Robert Held, helped Falmouth in flood, raised prize beagles
When floodwaters rolled over Falmouth in 1997, Robert C. Held Jr. of Cold Spring helped residents put their lives back together.
A civil engineer with the Kentucky Department of Transportation, Mr. Held oversaw the repair and replacement of drainage pipes and helped set up tie-back walls designed to keep water off roadways.
He also helped set up a trailer park to provide temporary shelter for people whose homes were damaged or destroyed.
Mr. Held for weeks operated out of a mobile home in Falmouth with other state workers, earning him recognition from the Federal Emergency Management Agency.
Mr. Held, 33, died Saturday at Christ Hospital in Cincinnati.
Mr. Held was a native of Bellevue. He graduated second in his class from Bellevue High School in 1984, winning honors that included math awards.
Mr. Held worked 10 years with the Department of Transportation.
He owned Owl Creek Kennels in Cold Spring and was a past president and treasurer of the Greater Cincinnati Area Beagle Club. He is a member of the Greater Cincinnati Area Beagle Club Hall of Fame.
Working with the dogs gave him "the satisfaction of being able to train beagles to become a champion line," said his mother, Nancy Millard Held of Cold Spring.
"He prided himself in the trophies that they won."
Mr. Held also traced blood lines for the beagles and shared the information with other interested dog owners.
He served as vice president and treasurer of the Fifth District Federation League of Kentucky Sportsmen and was a member of the American Rabbit Hound Association and the National Rifle Association.
"He was a very quiet man," said his mother. "Honesty was one of his major traits."
Other survivors include his father, Robert C. Held of Cold Spring; a brother, David Held of Georgetown; sisters, Debbie Russell of Cold Spring and Cindy Stewart of Burlington; and grandmothers, Jennie Held of Mount Washington and Laura Millard of Fort Thomas.
Services will be at 10 a.m. Tuesday at Cold Spring Baptist Church. Visitation will be from 5 to 8 p.m. today at Dobbling Funeral Home in Bellevue. Burial will be in Evergreen cemetery in Southgate.

Harriet L. Barker, 74, of Newport, died at 7:25 a.m. Saturday at her home. She was a sales associate of J. C. Penney Co., Alexandria.
Survivors include her husband, Robert L. Barker of Newport; daughters, Barbara L. Barker of Newport and Linda A. Geer of Fort Thomas; a son, William N. Hebbe of Roswell, Ga.; and four grandchildren.
Services will be at 2 p.m. Tuesday at Muehlenkamp-Erschell Funeral Home, Fort Thomas. Burial will be in St. Stephen Cemetery, Fort Thomas. Memorials are suggested to American Cancer Society, 7730 U. S. 42, Suite C6, Florence, Ky. 41042.
Marjorie Black, 84, of Villa Hills, died at 5:58 p.m. Sunday at St. Elizabeth Medical Center South in Edgewood.
Arrangements are pending at Catchen and Son Funeral Home, Elsmere-Erlanger.
Margaret B. Decker, 82, of Alexandria died at 10:13 a.m. Sunday at St. Luke Hospital, Fort Thomas. She was the retired owner of Decker's Variety Store, Alexandria. Her husband, John M. Decker, died in 1996.
Survivors include sons, James Decker and Jack Decker, both of Alexandria; seven grandchildren; and one great-grandchild.
Graveside services will be at 1 p.m. Tuesday at Alexandria Cemetery. Alexandria Funeral Home is handling arrangements.
Nadine Delaney, 60, of Dayton, died Friday at her home. She was a cashier with the Ameristop store in Dayton and a member of First Presbyterian Church of Dayton.
Survivors include a son, Steven Delaney of Dayton; brothers, Bill Burns, Charles Burns and Ken Burns, all of Dayton, Bud Burns of Cincinnati and Don Burns of Bellevue; sisters, Marsha Allen of the state of California, Jeanie Edwards of Independence, Ruby Topmiller of Latonia, Bonnie Roberts and Phyllis Smith, both of Dayton; and one granddaughter.
Services will be at 10 a.m. Wednesday at Dobbling Funeral Home, Bellevue. Visitation will be from 6 to 8 p.m. Tuesday at the funeral home. Burial will be in Evergreen Cemetery, Southgate. Memorials are suggested to First Presbyterian Church, 800 Ervin Terrace, Dayton, Ky. 41074.
Gordon D. Foreman Sr., 86, of Covington, died at 4:15 p.m. Friday at St. Elizabeth Medical Center North, Covington. He was a former maintenance worker with the city of Covington.
Survivors include his wife, Hazel Foreman; sons, Gordon Foreman Jr. and Charles Foreman, both of Covington; daughters, Betty Jo Kennedy of Covington and Bryna J. Schlueter of Cincinnati; a brother, George Foreman of Cincinnati; sisters, Helen Riedinger Cincinnati and Barbara Hughes of Hillsboro, Ohio; 10 grandchildren; and seven great-grandchildren.
Services will be at 8 tonight at Catchen Funeral Home, Covington. Visitation will begin there at 6 p.m. Burial will be in Floral Hills Cemetery, Taylor Mill.
Seven Lee Grant, 6-day-old son of Stephanie Grant and Ronnie Brown, both of Covington, died Thursday at Children's Hospital in Cincinnati.
Other survivors include grandparents, Douglas and Catherine Grant of Newport and Leroy and Virgie Bentley of Covington; and great-grandmother, Laura Turner of Newport.
Services will be at noon Tuesday at Cooper Funeral Home, Grants Lick. Visitation will begin at 9 a.m. Tuesday at the funeral home. Burial will be at Highland Cemetery, Fort Mitchell.
James Franklin Howard, 70, of Dry Ridge, died Saturday at Grant Manor Nursing Home, Williamstown. He was a truck driver with Ashland Oil Co., a member of the American Quarter Horse Association and an Army Air Corps veteran of World War II. A son, Billy Joe Howard, died in 1952.
Survivors include his wife, Frances Jean Howard; daughters, Debbie Roberts of Crittenden and Brenda Eldridge of Jonesville; his mother, Vera Jones Howard of Winchester; brothers, Bobby Howard, Donald Howard and Norman Howard, all of Cannel City, and David Howard of Dry Ridge; sisters, Faye Bernard of Germantown, Ohio, and Nella Jean Sellars of Winchester; four grandchildren; and one great-grandchildren.

