Charlene Baldwin Rust, launched local Head Start
Charlane Baldwin Rust, who helped launch the Head Start program in Pendleton County in 1994 and was recognized for outstanding service to the Red Cross during the Falmouth flood, died Friday at her home in Falmouth. She was 59.

Mrs. Rust had an easy rapport with people of all ages. She taught Catholic religion classes to Pendleton County students through the released time program from the mid-1980s through the early 1990s. She was a member of St. Francis Xavier Catholic Church in Falmouth, where she coordinated the Rite of Christian Initiation for Adults program and was a lay pastoral minister. She also worked with grieving families through the bereavement committee.
In 1994, the Northern Kentucky Community Action Head Start program decided to open a pre-school program in Pendleton County and rented space from St. Francis Church. Mrs. Rust was recruited to be site director for the program, said her husband, Adrian "Bud" Rust.
"She could do anything, " he said. As the program grew, it moved to its own building. The flood of 1997 destroyed the building, but Mrs. Rust immediately set about rebuilding. "She hung drywall. She sanded and painted. She was an amazing woman, " her husband said.
Through the flood crisis she also worked with Red Cross. "She had people in the shelter and she stayed with them day and night. She didn't come home for two weeks, " he said. "They needed her, so she stayed."
Mrs. Rust was named director of the year by Head Start in 1998.
She and her husband were bowlers and also enjoyed fishing getaways to Cumberland Lake.
In 1998 she was diagnosed with cancer. "She fought it quite a while, " her husband said.
She did everything with energy, enthusiasm and a sense of purpose, he said.
"She was quite a person. She was a real inspiration."
Other survivors include sons, James Shelton of Falmouth, Scott Shelton of Marco Island, Fla., and Steve Rust of California, Ky; daughters, Gail Shelton of Butler, Debbie Heim of Fort Myers, Fla., and Donna Allen of Villa Hills; her mother, Mary Nancy Pulliam Baldwin of Falmouth; brothers, Daniel Baldwin of Nicholasville and William Baldwin of Midland, Ga.; and eight grandchildren.
Mass of Christian burial will be at 10 a.m. Monday at St. Francis Xavier Catholic Church.
Visitation will be from 4 to 8 p.m. Sunday at Woodhead Funeral Home, Falmouth. Burial will be in St. Francis Xavier Cemetery, Falmouth. Martha Wintersohle Bailey, 82, of Independence, died Thursday at her home. She was a homemaker and a member of First Presbyterian Church, Covington. Her first husband, John Gordon Wintersohle, died in 1971, and a son, John Thomas Wintersohle, died in 1958.
Survivors include her husband, Ellis Bailey of Independence; daughter, Krista S. Wintersohle of Cincinnati; stepson, David Bailey of Independence; stepdaughters, Alyce Thomas of Cincinnati, Darlene Rauh of Atlanta, Ga., and Terre D'Ambrosio of Fort Mitchell; and three grandchildren.
Graveside services will be at 11 a.m. Monday in Highland Cemetery, Fort Mitchell. Memorials are suggested to the charity of the donor's choice.

