Zelma Stephens Akin, Boone's assistant tax commissioner

The Stephens family has been intertwined with Boone County's history for 200 y ears, providing the county a tax commissioner, a newspaper publisher, farmers and teachers.

An elementary school that sits on the land where Zelma Lee Stephens Akin grew up bears the family's name.

Mrs. Akin, the last original member of the family for which Stephens Elementary School is named, died Tuesday at Woodspoint Nursing Home in Florence. She was 88.

The Stephens sold, for a small price to the county, a portion of the land they farmed and lived on when they moved to Burlington from Union. The house they lived in still sits adjacent to the school, and Mrs. Akin's sister-in-law lives there.

Mrs. Akin, who worked as an assistant tax commissioner for her brother, former tax commissioner Wilton Stephens, was proud of her family history, said her daughter, Mary Jo Martin. Her other brother, Pete, own and published the Boone County Recorder until he died, she said.

When Boone County dedicated the school, Mrs. Akin spoke of how her family had moved from Union to Burlington in a road wagon, a horse-drawn wagon used for farm work. Mrs. Akin, then Zelma Stephens, and her three siblings had just lost their father when the family moved in the early '20s.

"They had to make it on their own," Mrs. Martin said.

Mrs. Akin lived with a family in Cincinnati for a short time and worked her way through business school, quite a feat for a woman of her time, Mrs. Martin said. She married and moved to a farm where she "worked really hard to raise her four kids," said Mrs. Martin, a teacher in Boone County for 32 years.

Mrs. Akin was a loyal church-goer and had the longest-standing membership at Burlington Baptist Church. She insisted her daughter take her there before going to the hospital Monday night.

"She had to go to church," Mrs. Martin said.

Her husband, Roscoe Edwin Akin, died in 1988.

Other survivors include daughters, Arlene Akin Jones Singletary of Burlington and Martha Akin Mouzourakis of Hilton Head, S.C.; a son, John Buck Akin of Burlington; eight grandchildren; and seven great-grandchildren.

Services will be at 11 a.m. Saturday at Burlington Baptist Church. Visitation will be from 5 to 8 p.m. Friday at the church. Burial will be in Burlington Cemetery. Memorials are suggested to Burlington Baptist Church, 3031 Washington Blvd., Burlington, Ky. 41005. Chambers and Grubbs Funeral Home, Florence, is handling arrangements.

Judge Charles M. Allen dies, 'favored underdog'

LOUISVILLE - U.S. District Judge Charles M. Allen, who issued some of the state? ??s most important civil-rights and constitutional decisions, died Tuesday after a battle with pneumonia, a court official said.

Among the issues that came before him, U.S. District Judge Charles M. Allen:

Consistently struck down state laws limiting women's right to abortion.

Ordered the Jefferson County Jail to release inmates to ease crowding after find ing the population exceeded acceptable limits.

Approved in 1987 a $3.5 million settlement that ended years of litigation agains t the city of Louisville by black applicants who said they were discriminated against when they sought jobs as police officers.

Ordered, within a period of several months in 1982, Jefferson County school officials to allow black activist Angela Davis to speak at one school, then ordered them to allow the Ku Klux Klan to hold a rally at another school.

Allen, 83, of Louisville, died at about 1:40 a.m. at Baptist Hospital East, Clerk Jeffrey Apperson said. Allen had been ill for about two weeks.

Allen was a senior judge, working part-time in retired status with a small caseload, Apperson said.

Joseph Whittle, who for eight years was U.S. attorney in Kentucky's western district, said Allen was "someone who usually favored the underdog and made sure everyone's rights were protected."

He often differed with Allen philosophically, but "everybody loved Judge Allen," Whittle said.

Allen was known for his legal acumen but also for chronic absentmindedness about the mundane details of daily life.

"He was a truly great judge," U.S. District Judge John G. Heyburn II said in a statement. "He was an even more wonderful man, a role model for myself and many others who saw in his thin frame a unique combination of humility, moral courage and personal strength."

Stories of Allen's forgetfulness - using paychecks as bookmarks, losing umbrellas and office keys - were as legendary as his rulings on significant cases.

He was appointed to the federal bench in 1971 by President Richard M. Nixon after 10 years as a Jefferson Circuit Court judge. He was appointed an assistant U.S. attorney in 1955 and remained in that position until 1959.

Allen graduated from Yale University and the University of Louisville School of Law. He began practicing law in 1944 with Doolin, Helm, Stites & Wood in Louisville, Apperson said. Allen planned to retire altogether a few years ago but changed his mind and instead reduced his caseload, Apperson said.

"Tennis and railroads were his two greatest hobbies," Apperson said.

Allen's sometimes risky efforts to photograph oncoming trains from the tracks were also legend.

"Sometimes we ride them," Allen said several years ago. "And sometimes we chase them."

Visitation will be from 4:30 p.m. to 7 p.m. Thursday at St. Francis in the Fields Episcopal Church in Prospect. Services will be there at 11 a.m. Friday.

