Wiley Gipson, founder of Term Finance Company
Distinguished Kentucky finance firm owner Wiley Gipson believed that successful businesses are built on a foundation of fairness to their customers. It's a guiding principal which helped Mr. Gipson own and manage Term Finance Company of Cynthiana, as well as drafting Kentucky's Consumer Finance Law in 1960.
"He just took the approach to treat people right and always give them a fair shake in everything you do with them, and they'll keep coming back," said Mr. Gipson's close friend, David Bramlage, Sr., who eventually purchased Term Finance Co. from him.
Wiley Gipson,Ft. Mitchell, died Sunday morning at his home.
Mr. Gipson organized Term Finance Co. in 1947, followed by the Term Thrift Plan, Inc. in 1959. The business catered to middle income wage earners who needed loans to obtain appliances and homes.
Mr. Gipson distinguished himself in the finance industry through his work as a board member and president of the Kentucky Consumer Finance Association in the 1950s. He was instrumental in drafting a new Consumer Finance Law which went into effect in the Common wealth 40 years ago.
Mr. Gipson, who previously lived in Cynthiana, Covington and Cincinnati, was active in numerous charitable organizations and clubs for many years.
He was chairman of the Harrison County Chapter of the National Foundation for Infantile Paralysis, drive chairman for the Community Chest and Harrison County Red Cross Blood Drive, and Harrison County Book-mobile.
Mr. Gipson helped form the Cynthiana Country Club and is a past president of the Cynthiana-Harrison County Chamber of Com merce. He also served in the U.S. Army Air Force in World War II.
Survivors include his wife of 56 years, Frances Gipson.
Mass of a Christian burial will take place Wednesday, 9/6, at 10 a.m. at Blessed Sacrament Church in Fort Mitchell. Burial is at St. Mary cemetery in Ft. Mitchell. Arrangements are being handled by Don Catchen & Son Funeral Homes and C & C Mortuary Service, Covington.

Samuel Theodore Carr, Sr., 77, of Brooksville, died Sunday at Meadowview Regional Medical Center, Maysville. He was an employee of the Internal Revenue Service, an Army veteran of World War II, and a member of VFW Post No. 2899, Bellevue-Dayton.
Survivors include his wife Anna E. Roberts Carr of Brooksville; sons, Samuel T. Carr, Jr. of Augusta, Frank Carr of Maysville, Richard Carr of Alexandria, and Dave Carr and Thomas Carr, both of Cincinnati; daughters, Phyllis Watson of Cincinnati, Nancy York of Logan, Ohio, Diane Walsh of Orlando, Florida, Edith Nickerson of Augusta, Helen Boggs of Lewis County, and Jacqueline Davis of Alexandria; sister, Juanita Dunaway of Dayton; six step-children and 28 grandchildren.
Services will be at 1 p.m. Thursday at Moore and Parker Funeral Home, Brooksville. Visitation will be from 4 to 8 p.m. Wednesday at the funeral home. Burial will be in Evergreen Cemetery, Southgate.
Winnie Cox, 88, of Latonia, died at 12:10 a.m. Monday at Rosedale Manor Nursing Home in Latonia. She retired as a sales clerk from the Ben Franklin in Latonia and was known as "Mrs. Ben Franklin" because of the 47 years she spent as an employee there. She was a member of the Calvary Baptist Church, Latonia. She was preceded in death by her husband, Sherman L. Cox, in 1979.
Survivors include daughters, Carolyn Jones and Lois Cox, both of Latonia; two grandchildren four great-grandchildren, and one great-great-grandchild.
Services will be at 10 a.m. Thursday at the Calvary Baptist Church Chapel, Latonia. Visitation will be from 5 to 8 p.m. Wednesday at the Connley Brothers Funeral Home, Latonia. Burial will be in Floral Hills Cemetery, Taylor Mill. Memorials are suggested to Week Day School of Religion, P.O. Box 1241, Covington, Ky. 41012.
