Elmer E. Corbin, 71, Bellevue police chief

Elmer E. Corbin, longtime police chief of Bellevue, died Friday at St. Luke Hospital East in Fort Thomas. He was 71.

Mr. Corbin retired as Bellevue Police Chief in 1991, after 25 years in the post - some of them controversial.

In the early 1980s his department came under fire in a grand jury investigation and he was criticized for management practices. But he worked with the city to make changes. In 1987 he received a citation of merit from the U.S. Attorney for the department's investigative work and was praised for what officials called a "turnaround" in the police department.

'He really cared about the city and protecting the people, " said his son, Charles Corbin, of Independence. "He was a people person. The public loved him."

Mr. Corbin was born in Covington, was a graduate of Holy Cross High School and worked for Cincinnati produce companies as a young man, driving produce trucks when he got old enough. As a young man he worked on Bellevue's police reserve for $1 a year and joined the force as a patrolman when a job opened.

"When we were growing up he worked three jobs to support the family, " Charles Corbin said. "He was on the police and a security guard and he worked at Chinn's Auto Sales as a salesman and clerk. He had a tremendous work ethic. He worked hard and took care of his family. Family was everything."