Carolyn Broering Bayless, 54, of Fort Thomas, died at 5:53 a.m. Tuesday at St. Luke Hospital East in Fort Thomas. She was an accounts payable clerk with xpedx Paper Co. in Cincinnati.

Survivors include her husband, James M. Bayless; daughters, Joan C. Vires of Woodlawn and Christina Bayless of Fort Thomas; a sister, Joan Miley of Fort Thomas; brothers, Tom Broering and Jerry Broering, both of Fort Thomas; and one granddaughter.

Mass of Christian burial will be at 10 a.m. Friday at St. Thomas Church, Fort Thomas. Visitation will be from 5 to 8 p.m. Thursday at Muehlenkamp-Erschell Funeral Home, Fort Thomas. Prayers will be at 9:30 a.m. Friday at the funeral home. Burial will be in St. Stephen Cemetery, Fort Thomas. Memorials are suggested to charity.

Lucy S. Brandenburg, 84, of Taylor Mill, died Tuesday at St. Luke Hospital West, Florence.

Arrangements are pending at Middendorf-Bullock Funeral Home, Ludlow.

Marcella Siemon Brossart, 81, of Alexandria, died at 6:29 a.m. Tuesday at St. Luke Hospital East, Fort Thomas. She was a retired cook with St. Mary School in Alexandria.

Survivors include her husband, Raymond Ben Brossart; sons, Gary Lee Brossart, Robert John Brossart and Roger Raymond Brossart, all of Alexandria; a sister, Antonette Hibben of Cincinnati; and two grandchildren.

Mass of Christian burial will be at 10 a.m. Saturday at St. Mary Church, Alexandria. Visitation will be from 4 to 8 p.m. Friday at Alexandria Funeral Home. Burial will be in St. Mary Cemetery, Alexandria.

Nattlain Brown, 80, of Florence, died Monday at her home. She was a homemaker and a member of Union Baptist Church. Her husband, Thomas Brown, preceded her in death.

Survivors include daughters, Saundra King of Florence, Donna Gorman of Fort Wright and Marcia Gaddis of Atlanta; a son, Thomas Brown of Enon, Ohio; sisters, Ella Banks of Jackson County, Callie Dobbs of Chicago, Lillie Simpson of Cincinnati, Geneva Brown of Florence, Janette Lahmeyer of Black River Falls, Wis., and Bea Andrew of Union; brothers, Elmer Isaacs of Berea, David Isaacs of Cincinnati, Vernon Isaacs of Milford, Ohio, Russell Isaacs of Fort Wayne, Ind., and Dallas Isaacs of Jackson County; 11 grandchildren; and two great-grandchildren.

Services will be at 1 p.m. Friday at Stith Funeral Home, Florence. Visitation will be from 6 to 8 p.m. Thursday at the funeral home. Burial will be in Big Bone Baptist Cemetery, Union. Memorials are suggested to Union Baptist Church Building Fund, Highway 42 and Mount Zion Road, P. O. Box 194, Union, Ky. 41091.

Larry Ronald Chapmon, 54, of Fort Wright, died Monday at University Hospital, Cincinnati. He was an electrical technician with Panel-Fab Inc. in Cincinnati, a former employee of General Electric in Cincinnati and a member of the board of directors of Bop Club.

Mr. Chapmon helped organize the Park Hills Memorial Day parade and was a member of Oakley Masonic Lodge in Cincinnati, Scottish Rite and the Apherisis program at Hoxworth Blood Center, Fort Mitchell. He was an Air Force veteran.

Survivors include his wife, Angela M. Robbins Chapmon; daughters, Amy Chapmon and Katie Chapmon, both of Fort Wright; a brother, Thomas Chapmon of Port Richey, Fla.; and sisters, Mary Nimmo of Port Richey, Patricia Schorry of Rotunda West, Fla., and Elaine Nelson of Batavia, Ohio.

Services will be at 11 a.m. Thursday at St. Anthony Church, Taylor Mill. Visitation will be from 4 to 8 tonight at Connley Bros. Funeral Home, Latonia. Burial will be in Mother of God Cemetery, Fort Wright. Memorials are suggested to charity.

Charles W. "Chub" Clinkinbeard, 91, of Covington, died at 10:02 p.m. Monday at Garrard Convalescent Center in Covington. He was a retired machinist with R. A. Jones Co. in Crescent Springs. His wife, Genevieve Clinkinbeard, died in 1942.

Survivors include a sister, Blanche Kuhn of Covington.

Services will be at 1:30 p.m. Friday at TLC Cremation and Funeral Home, Covington. Visitation will begin there at 12:30 p.m. Friday. Burial will be in Evergreen Cemetery, Southgate.

Carole Geiman Duncan, 52, of Renton, Wash., formerly of Cold Spring, died Saturday in Washington. She was a former secretary with American Heritage Homes in Covington.

