Norman Hughes, former police chief
Former Fort Thomas Police Chief Norman Hughes worked 41 years behind a badge, changing with the times and staying on the cutting edge of law enforcement.
"I think Norm was a good example of a person who started out many years ago in the old school of law enforcement but did not stop there," said Fort Thomas City Administrator Jeff Earlywine, who worked with Hughes for 10 years.
"He always was interested in education and a high level of professional standards for police officers. He always wanted to stay current on issues.
"He was successful in making the transition into more of a contemporary law enforcement individual in the 1980s and 1990s."
Chief Hughes, of Fort Thomas, died Monday afternoon at St. Luke Hospital East in Fort Thomas. He was 72.
Chief Hughes was a native of Cincinnati and an Army Air Force veteran of World War II.
He worked 28 years with the Cincinnati Police Division, retiring as a captain.
From 1965 to 1968, he supervised rookie Tom Kathman, who now is the Florence Police Chief.
"He was very low-key," Kathman said. "He took time out to teach.
"His style allowed you to feel comfortable asking questions."
Fred Erschell Jr. was mayor when he hired Hughes as Fort Thomas police chief in 1978.
"He brought a degree of professionalism that we needed at the time and has since been cultivated by other police chiefs in Fort Thomas," Erschell said.
"We are very lucky to have one of the most outstanding police departments in Northern Kentucky and Norman was one of the building blocks who helped bring it to another level."
Chief Hughes retired in 1991.
He held a second-degree black belt in the Nidan school of judo and was a photographer, golfer and certified hypnotist.
Chief Hughes was a member of Cynthia-Vattier Lodge No. 155 F&AM Scottish Rite, Cincinnati; Queen City Lodge No. 69 FOP; Northern Kentucky Police Chiefs Association and Association of Retired Cincinnati and Hamilton County Police Officers.
Survivors include his wife, Louise Steffey Hughes; daughters, Elissa L. Morrison of Simi Valley, Calif., and Pamela J. Danemayer of Cincinnati; sons, Norman R. Hughes of Pegram, Tenn., and Jeffrey S. Hughes of Cincinnati; a brother, Gerald W. Hughes of Cincinnati; seven grandchildren; and three great-grandchildren.
Services will be at the convenience of the family.
Entombment will be in the Vine Street Hill Mausoleum in Cincinnati.

Clem Earl Brown Jr., 68, of Dry Ridge, died at 12:15 p.m. Monday at Grant Manor Health Care Center in Williamstown. He was a retired shipping clerk for H.& S. Pogue Co. and May Department Store, and an Air Force veteran of the Korean War. He was a member of Free Methodist Church.
Survivors include sisters, Bettye Madden of Dry Ridge and Treva LaBelle of Gladwyn, Mich.
Memorial services will be scheduled at a later date. Elliston-Stanley Funeral Home, Williamstown, is handling arrangements.
Margie Jean Coyle, 74, of Erlanger, died Monday at St. Elizabeth Medical Center South in Edgewood.
Arrangements are pending at Middendorf-Bullock Funeral Home, Erlanger.
William R. "Bill" Frederick, 77, of Walton, died at 10:30 a.m. Sunday at his residence. He was a retired truck driver for Lee Way Express, Cincinnati, and an Army veteran of World War II. He was a member of First Baptist Church, Walton, where he served as a deacon and usher; and Teamsters Union Local No. 100, Cincinnati. He was a former member of Walton Volunteer Fire Department and Life Squad, and former auxiliary officer for Walton Police Department.
Survivors include his wife, Geneva Soard Frederick; a son, Stephen Frederick of Charleston, S.C.; daughters, Elaine Murray of Burlington, Marilyn Woods of Walton and Lois Goldsberry of Crittenden; sisters, Alvina Lloyd of Cincinnati, Una Jones of Artesia, N.M., Roena Allen of Dillsboro, Ind., Agnes Day of Corinth and Mary Rose Cordrey of Ramseur, N.C.; and four grandchildren.
Services will be at 10 a.m. Saturday at First Baptist Church, Walton. Visitation will be from 6 to 9 p.m. Friday at Elliston-Stanley Funeral Home, Crittenden, and after 9 a.m. Saturday at the church. Burial will be in New Bethel Cemetery, Verona. Patrick Gerrety, 61, of Villa Hills, died at 7:30 p.m. Tuesday at his home.

Finley H. Jacobs Jr., 69, of Walton, died Monday at Jewish Hospital in Kenwood, Ohio. He was a farmer and a member of Walton Christian Church, Walton Masonic Lodge and Boone County Farm Bureau.
Survivors include his wife, Bonnie Allphin Jacobs; daughters, Deborah Winston and Carol McKinley, both of Walton, and Joy Glassmann of Cincinnati; a sister, Cora Mae Maloney of Anniston, Ala.; a brother, Robert Jacobs of Tomball, Texas; and eight grandchildren.
Services will be at 11 a.m. Friday at Chambers and Grubbs Funeral Home, Walton. Visitation will be from 6 to 9 p.m. Thursday at the funeral home. Burial will be in New Bethel Cemetery. Gertrude McClurg, 80, of Williamstown, died Monday at Grant Manor Health Care Center in Williamstown. She was the retired owner and operator of McClurg's Grocery in Demossville and a member of Pleasant Ridge Baptist Church, Pendleton County. Her husband, Virgil McClurg, died in 1991. Sons, Michael Roger McClurg and Leo McClurg, also preceded her in death.
Survivors include daughters, Loretta Lavender of Columbia, S.C., and Norma J. Walters of Williamstown; a son, Jerry McClurg of Crittenden; nine grandchildren; and 12 great-grandchildren.