Frank Humlong Sr., 84, of Lexington, formerly of Bracken County, died Saturday at Tanbark Health Care Center, Lexington. He was a retired manufacturing engineer with Wald Manufacturing Co., Maysville, and a member of Central Christian Church, Lexington. A daughter, Jane Hutchins, preceded her in death.
Survivors include his wife, Edna Hill Humlong; sons, Bob Humlong and George Humlong, both of Lexington; a daughter, Joan Humlong of Lexington; a sister, Browder Humlong of Cincinnati; three grandchildren; and two great-grandchildren.

Mary I. Knoeringer, 76, of Carrollton, died at 11:50 a.m. Friday at Carroll County Memorial Hospital. She was an assembly worker with North Key Community Center. Services were this morning at Graham-Dunn Funeral Home, Carrollton. Burial was in Mother of God Cemetery, Fort Wright.
Emma Elizabeth Dreyer Marsh, 90, of Erlanger, died Wednesday at Dallas-Fort Worth Medical Center. She was a homemaker and a member of Corpus Christi Church, Newport. Her husband, Charles W. Marsh, died in 1981.
Survivors include sons, Donald G. Marsh of Grand Prairie, Texas, and Ralph W. Marsh of Erlanger; a daughter, Jacqueline Ann Jones of Newport; brothers, Fred Riehemann of St. Petersburg, Fla.; and Wilbert Riehemann of Fort Mitchell; 12 grandchildren; and 15 great-grandchildren.
Mass of Christian burial will be at 7 p.m. Tuesday at Mary Queen of Heaven, Erlanger. Visitation will be from 5 to 6:30 p.m. Tuesday at Linnemann Funeral Home, Erlanger. Burial will be in St. Stephen Cemetery, Fort Thomas.
William M. Martin, 79, of Latonia, died Friday night at St. Elizabeth Medical Center South, Edgewood. He was the founder of Johnny's Toys. He was a member of Holy Cross Church, Latonia, and the Covington Latin School Alumni Association.
Survivors include his wife, Grace Kahmann Martin; sons, Tom Martin and John Martin, both of Latonia; a sister, Madeline Eichenlaub of Amherst, Mass.; and one grandchild.

Freida Osborne, 73, of Taylor Mill, died at 4 a.m. today at St. Elizabeth Medical Center South in Edgewood.

Garland A. Willoughby, 80, of Edgewood, died at 3:50 a.m. Saturday at River Valley Nursing Home, Butler. He was an accountant with Griffin Industries, Owensboro, and the Navy in Orlando, Fla., and a member of First Baptist Church, Bowling Green. He was an Army veteran of World War II.
Survivors include a daughter, Patricia Arnsparger of Edgewood; a stepson, Jack Reed of Fort Myers, Fla.; five grandchildren; and several great-grandchildren.
Services will be private. Burial will be in Fairview Cemetery, Bowling Green. Elliston-Stanley Funeral Home, Williamstown, is handling arrangements.
Marian Winston, 82, of Taylor Mill, died at 11:50 a.m. Saturday at Christ Hospital, Cincinnati. She was a homemaker and a member of Holy Cross Church, Latonia. Her husband, Wright S. "Bud" Winston III, died in 1991. A daughter, Colleen Winston, also preceded her in death.
Survivors include daughters, Sister Colleen Winston, O.S.B. of Villa Hills, Patricia Suedkamp of Erlanger, Pamela Winston of Covington and Lisa Hughes of Taylor Mill; sisters, Julietta Wiethe of South Pasadena, Fla., Jean Kerkhoff and Mary Frances Hartman, both of Sun City, Fla.; and eight grandchildren.
Memorial Mass of Christian burial will be at 7 p.m. Wednesday at Holy Cross Church, Latonia. Visitation will be from 3:30 to 6:45 p.m. Wednesday at Connley Bros. Funeral Home, Latonia. Cremation was at Hillside Chapel, Cincinnati.
