Judson J. Allgood, lawyer, structured stadium financing
A long-time member of the Greater Cincinnati legal community has died.
Judson J. Allgood, who structured the financing for Riverfront Stadium and helped keep the Bengals in Cincinnati as an NFL franchise, died at Christ Hospital Monday. He was 74.
Mr. Allgood, of Ryland Lakes Country Club, was a senior partner with the law firm of Peck, Shaffer & Williams.
Mr. Allgood graduated from Harvard College at age 18 and passed the bar exam before his 21st birthday. After serving in the Navy during World War II, he attended Harvard Law School, where he was on the Law Review.
His first position practicing law was with what is now Wood, Herron & Evans, where he was a patent attorney. He later went to work as a bond attorney at Peck, Shaffer & Williams, where he spent 48 years.
"Jud had a wry sense of humor and was an excellent and patient teacher for many young attorneys," said John Fischer, managing partner at Peck, Shaffer & Williams. "He had an amazing ability to analyze and simplify very complex issues."
Mr. Allgood's "crowning achievement" was the legal structuring of Hamilton County's financing of Riverfront Stadium. Mr. Allgood successfully defended the county against a taxpayer lawsuit on Riverfront Stadium that went all the way to the U.S. Supreme Court.
"He was one of the premiere experts on Ohio public finance law, serving as an in credibly valuable resource on issues ranging from home rule to political subdivision debt," said John Weld Peck, Mr. Allgood's partner for more than 20 years. "Jud was not only exceptionally knowledgeable in the law of public finance, but also unwaveringly loyal to Peck, Shaffer & Williams, always urging us to maintain the highest professional standards. We owe him a great deal and he will be missed."
Although he was retired from active practice as a law partner, Mr. Allgood continued to serve as an adviser to partners and associates at the firm until a few weeks before his death.
He was a member of the University Club and the Mercantile Library in Cincinnati; the Ryland Lakes Country Club, Ryland Heights; the Ohio and Cincinnati bar associations; the Masonic Order, the American Legion, and the English Speaking Union.
He is survived by his wife of 43 years, Carol (Heepke) Allgood; sons, Judson M. "Jay" Allgood and Charles H. Allgood, both of Cincinnati; daughters Gwendolyn Triplett of Cincinnati; and Brooks Armandroff of Alexandria, Va.; and one granddaughter.
Funeral services are 2 p.m. Friday at Knox Presbyterian Church in Hyde Park. There will be no visitation.
Burial will be 10 a.m. Saturday at Spring Grove Cemetery, Cincinnati.

Victor Albert Boehm, 58, of Florence, died Tuesday at St. Luke Hospital West, Florence. He was a salesman.
Survivors include daughters, Sharon Brunner and Tammy Spielmann, both of Cincinnati; a brother, Roger Boehm of North Dakota; and three grandchildren.
Graveside services were this morning at Burlington Cemetery. Stith Funeral Home, Florence, handled arrangements.
Amanda Mae Calhoun, 86, of Alexandria, died Tuesday at her home. She was a homemaker.
Survivors include a daughter, Joyce Calhoun of Alexandria.
Services were this morning at Highland cemetery Chapel, Fort Mitchell. Radel Funeral Home, Highland Heights, handled arrangements.
Bessie Mae Carter, 97, of Cincinnati, formerly of Latonia, died at 7:45 p.m. Tuesday at Wesley Hall, Cincinnati.
She was a former teacher for the Covington Board of Education and a retired secretary for John G. Carlisle School, Covington. She was a mem ber of Latonia Baptist Church, where she taught Sunday school, Bible school and was an organist and a member of the church choir. Her husband, Robert O. Carter, died in 1964.
Survivors include a sister, Evelyn E. Stutzman of Cincinnati; nieces and nephews.
Services will be at 11 a.m. Friday at Swindler and Currin Funeral Home, Latonia. Visitation will begin there at 10 a.m. Friday. Burial will be in Forest Lawn Cemetery, Erlanger. Memorials are suggested to Latonia Baptist Church, 38th and Church Sts., Covington, Ky. 41015.
Cecil E. Collis, 75, of Florence, died Monday at St. Luke Hospital West, Florence. He was a master craftsman with General Motors, Cincinnati, and a Navy veteran of World War II. He was a member of First Church of Christ.
Survivors include his wife, Edith Collis; sons, Robert Collis of Cincinnati and Michael L. Collis of Florence; eight grandchildren and five great-grandchildren.
Services will be at 1 p.m. Saturday at Stith Funeral Home, Florence, with visitation beginning there at noon.
Robert Norris Edwards, 88, of Augusta, died Tuesday at Augusta Health Care Center. He was a member of Augusta Church of the Nazarene. A daughter, Verna Jean Rohrabaugh, preceded him in death.
Survivors include his wife, Anna M. Sutton Edwards; sons, Robert Lee Edwards and Steve Earl Edwards, both of Augusta; four grandchildren and 11 great-grandchildren.
Services will be at 11 a.m. Friday at Augusta Church of the Nazarene. Visitation will be from 6 to 9 tonight at Moore and Parker Funeral Home, Augusta. Burial will be in Mount Zion Cemetery, Augusta. Edna Ruth Gosney, 74, of Mentor, died at 2:05 p.m. Wednesday at St. Elizabeth Medical Center North Hospice Unit, Covington. She was a homemaker and a member of Mentor Baptist Church. Her husband, Ernest Gosney Jr., died in 1990.
Survivors include a son, William H. Gosney of Frankfort; daughters, Margie Sheffel of Alexandria, and Sue Bartz and Maggie Gosney, both of Mentor; eight grandchildren and six great-grandchildren.