Robert F. Copella, 79, of Georgetown, died Thursday at his home. He was a retired engineer and a former Pennsylvania game warden.
Survivors include his son, Robert A. Copella; brothers, James Copella of Ridgeway, Pa., and Ted Copella of Hollywood, Fla.; a sister, Dolores Stubbs of Kersey, Pa.; companion, Bonnie Collins of Scott County; two granddaughters and three great-grandchildren.
Services will be at 1 p.m. Monday at Ware Funeral Home, Cynthiana. Visitation will be from 3 to 7 p.m. Sunday at the funeral home. Burial will be in Battle Grove Cemetery, Cynthiana.
Patricia Cornelius Hopperton, 60, of Wappapello, Mo., formerly of Glencoe, died at 4:20 p.m. Thursday in Sparta. She was president of H&H; Underground Construction, Arnold, Mo., a retired secretary in the costume department for Disney Corp., Epcot, Fla., and a member of Faith Baptist Church, Wappapello. A daughter, Kimberly Sue Hopperton, died in 1970.
Survivors include her husband, Larry J. Hopperton; a son, Ricky Hopperton of Fenton, Mo.; daughters, Cynthia Falkner of Green Castle, Ind., Deborah O'Banion of Wappapello and Tammy Martin of Hillsboro, Mo.; brothers, Jasper Cornelius of Exeter, Ore., and Robert Cornelius of Independence, Mo.; a sister, Phyllis Campbell of Bossier City, La.; 10 grandchildren and five great-grandchildren.
Services will be at noon Monday at Hamilton-Stanley Funeral Home, Verona. Visitation will be from 5:30 to 9:30 p.m. Sunday at the funeral home. Burial will be in Napoleon IOOF Cemetery, Napoleon.
Ono Lee Lancaster Locke, 100, of Stamping Ground formerly of Owen County, died Friday at Owenton Manor, Owenton. She owned and operated Locke's Grocery, Wheatley, and was a member of Dallasburg Baptist Church, Wheatley. Her husband, Stanley Locke, preceded her in death.
Survivors include her sons, Wallace G. Locke of Stamping Ground, Allen R. Locke of Louisville and Donald Lee Locke of Portland, Tenn.; 10 grandchildren, seven great-grandchildren and two great-great-grandchildren.
Services will be at 2 p.m. Tuesday at McDonald Funeral Home, Seminary Street, Owenton. Visitation will be from 4 to 9 p.m. Monday at the funeral home. Burial will be in Owenton Cemetery.
Justin McKinnley Philhower, 19, of Walton, died Thursday in an automobile accident on Taylor Mill Road.
He was a maintenance worker for Community Pentecostal Church, Independence.
Survivors include his mother and stepfather, Candy and Rick Perry, both of Walton; brothers, Matthew David Brown of Walton and Steven Philhower of Ohio; and a sister, Angie Philhower of Ohio.
Services will be at noon Monday at Community Pentecostal Church. Visitation will be from 10 a.m. until the time of services Monday at the church. Burial will be in Highland Cemetery, Fort Mitchell. John L. Schwartz, 83, of Erlanger, died at 11:40 p.m. Thursday at his home. He was a retired carman for Norfolk and Southern Railroad and an Army veteran of World War II.
Survivors include his wife, Virginia Brune Schwartz of Erlanger; daughters, Melinda Carstens of Edgewood and Diane Brueggemann of Inde pendence; a son, John "Chuck" Schwartz of Walton; sisters, Vivian Miller of Crescent Springs, Mary Horton of Florence, Barbara Schwartz of Verona and Drusilla Hughes and Harriet Clayton, both of Erlanger; brothers, Ivan Schwartz of Verona and Frank Schwartz and Stan Schwartz, both of Florence; 12 grandchildren and six great-grandchildren.

Rachel L. Simons, 49, of Sparta, died at 4:25 Wednesday at St. Elizabeth MEdical Center North Hospice Unit, Covington. She was a homemaker.
Survivors include her husband, Ernest Simons; a son, Russell McDermitt of Crescent Springs; daughters, Regina Walker of Covington and Roxanne Cochran of Linden., Mich.; mother, Pauline Smithwick of Richmond, Va.; a brother, Joseph Rider of Bellevue; and eight grandchildren.

Kathryn A. Thomas, 87, of Lawrenceburg, formerly of Owenton, died Friday at her home. She was a homemaker and a member of Bashford Manor Baptist Church, Louisville. Her husband, Willie B. Thomas, and a grandson, Rev. Eric Garvey, both preceded her in death.
Survivors include her daughter, Diana K. Garvey of Lawrenceburg; a sister, Mary Lucas of Owenton; a brother, Raymond Orsborn; a granddaughter and four great-grandchildren.
Services will be at 11 a.m. Tuesday at McDonald Funeral Home, Main Street, Owenton. Visitation will be from 4 to 9 p.m. Monday at the funeral home.