Survivors include her husband, Donald Duncan; her parents, Aloysius and Edna Geiman of Cold Spring; sisters, Linda Koetters and Marcia Jones, both of Cincinnati, Phyllis Geiman of Erlanger, Eileen Smith of Florence, Gayle Mueller of Edgewood, Barbara Valz of Southgate, Diane Zink of Cold Spring and Sue Crupper of Burlington; and brothers, Edward Geiman of Erlanger, Donald Geiman and Allan Geiman, both of Mesa, Ariz., Glenn Geiman of Hebron and Greg Geiman of Cold Spring.

Services will be at the convenience of the family. Muehlenkamp-Erschell Funeral Home, Fort Thomas, is handling arrangements.

Mildred Alice Hand Hampson, 101, of Key Largo, Fla., formerly of Northern Kentucky, died Monday at her home.

Arrangements are pending at Woodhead Funeral Home, Berry.

Barbara Joan Hazelbaker, 69, of Union, died Sunday at Christ Hospital, Cincinnati. She was a part-time secretary for Ruehl Electric Co. for the last 10 years and was an active member of First Church of Christ, Burlington. She was a secretary and treasurer of the church's Helping Hands Sunday school class and volunteered with other church ministries.

Survivors include a son, Steve Hazelbaker of Friendship, Ohio; daughters, Deborah Fenner of Fort Mill, S.C., and Linda Slone of Union; a sister, Pauline Davis of Cummings, Ga.; and six grandchildren.

Services will be at 1 p.m. today at Friendship United Methodist Church, Friendship, Ohio. A memorial service will be at 7 p.m. Sunday at First Church of Christ, Burlington. Burial will be in McKendree Cemetery, Stout, Ohio. Memorials are suggested to First Church of Christ, 6080 Camp Ernst, P. O. Box 880, Burlington, Ky. 41005. Roger W. Davis Funeral Home, West Portsmouth, Ohio, is handling arrangements.

Lucille Hudson Mason, 88, of Alexandria, died at 5:20 p.m. Monday at St. Luke Hospital East, Fort Thomas. She was a retired postal worker in the California Post Office and a member of Alexandria United Methodist Church and Super Seniors of Alexandria. Her husband, Williard W. Mason, died in 1989. A son, Hubert Mason, died in 1966.

Survivors include a daughter, Jeanne Raines of Cincinnati; a sister, Elois Whitehead of Cincinnati; 10 grandchildren; and 19 great-grandchildren.

Services will be at 10 a.m. Friday at Alexandria Funeral Home. Visitation will be from 5 to 8 p.m. Thursday at the funeral home. Burial will be in Evergreen Cemetery, Southgate.

Pricie L. McClure, 89, of Dry Ridge, died Tuesday at Woodspoint Care Center in Florence.

Arrangements are pending at Eckler-Hudson Funeral Home, Dry Ridge.

Mae D. Pendleton, 88, of Cincinnati, formerly of Fort Wright, died Tuesday at Salem Parke Care Center, Cincinnati. She was a homemaker. Her husband, Robert Pendleton, preceded her in death.

Survivors include nieces and nephews.

Memorial services will be at the convenience of the family. Memorials are suggested to Special Olympics, Area No. 7, Box 393, Florence, Ky. 41022-0393. Fares J. Radel Funeral Home, Cincinnati, is handling arrangements.

Joyce Dell Perkins, 67, of Owenton, died Tuesday at Owen County Hospital in Owenton. She was a former supervisor at Owenton Manor and a homemaker. Her husband, Lambert Perkins, died in 1998.

Survivors include daughters, Brenda Turner, Patricia Cuneo and Karen McCormick, all of Owen County; a stepdaughter, Carol Ruth of Port Royal; sisters, Francis Jackson of Covington and Louise Jones of Louisville; seven grandchildren; one step-grandchild; and one great- grandchild.

Services will be at 2 p.m. Friday at Lighthouse Church, Owenton. Visitation will be from 4 to 9 p.m. Thursday at McDonald Funeral Home, Main Street, Owenton. Burial will be in Port Royal Cemetery.

Memorials are suggested to Lighthouse Church, 5405 Highway 127 North, Owenton, Ky. 40359.

Melburn C. Stull, 82, of California, died at 1:45 p.m. Tuesday at River Valley Nursing Home, Butler. He was a retired employee of Cincinnati Steel Treating Co. and a member of United Mechanics Council No. 95 Junior Order, Carthage. His wife, Ollie Mae Robinson Stull, preceded him in death.

Survivors include sons, Melvin "Bill" Stull and Robert Stull, both of California; a daughter, Faye Holley of Quitman, Ark.; a sister, Alma Schnitzler of Alexandria; brothers, Albert Stull of Covington and John Floyd Stull of California; six grandchildren; and eight great-grandchildren.

Services will be at 1 p.m. Friday at Alexandria Funeral Home. Visitation will be from 5 to 8 p.m. Thursday at the funeral home. Burial will be in Mount Gilead Cemetery, Carthage. Memorials are suggested to Kidney Foundation, 2330 Victory Parkway East, Cincinnati, Ohio 45206; or Baptist Convalescent Center, 120 Main St., Newport, Ky. 41071.