Andrew Ray Haught, 76, of Florence, died Wednesday at his home. He was a retired repairman with General Motors and a Navy veteran of World War II.
Survivors include his wife, Jean Agnes Myers; daughters, Mary Ann Maymi of Newark, Del., and Catherine Jean Haught of Florence; sons, Andy Ray Haught of Wilmington, Del., and Michael E. Haught of Independence; six grandchildren and one great-grandchild.

Thomas Lee Hegener, 52, of Taylor Mill, died at 5:30 a.m. Wednesday at St. Elizabeth Medical Center South, Edgewood. He was a registered nurse with University Hospital, Cincinnati, and a Navy veteran. He was a member of St. Anthony Church, Taylor Mill, and Ohio Nurses Association.
Survivors include his wife, Karen Conley Hegener; a son, C. J. Rushman of Newport; daughters, Catherine Rushman and Molly Hegener, both of Taylor Mill; brothers, Donald Hegener and Michael Hegener, both of Florence; sisters, Laura Hegener of Latonia and Nancy Whitehead of Covington; and two grandchildren.

Oley Florence King, 90, of Lexington, died Tuesday at her home. She was a homemaker. Her husband, Ben W. King, died in 1962. Daughters Mary Frances King and Sylvia Shelton also preceded her in death.
Survivors include sons, Bill Smith of Muncie, Ind., and Horace King of Lexington; daughters, Sallie Howe of New Castle, and Sarah Prather, Emma Royse and Ireen Dello, all of Lexington; a brother, Earl Brown of Monticello; a sister, Mary Dello of Ghent; 20 grandchildren, 36 great-grandchildren and 18 great-great-grandchildren.

Bobby Allen Lewis, 51, of Walton, died Tuesday at St. Elizabeth Medical Center South, Edgewood. He was a maintenance supervisor. A daughter, Bobbie Sue Lewis, died in 1968.
Survivors include his wife, Sandy Lewis; sons, Bobby Lewis of Walton and David Osborne of Dry Ridge; a daughter, Missy Rapp of Lexington; his parents, Robert and Dorothy Lewis of Dry Ridge; brothers, Harold Lewis of Florence, Gary Lewis and Perry Lewis, both of Dry Ridge, Donny Lewis of Bellevue, Eddie Lewis of Southgate, David Lewis of South Carolina and Jeff Kells of Butler; sisters, Shirley Osborne of Jonesville, Nancy Wainscott of Crittenden, Karen Kiser of Manchester, Ohio, and Diane Webster of Dry Ridge; and two grandchildren.

Alice F. Delk Mahan, 62, of Newport, died Tuesday at her home. She was a retired librarian for R. L. Polk Co., Cincinnati, and a member of First Baptist Church of Ludlow.
Survivors include daughters, Kathy Delk of Newport, Linda Combs of Ludlow; sisters, Betty Moore of Harrison, Ind., and Jo Ann Puckett of Danville; a brother, Clell L. Delk of West Chester, Ohio; three grandchildren, two great-grandchildren, and fiance, James Radigan of Newport.

