Campbell Jailer Earl Ping, 'set model'
Former Campbell County Jailer Earl Ping is being recalled as a man of integrity who oversaw construction of a new $3 million jail that has saved money and improved living conditions for inmates.
Mr. Ping, 56, of Highland Heights, died Monday at St. Luke Hospital East in Fort Thomas. He was a member of the Newport Fraternal Order of Police, Big Stef Inc., Newport Elks and the Campbell County Men's Democratic Club.
Mr. Ping had worked at the jail since 1983 and became jailer in 1985. He was re-elected in 1989 and 1993.
Mr. Ping resigned in February 1998 after suffering from prostate and heart problems.
He oversaw construction of the new, 130-bed jail that opened in April 1991 in Newport.
The old jail, which was more than 100 years old, had been the site of numerous escapes, and lawsuits alleged inmates were housed in substandard conditions under the administrators who preceded Ping.
Even before the new jail opened, Mr. Ping, a former banker, set about saving money for the county. Shortly after taking office in 1985, he contracted with the FreeStore/Foodbank in Cincinnati to buy bulk products that were too large or too small for families.
Former Campbell Judge-Executive Ken Paul credited Mr. Ping with saving the county millions of dollars in operating costs during his tenure at the jail.
"He was, in every aspect, a public servant," Paul said.
"He put his whole heart and soul into being at the jail. He went through the worst of times and the best of times at the jail. He set the model that other jailers should look at."
Campbell County Commissioner Roland Vories said Mr. Ping enjoyed being jailer but was a reluctant campaigner because he was low-key and shy.
Still, Mr. Ping, a Democrat, won all of his elections handily because of his honesty, Vories said.
"Earl was a gentlemen, that is the way I would define him," Vories said. "He was a man of his word. If Earl gave you his word, you could count on it."
Campbell County Commissioner Dave Otto met Mr. Ping more than 30 years ago. Otto was 17 when Mr. Ping, than a bank manager in Cincinnati, approved a loan that allowed Otto to buy his first car.
"He was the first guy who took a chance on me with a loan. I've never forgotten that," Otto said.
"He was a soft-spoken, friendly guy," Otto said. "I've never heard him say a bad word about anybody."
Mr. Ping is survived by his wife, Anita Ping; daughters, Krista Grooms of Highland Heights, Renee Bouras of Camp Springs, Lauren Ping of Highland Heights and Michelle Arnzen of Bellevue; his mother, Ruth Tully of Highland Heights; a sister, Phyllis Lawson of Highland Heights; and three grandchildren.
Services will be at 10 a.m. Friday at Radel Funeral Home in Highland Heights, and at noon Saturday at Somerset Undertaking Co. Visitation will be from 4 to 9 p.m. Thursday at Radel Funeral Home, and from 10 a.m. to noon Saturday at Somerset Undertaking Co. Burial will be in Somerset Cemetery.
Marie Jean Bickel, 61, of Burlington, died Friday at her home. She was a homemaker and a member of Richwood Presbyterian Church in Walton and Epsilon Delta Phi Sorority.
Survivors include her husband, Donald Bickel; a daughter, Lanae Nakamura of Canyon Lake, Calif.; her mother, Nellie Noe of Penrose, Colo.; a brother, Duane Noe of Longmont, Colo.; a sister, Elnor Rush of Penrose, Colo.; and two grandchildren.
Memorial services will be at 6 p.m. Thursday at Richwood Presbyterian Church. Stith Funeral Home, Florence, is handling arrangements.
Krista Renee Cox-Heras, 26, of Covington, was found dead Sunday in rural Campbell County. She was an office cleaner with Lakeside Place Cleaning Co.
Survivors include her parents, Danny and Mary Halenkamp Cox of Covington; a son, Nicholas Cox of Covington; sisters, Jennifer Lynn Cox and Allison Catherine Cox, both of Covington; and grandparents, Catherine and Robert Halenkamp of Lakeside Park and Frances and William Cox of Covington.
Services will be at 11 a.m. Friday at Middendorf-Bullock Funeral Home, Covington. Visitation will be from 9 a.m. Friday at the funeral home. Burial will be in Mother of God Cemetery, Fort Wright. Edna L. Darbro, 76, of Carrollton, died Tuesday at Green Valley Health and Rehabilitation Center in Carrollton. She was a retired nurse's aide with Methodist Evangelical Hospital in Louisville and a member of Beechwood Baptist Church in Louisville. She attended First Apostolic Church, Carrollton.
She was a member of Disabled American Veterans Hi-Land 89 Division and American Legion Post No. 89, both in Louisville, and was a founding member of the American Legion Citizens Flag Honor Guard.
Survivors include a nephew, Donald W. Kindoll of Carrollton.
Services will be at 11 a.m. Friday at Tandy-Eckler-Riley Funeral Home, Carrollton. Visitation will be from 5 to 8 p.m. Thursday at the funeral home. Burial will be in Ghent Masonic Cemetery.
Donna Deschaine, 40, of Florence, died Sunday in Boone County. Arrangements are pending at Chambers and Grubbs Funeral Home, Florence.
Dr. Don H. Frickman, 73, of Taylor Mill, died Sunday at his home. Dr. Frickman practiced internal medicine at a Campbell County practice started by his grandfather in 1896. He was associated with Speers Hospital in Dayton and St. Luke Hospital East, Fort Thomas. He retired in 1987, after 31 years as a physician.
Dr. Frickman was a violist with the Cincinnati Community Orchestra, the Cincinnati Chamber Players and the Friday Evening String Trio at the Doll House Restaurant in Cincinnati. He was a Navy veteran.
He was a member of the American and Kentucky medical associations, the American College of Physicians and the Cincinnati Society of Internal Medicine.
Survivors include a daughter, Janet Frickman Rosing of Cincinnati; sons, Thomas K. Frickman of Taylor Mill, Jay Paul Frickman of Charleston, S.C., and Don Randall Frickman of Fort Thomas; and 10 grandchildren.
Services will be at the convenience of the family. Visitation will be from 5 to 8 p.m. Thursday at Muehlenkamp-Erschell Funeral Home, Fort Thomas. Burial will be in Evergreen Cemetery, Southgate. Memorials are suggested to St. Luke Hospital East, 85 N. Grand Ave., Fort Thomas, Ky. 41075.
Alvin John Goetz, 88, of Erlanger, died at 1:42 a.m. Sunday at Bethesda Northern Hospital, Cincinnati. He was a carpenter with Building Crafts of Wilder, and a member of the Catholic Order of Foresters. He was vice president of the Ohio Valley Carpenters Union Local No. 698, Cincinnati and was responsible for initiating the union's first pension plan.
His wife, Lucille Gibson Johnson Goetz, preceded him in death.
Survivors include a daughter, Juanita Reser of Milford, Ohio; sons, Victor Goetz of Taylor Mill and Gregory Goetz of Erlanger; sisters, Martha Sandfoss and Dolores Miller, both of Highland Heights, and Mary Ann Boden of Cold Spring; eight grandchildren; and eight great-grandchildren.

