Phil I. Harr
Phil Isaac Harr, 82, of 19717 Spring Creek Road, Hagerstown, died Wednesday, April 30, 1997, at Washington County Hospital.
Born Dec. 24, 1914, in Crystal Springs, Miss., he was the son of the late Worley and Amy Ward Harr.
His first wife, Caroline Heyser Harr, preceded him in death.
Raised in Roanoke, Va., he graduated from Jefferson High School in 1933.
He was a 1937 graduate of Georgia Institute of Technology with an aeronautical engineering degree.
He worked at Fairchild Aircraft in Hagerstown as service manager.
He later was general manager of the Burlington Plant in North Carolina, and the St. Augustine, Fla., facility.
In 1959, he went to work for General Dynamics, Convair Division in San Diego, as director of reliability control for the Convair Division, which was engaged in the Atlas program.
The Atlas space booster program launched the first manned space craft. He became corporate director of reliability, quality and value control and product and logistic support at the corporate offices in New York City.
General Dynamics transferred their corporate office to St. Louis in 1973. He retired in 1979.
He was appointed to Washington County Board of Education by Gov. Theodore McKelden.
He was on the board of directors of Hagerstown Trust Co. from 1957 to 1961.
He served on the board of directors of Mason Dixon Council, Boy Scouts of America.
He participated in the Pegasus Radio Control Flying Club. He was a volunteer for SCORE.
He was a member of Grace Brethren Church in Waynesboro, Pa.
The Aerospace Industries Association gave him the highest award, the Distinguished Colleague Award.
He received a National Security Industrial Association award for his contribution to national defense and space programs.
He was awarded a certificate of appreciation for service to the office of the secretary of defense.
He is survived by his wife of 37 years, Lucile Margin Blessing Harr; two sons, John Parker Harr of Rochester, N.Y., and Richard Lee Harr of Dover, Del.; one sister, Betty Welch of Richmond, Va.; five grandchildren; and 12 nieces and nephews.
Graveside services will be held Saturday at Green Hill Cemetery in Waynesboro, Pa.
The Rev. Roger Myers will officiate.
A memorial service will be held Saturday at 12:30 p.m. at Grace Brethren Church, Philadelphia Avenue and 4th Street, Waynesboro. The Rev. Roger Myers will officiate.
In lieu of flowers, memorial donations may be made to Grace Brethren Church, 250 Philadelphia Ave., Waynesboro, Pa. 17268.

Irene H. Motz
CHAMBERSBURG, Pa. - Irene Huff Motz, 87, of Manor Care, and formerly of 400 Clayton Ave., Waynesboro, Pa., died Wednesday, April 30, 1997, at the nursing home.
Born March 29, 1910, in Washington, Va., she was the daughter of the late Charles Henry and Mary A. Fogg Huff.
She also lived in Ringgold, Md.
She was preceded in death by her husband, William Ray Motz Sr., on Nov. 10, 1996. They were married Aug. 11, 1928.
She was employed in the late 1940s and early 1950s as a seamstress by Leiter Brothers Store, Waynesboro.
She was a member of the Evangelical Lutheran Church, Waynesboro.
She attended Otterbein United Brethren in Christ Church, Waynesboro.
She also was a member of the National AARP.
She is survived by one sister, Virginia Coss of Hagerstown; three grandchildren, W. Christopher Motz and Katherine M. Motz, both of Waynesboro, and W. Chad Motz of Thorburn, Nova Scotia; one great-grandson; and nieces and nephews.
She was preceded in death by one son, William Ray Motz Jr.; and two brothers, Joseph Huff and Charles "C.H." Huff.
Services will be held Sunday at 2 p.m. at Grove Funeral Home, 50 S. Broad St., Waynesboro.
Pastor Richard L. Thorp will officiate.
Burial will be in Green Hill Cemetery, Waynesboro.
The family will receive friends one hour prior to the service at the funeral home.
Raymond W. Parks Jr.
Raymond W. Parks Jr., 75, of 13904 Marsh Pike, Hagerstown, died Thursday, May 1, 1997, at Washington County Hospital.
Born Nov. 16, 1921, in Hagerstown, he was the son of the late Raymond W. and Sylvia Guether Park Sr.
He was preceded in death by his wife, Jane Spigler Parks, in 1990.
He was a graduate of Mercersburg Academy.
He was a 1943 graduate of Penn State University.
He was the owner of Hagerstown Dairy.
He later became the general supervisor of Shenandoah's Pride.
A veteran of the U.S. Army Air Force, he served in China and India during World War II.
He served for 22 years on the Washington County Advisory Commission of the Board of Health.
He was a member of St. John's Episcopal Church, Hagerstown.
He was a 38-year member of Hagerstown Kiwanis and a member of Morris Frock Post 42, American Legion.
He is survived by two sons, David W. Parks of Hagerstown and Jon T. Parks of Richmond, Va.; two grandchildren; and two nieces.
He was preceded in death by two sisters, Norma Pelliciari and Sylvia James.
Services will be held Monday at 10:30 a.m. at Gerald N. Minnich Funeral Home, 305 N. Potomac St., Hagerstown.
The Rev. Richard W. Simpson will officiate.
Burial will be in Rest Haven Cemetery.
Visitation will be held Sunday from 6 to 8 p.m. at the funeral home.