Ben T. Metcalfe, 91, of Augusta, died Tuesday at Augusta Health Care Center. He was a funeral director in Bracken County for 63 years, and a former insurance agent and Bracken County coroner. He was an elder of Augusta Presbyterian Church and a partner with McCarty-Metcalfe Funeral Home, Brooksville, and Metcalfe-Hennessey Funeral Home, Augusta. He was a Mason and an honorary member of the Augusta Fire Department. His wife, Gladys Metcalfe, died in 1997. A son, Bennie Metcalfe, died in 1999.
Survivors include nephews.

Larry W. Perry, 41, of Carrollton, died Tuesday at his home. He was a member of the Carrollton National Guard.
Survivors include a daughter, Michel Wallace of Carrollton; his father, Suter Perry of Worthville; brothers, Bobby Perry of Gettysburg, Pa., and Dewayne Perry of Carrollton; and his fiancee, Michelle McGuire of Carrollton.

Catherine Scott, 83, of Loveland, Ohio, formerly of Burlington, died Wednesday at Loveland Health Care Center. She was a homemaker.

Edward Allen Smith, 65, of Cynthiana, died Wednesday at Edgemont Manor Nursing Home in Cynthiana. He was the former owner of Smith Men and Boys Clothing, Cynthiana, and an Army veteran. He was a member of First United Methodist Church, and a former member of the Harrison County Chamber of Commerce, Iris Society and Harrison County High School Band Boosters.
Survivors include his wife, Janice Wells Smith; a son, Mark Allen Smith of Louisville; a daughter, Karen Arleen Smith of Frankfort; and a brother, Donald Ray Smith of Carlisle.

Pauline Steward, 77, of Latonia, died at 12:30 a.m. Wednesday at St. Elizabeth Medical Center North, Covington. She was a homemaker and a member of Trinity United Methodist Church, Latonia. Her husband, Charles Steward, died in 1983.

Gladys S. Thompson, 85, of Worthville, died Tuesday at her home. She worked as a parachute maker during World War II for the Army, earning several notices for her quality work. She was a member of Carrollton American Legion Auxiliary Post No. 41. Her husbands, Theodore Edwards and Ralph Thompson, a son, Theodore Edwards Jr., and a daughter, Sharon Edwards, all preceded her in death.
Survivors include sisters, Crystal L. Heath and Shirley Ann Graham, both of Carrollton; brothers, Ralph Thompson Jr. and Martin Thompson, both of Indianapolis; 18 grandchildren, 44 great-grandchildren and 29 great-great-grandchildren.

Carrie Agnes Tingle, 92, of Carrollton, died Monday at King's Daughters Hospital, Madison, Ind. She was a homemaker. Her husband, James Tingle, preceded her in death.

Avril "Poodle" Marksberry Webb, 70, of Warsaw, died at 3:25 p.m. Tuesday at St. Elizabeth Medical Center South, Edgewood. She was a homemaker and attended Family Tabernacle Church of God, Gallatin County. A son, Jerry L. Marksberry, and a daughter, Wanda Louise Marksberry, both preceded her in death.
Survivors include a daugh ter, Ruby Gay of Warsaw; sons, Charles H. Betty June Carpenter Webster, 61, of Alexandria, died at 1:07 p.m. Wednesday at St. Luke Hospital East, Fort Thomas. She was a former employee of Western Southern Life Insurance Co., Cincinnati. Her husband, Ronald Joe Webster, died in July.
Survivors include her father, Raphael Carpenter of Alexandria; a brother, Kenneth Ray Carpenter of Bradenton, Fla.; and sisters, Sue Carole Hoffman of Alexandria, Mary Ellen Chiles of Russellville and Doris Jean Mahan of Cincinnati.

Thelma C. "Toni" Wilbers, 79, of Fort Thomas, died at 3:13 p.m. Tuesday at St. Luke Hospital East, Fort Thomas.
She was a clerk with Metropolitan Life Insurance Co., a member of Fort Thomas Optimist Club and a past den mother with the Cub Scouts.
Survivors include her husband, Edward W. Wilbers; daughters, Kathleen Wilbers-Seal and Pam Wilbers, both of Fort Thomas, and Peggi Pleiman of Cold Spring; a son, Edward A. Wilbers of Edgewood; a sister, Joan Kling of Newport; a brother, Paul Bruegger of Clermont, Fla.; and nine grandchildren.