Lois King Klette, 59, of Flat Lick, formerly of Newport, died Tuesday at her home. She was a retired factory worker and a member of Faith Tabernacle Church in Barbourville.
Survivors include son, Walter King of Flat Lick and Joseph Wayne King of St. Peters, Mo.; her mother, Bonnie Elam King of St. Peters; a sister, Earlene Carter of Taylor Mill; brothers, Barney King of Flat Lick, J. B. King of Mount Washington, Don King of Lebanon, Ohio, and Rondall King of Tulsa, Okla.; and four grandchildren.

Jerome A. Kohrs, 76, of Florence, died Monday at his home. He was a machinist with Monarch Tool and Manufacturing Co., Covington, a member of Mary Queen of Heaven Church in Erlanger, and an Army veteran of World War II.
Survivors include his wife, Bettie Kohrs; sons, Jerry Kohrs Jr. of Richwood, Gary Kohrs of Burlington and Mark Kohrs of Florence; daughters, Pamela Hallbach of Hamilton, Ohio, and Susan Kraemer of Maysville; brothers, Joseph Kohrs of Newport, Edwin Kohrs of Bellevue, and Ralph Kohrs and Paul Kohrs, both of Fort Thomas; sisters, Rita Bedel of Erlanger, Doretta Hicks of Covington and Mary Watson of Glendale, Ohio; eight grandchildren; and one great-grandchild.

Edward G. "Buck" Ober, 78, of Latonia, died at 9:35 p.m. Monday at St. Elizabeth Medical Center North, Covington. He was a retired machinist with General Electric in Cincinnati, and a member of Holy Cross Church, Latonia. He was a member of American Legion Post No. 203, Latonia, an Army veteran, and a member of the 239th Engineers Battalion. His wife, Velara Irene "Sis" Ober, died in 1991.
Survivors include sisters, Betty Lou McGaha of Falmouth and Lola Edith Curd of Sierra Vista, Ariz.

Mildred Reid, 89, of Ryland Heights, died Tuesday at her home.

Christopher Andrew Rice, 19, of Fort Mitchell, died Monday at Children's Hospital, Cincinnati. He was a student at Xavier University, and was active in coaching youth sports at Blessed Sacrament Church, Fort Mitchell.
Survivors include his parents, Mary Aurelia Rabe Rice and Glenn E. Rice Sr. of Fort Mitchell; brothers, Glenn E. Rice Jr. and Daniel Rice, both of Fort Mitchell, and David Rice of Walton; sisters, Aurelia M. Rice and Jennifer A. Rice, both of Fort Mitchell; and grandmother, Mary McCafferty Rice of Lakeside Park.
