral services will be held at 11 a.m. Friday at Fletcher Funeral Home, 254 E. Main St., Westminster, with the Rev. Frederick P. Eckhardt officiating. Interment will be in Meadow Branch Cemetery.
The family will receive friends from 2 to 4 and 7 to 9 p.m. Thursday at the funeral home, where Door to Virtue Masonic Lodge 46, AF&AM will conduct a memorial service at 8 p.m.

Edward H. Diggs
59, of Taneytown
Edward H. Diggs, 59, of Taneytown, formerly of Westminster, died Tuesday, April 27, 1999, at his home, after a short illness.
Born Oct. 1, 1939, in Frederick, he was the son of the late James Russell and Ruth Chambers Diggs. He was the husband of Patricia Ann Tyler Diggs, his wife of 33 years. They were married on Sept. 17, 1966.
He served in the Army from 1958 to 1962. He was a member of the Masons, Mt. Airy chapter and worked as a concrete finisher during the majority of his employment years. He was a graduate of Carver High School in Rockville. He was very family oriented and was an avid newspaper reader.
Surviving, in addition to his wife, are daughter Sheila Renee Costley of Taneytown; sister June Hackey of Silver Springs; brothers Charles and Gillis Diggs, both of Washington, D.C., and Bernard Diggs of Germantown; two grandsons; and numerous nieces and nephews.
He was predeceased by daughter Kim Michele Diggs, who died Sept. 3, 1973.
A funeral service will be held at 11 a.m. Friday at Myers Funeral Home, 91 Willis St., Westminster, with the Rev. Ross Jackson of the West Falls Christian Community officiating. Interment will be at Evergreen Memorial Gardens, Finksburg.
The family will receive friends from 7 to 9 p.m. Thursday at the funeral home.

George E. Hugg
77, of Uniontown
George E. Hugg, 77, of Uniontown, died unexpectedly, Monday, April 26, 1999, at home.
Born Nov. 2, 1921, in Baltimore, he was the son of the late George I. and Clara Long Hugg. He was the husband of Janet ``Jane'' C. Hugg.
He graduated from Baltimore Polytech in 1941 and then served in the Army Air Force during World War II, in the European Theater.
He graduated from the University of Maryland in 1953. He was an auto shop teacher at Westminster High School from 1954 to 1971, and at the Vo Tech Center from 1972 to 1979. He also taught night school. Prior to teaching, he worked at Bethlehem Steel, Dupont, and was a mechanic for Pennsylvania Greyhound.
He was a member of Maryland Retired Teachers Association, Loyal Order of the Moose Lodge 1381 in Westminster, and the Democratic Club.
For a number of years he was an election official at the polls in Uniontown, a hunting instructor for the NRA, camp counselor at Camp Chalmar for the mentally challenged, and raced cars at Lincoln Speedway.
Surviving, in addition to his wife, are sons and daughters-in-law Lawrence I. and Christina F. Hugg, and Robert A. Sr. and Sandra J. Hugg, all of Westminster; daughter and son-in-law Judith A. and William A. Thomas of Westminster; eight grandchildren; and two great-grandchildren.
He was predeceased by brother Norval Hugg and sister Evelyn Nelson.
Funeral services will be held at 11 a.m. Thursday at Fletcher Funeral Home, 254 E. Main St., Westminster, with the Rev. Frederick P. Eckhardt officiating. Entombment, with military honors, will be in Evergreen Memorial Gardens, Finksburg.
The family will receive friends from 2 to 4 and 7 to 9 p.m. today at the funeral home.

Theresa C. Mills, 76, of Westminster, died Tuesday, April 27, 1999, at Carroll County General Hospital, after a brief illness.

Col. LeRoy H. Olander Jr.
69, of Frederick
Retired Col. LeRoy Hugh Olander Jr., 69, of Frederick, died Saturday, April 24, 1999, at Round Spring Rest Home, near Linwood, after an extended illness.
Born July 8, 1929, in Butte, Mont., he was the son of the late LeRoy Hugh Sr. and Lillian Ruth Olander.
He served in the Army, and saw foreign combat tours of duty in Korea and Vietnam. His foreign posts included Thailand and West Germany. He was a recipient of the Legion of Merit, along with numerous other commendations. He was a member of VFW Post 3285, Frederick, and American Legion Post 191, Mt. Airy.
Surviving are son and daughter-in-law Kenneth C. and Adrienne Olander of Frederick; daughters Caroline Olander of Silver Spring and Christine Olander of Seattle, Wash.; sister Betty Ure of Salt Lake City; one nephew; and five grandchildren.
Graveside services, with full military honors, will be held at 3 p.m. Wednesday, May 5, in Arlington National Cemetery, Arlington, Va.
There will be no public visitation.

Richard L. Waddell Sr.
55, of Reisterstown
Richard Lee Waddell Sr., 55, of Reisterstown, died Monday, April 26, 1999, at Calvert Memorial Hospital, Calvert County.
Born Oct. 29, 1943, in Maryland, he was the son of A. Helen Waddell of Hampstead and the late Leslie C. Waddell. He was the husband of Vicki D. Waddell.
He was a department head for Sweetheart Cup Co., where he had worked 37 years. He was an Army veteran.
Surviving, in addition to his wife and mother, are daughters Christie J. Kaier of Westminster and Noelle Mendola of Owings Mills; sons Peter J. Mendola and Nicolas A. Waddell, both of Reisterstown, and Randall S. Waddell of Westminster; sister Polly A. Elgin of Owings Mills; brothers D. Wayne Waddell of Sykesville, John R. Waddell of Louisiana, Leslie C. Waddell of Sykesville, Paul A. Waddell of Massachusetts; and two grandchildren.
He was predeceased by son Richard Lee Waddell Jr.
Friends may call from 7 to 9 p.m. today, and from 3 to 5 and 7 to 9 p.m. Thursday at Eline Funeral Home, 11824 Reisterstown Road, Reisterstown, where a funeral service will be held at 8 p.m. Thursday, with the Rev. Thomas E. Waddell officiating. Interment will be private.

Wilbur A. Weller
75, of Sykesville
Wilbur Alfred Weller, 75, of Sykesville, formerly of New Windsor, died Sunday, April 25, 1999, at Carroll County General Hospital, following an extended illness.
Born Oct. 18, 1923, in Uniontown, he was the son of the late Carroll William and Helena Otto Weller.
He served in the Navy from 1942 to 1946, and saw action in the Pacific Theater. He was formerly employed with Bendix Aviation Corp., Towson. He was a local radio and television repairman in New Windsor.
In 1996, he became a resident of Continuum Care at Sykesville.
Surviving are sister Madeline Bowers of Westminster; brother Carroll W. Weller of Westminster; two nieces; and two nephews.
He was predeceased by sister Charlotte V. Albaugh; and brother Abram Weller.
Private graveside services will be held at the convenience of the family, in St. Luke's (Winter's) Cemetery, near New Windsor, with the Rev. Charles H. Acker Jr., pastor of Flohrville United Methodist Church, officiating.
There will be no public visitation.