Violet Weinel DeMoss, 80, of Dry Ridge, died Monday at her residence. She was a homemaker and a member of the Williamstown Congregation of Jehovah's Witnesses, Williamstown. She was preceded in death by her husband, Robert DeMoss in 1983. She was also preceded in death by sons, Gilbert DeMoss, Ronnie DeMoss, and Bobby Ray DeMoss; and a granddaughter, Shelly DeMoss.
Survivors include her son, Haven DeMoss of Cold Springs; daughter, Gayle Scott of Dry Ridge; brother Jerry Weinel of Alexandria; sisters, Hope Norwick and Ruby Hofsteter, both of Alexandria; four grandchildren and seven great-grandchildren.
Services will be at 1 p.m. Wednesday at Eckler-Hudson Funeral Home, Dry Ridge. Visitation will be from 9 a.m. until the time of services Wednesday at the funeral home. Burial will be in Alexandria Cemetery, Alexandria. William Earl Oder, 84, of Springfield, Ohio and formerly of Erlanger, died Sunday at his residence. He was a member of the First Baptist Church of Elsmere and an Army veteran of World War II.
Survivors include his wife, Margaret I. Burgess Oder of Springfield; son, Bill Oder of Springfield; sisters, Etna Dugan and Lucy O'Brien, both of Florence; three grandchildren and and one great-grandson.
Services will be at 2 p.m. Wednesday at Stith Funeral Home, Florence. Visitation will be from 1 p.m. until the time of of services at the funeral home. A gathering for family and friends will be held from 5 to 7 p.m. Tuesday at Littleton and Rue Funeral Home, Springfield. Burial will be in Forest Lawn Cemetery, Erlanger. Joseph B. Ostendorf, 68, of Fort Wright, died at 3:04 a.m. Monday at St. Elizabeth Medical Center South, Edgewood. He was a small-engine mechanic with Equipment Consultants in Fort Wright, an Air Force veteran of the Korean War, and a member of the VFW Post in Park Hills. He was preceded in death by a son, Mark Alexander Ostendorf, in 1984.
Survivors include his wife, Eva Irene Ostendorf of Fort Wright; son, Michael Joseph Ostendorf of Taylor Mill; daughter, Ramona Sue Ostendorf of Florence; brother James M. Ostendorf of Pine Knot; sister, Jeanne Nordmark of Riverdale, Ga.; and three grandchildren.
Services will be at 10 a.m. Friday at Connley Brothers Funeral Home, Latonia. Visitation will be from 5 to 8 p.m. Thursday at the funeral home. Burial will be in Forest Lawn Cemetery, Erlanger. Memorials are suggested to the charity of the donor's choice.
Lucille Anna Rusk, 93, formerly of Florence, died at 2:45 a.m. on Sunday at Augusta Health Care Center, Augusta. She was a retired receptionist. She was preceded in death by her husband, Logan Alfred Rusk.
Survivors include several nieces and nephews.
Services will be at 1 p.m. Thursday at Radel Funeral Home, Newport. Visitation will be from 11 a.m. until the time of services Thursday at the funeral home. Burial will be in Highland Cemetery, Fort Mitchell.
Tommy Sharp, 96, of New Zion, died Sunday at the River Valley Nursing Home, Butler. He was a retired farmer and a lifelong member of New Zion Baptist Church. He was preceded in death by his wife, Sylvia Mains Sharp, in 1980.
Survivors include his daughter, Oda Mae Thompson of Falmouth; son, Kenneth Sharp of Nicholasville; seven grandchildren, 16 great-grandchildren and 1 great-great-grandson.
Services will be at 1:30 p.m. Thursday at Woodhead Funeral Home, Falmouth. Visitation will be from 5 to 8 p.m. Wednesday at the funeral home. Burial will be in Lenoxburg Cemetery, Bracken County. Memorials are suggested to the New Zion Baptist Church.