Vernon W. Moore, 92, of Fort Thomas, died Monday at the Highlands of Fort Thomas nursing home. He was a retired carpenter for Charles V. Maescher Co., Cincinnati. He attended Calvary Baptist Church, Covington, and was a member of Carpenter's Union Local No. 698. His wife, Hilda Case Moore, died in 1993.
Survivors include a daughter, Nava Don Nutgrass of Amelia, Ohio, and Jerry Boyd Moore of Florence; a brother, Fred Moore of Winterhaven, Fla.; sisters, Ann Story and Emma Perkins, both of Covington, Hattie Stith of Florence and Mattie Brothers of Dayton, Ohio; five grandchildren; and four great-grandchildren.

Mary Frances Roth, 85, of Fort Mitchell, died at 10:30 a.m. Tuesday at Baptist Convalescent Center in Newport. She was a homemaker. Her husband, Clarence A. Roth, died in 1987.
Survivors include daughters, Nina Daugherty and Doris Childress, both of Independence, and Donna Jean Stegmoyer of Cincinnati; a sister, Bernice Wiehl of Fort Wright; five grandchildren; and four great-grandchildren.
Services will be at 11 a.m. Thursday at Allison and Rose Funeral Home, Taylor Mill. Visitation will begin at 10 a.m. Thursday at the funeral home. Burial will be in Floral Hills Cemetery, Taylor Mill.
Emma Florine Scroggin, 86, formerly of Burlington, died Tuesday at Brookwood Retirement Community in Cincinnati.
She was a sales clerk at Pogue's Department Store, Cincinnati, and a member of Burlington Baptist Church.
Survivors include a daughter, Anne Hurst of Cincinnati; two grandchildren; and four great-grandchildren. Her first husband, William Pete Murphy, died in 1957, and her second husband, Tout Scroggin, died in 1989. She also was preceded in death by a brother, Garner Vallandingham.

John W. Sherman, 84, of Columbus, Ind., died Monday at St. Elizabeth Medical Center North Hospice in Covington. He was a retired police officer for the Indianapolis Police Department and an Army veteran.
Survivors include his wife, Ruth Stephens Sherman; a son, John C. Sherman of Fort Thomas; a daughter, Stephanie Tucker of Scottsdale, Ariz.; sisters, Rita Searles of Indianapolis and Joan Simpson of Corvallis, Ore.; one grandchild; and one great-grandchild.

Marie A. Tucker, 97, of Villa Hills, died Sunday at Madonna Manor Nursing Home in Villa Hills. She was a homemaker and a member of Newport Elks, Newport Lions Club and Knights of Columbus Ladies' Auxiliary. Her husband, Joseph Edward Tucker, died in 1987.
Survivors include a daughter, Ann R. Brockman of Erlanger; two grandchildren; and five great-grandchildren.

Edward T. Wallace Jr., 72, of Crescent Springs, died at 3:42 a.m. Tuesday at St. Elizabeth Medical Center North Hospice in Covington. He was a retired dietician for the former Booth Hospital and an Army veteran of World War II. He was a member of Salvation Army.
Survivors include his wife, Carol D. Elliott Wallace of Crescent Springs; daughters, Rose Kapp of Greenville, S.C., Kathy Vannaresdall of Walton, Deborah Jackson of Taylor Mill, Bonnie Gross of Cincinnati, Connie Brock of Gainesville, Fla., Pam Thompson of Florence, Victoria Nagel of Bucyrus, Ohio, Judy Hart of Waterbury, Conn., and Wanda Perez of Fellsmere, Fla.; a stepson, Robert Hollan of Warsaw, Ind.; sisters, Kathleen Williams of Cincinnati and Thelma Studer of Loveland, Ohio; 23 grandchildren; and 10 great-grandchildren.

Norma Mae Ziegler, 86, of Alexandria, died Monday at St. Luke Hospital East in Fort Thomas. She was a homemaker and a member of Alexandria Order of Eastern Star No. 337, and Campbell County Homemakers. Her husband, Karl Ziegler, died in 1988.
Survivors include sons, Joseph W. Ziegler of Southgate and Jack Ziegler of Camp Springs; two grandchildren; and four great-grandchildren.
Services will be at noon Friday at Alexandria Funeral Home.
Visitation will begin at 10 a.m. Friday at the funeral home, with Eastern Star services at 11 a.m. Burial will be in Alexandria Cemetery.