Ralph L. Ludwig
HEDGESVILLE, W.Va. - Ralph L. Ludwig, 71, of Hedgesville, died Friday, May 2, 1997, at City Hospital, Martinsburg, W.Va.
Born Sept. 1, 1925, in Hardy County, W.Va., he was the son of the late Charles E. and Mary Wilkins Ludwig.
He was the stepson of D.D. "Hun" Wilkins of Needmore, W.Va.
He was employed by the West Virginia Department of Natural Resources as a forest ranger, in charge of fire control until his retirement.
He was the last forest ranger in the Eastern Panhandle.
He was a veteran of the U.S. Army.
He was a member of Hedgesville Baptist Church.
In addition to his stepfather, he is survived by his wife of 41 years, Frances V. Teets Ludwig; one daughter, Janet Ott of Martinsburg; one son, M. Todd Jenkins of Huntington, W.Va.; one sister, Bernice Moyer of Bergton, Va.; and two grandchildren.
Services will be held Monday at 1 p.m. at Brown Funeral Home, Martinsburg.
Pastor Floyd Smith will officiate.
Burial will be in Rosedale Cemetery.

Ruby Elizabeth Hillyard, 66, who died Wednesday, April 30, 1997, was preceded in death by two sisters, Thelma Smythe and Florence Shaefer.
Betty L. Scottice
GERRARDSTOWN, W.Va. - Betty Lee Scottice, 65, of Gerrardstown, died Wednesday, April 30, 1997, at her home.
Born June 27, 1931, in Cincinnati, she was the daughter of the late Markie and Esther Schueler Day.
She was a member of First Baptist Church, Inwood, W.Va.
She is survived by three daughters, Karen Hines of Cincinnati, Gail Terris of Shepherdstown, W.Va. and Jeanette Barber of Damascus, Md.; three brothers, Lynn Day and Edward Day, both of Cincinnati and Ronald "Bud" Day of Ripley, Ohio; 10 grandchildren; and three great-grandchildren.
She was preceded in death by her son, Randy Parsons.
Services will be held Monday at 1:30 p.m. at First Baptist Church.

Burial will be in Rosedale Cemetery, Martinsburg.

Dorothy J.W. Milton
ARLINGTON, Va. - Dorothy Jean Watson Milton, 66, of Arlington, died Thursday, May 1, 1997, at her home.
Born June 30, 1930, in Middleway, W.Va., she was the daughter of the late Lester L. and Roberta Childs Watson.
She was employed as an accountant by Barber's Exxon, Alexandria.
She was of the Protestant faith.
She was a member of AARP.
She was a volunteer for the Arlington Senior Citizens.
She is survived by one son, Jeffry E. Milton of Dumfries, Va.; three sisters, Josephine W. Wilson of Bunker Hill, W.Va., Mary E. Deeds and Ruth Dodson, both of Middleway; two brothers, Lester L. Watson Jr. of Charles Town, W.Va., and Ray Watson of Bunker Hill; one cousin; two grandchildren; and nieces and nephews.
Services will be held Monday at 11 a.m. at Jefferson Chapel Funeral Home, Ranson, W.Va. Pastor Lester Dillow will officiate.
Burial will be in the Masonic Cemetery, Middleway.

BUNKER HILL, W.Va. - Paul Wayne Painter Jr., 42, of Route 1, died Thursday, May 1, 1997, at City Hospital, Martinsburg, W.Va.
Morn March 16, 1955, in Martinsburg, he was the son of Paul Wayne and Barbara Higgs Painter Sr. of Halltown, W.Va.
He was employed as a team leader at Southeastern Container, Winchester, Va.
He also had worked at Dixie-Narco Co., Ranson, W.Va.
In addition to his parents, he is survived by his wife, Debbie Rutherford Painter; three daughters, Barbara Runion of Gerrardstown, W.Va., and Cristy Painter and Angela Painter, both at home; one son, John Paul Painter of Berkeley Springs, W.Va.; two sisters, Sharon Brown and Vickie Ainsworth, both of Charles Town, W.Va.; one brother, Kenneth Painter of Gore, Va.; and two grandchildren.
Services will be held Monday at 2 p.m. at Eackles-Spencer Funeral Home, Harpers Ferry, W.Va.
