Judge R. Lester Mullins, served Grant County as teacher, leader
Judge R. Lester Mullins of Williamstown leaves a legacy of public service unique in its scope and variety.
He was a county judge, teacher, school administrator, civic and church leader. He also was a firefighter, conservationist, hospital administrator, banker and farmer.
Judge Mullins died early Thursday at Grant Manor in Williamstown. He was 91.
Grant County Hospital, now called St. Elizabeth Medical Center/Grant County, and the Grant County Public Library are testament to his dedication. Stronger schools and better planned-community development are less tangible but equally important examples of his bequests.
"My dad grew up during the Depression, and he saw so many needs for the people in the area he'd grown up in," said a son, Gordon F. Mullins of Lexington.
"Part of his upbringing was a commitment to community service, and he knew what was necessary to bring about changes."
Judge Mullins was born in Pendleton County and had a farm in Dry Ridge that had been in his family for generations where he raised sheep, dairy cattle and tobacco. He earned a bachelor's degree in biology from Georgetown College in 1931.
Judge Millins worked more than 17 years for Grant County schools, first as a teacher and basketball coach at Crittenden School, then as a principal at Mason School and Dry Ridge High School. He spent the next 20 years as county judge of Grant County, a post his father, the Rev. G.C. Mullins, had held.
He helped modernize the water and sewer system in Williamstown, finance construction of rural water systems, and helped build public housing in Williamstown, where he served years as chief of the city's volunteer fire department.
Judge Mullins worked for better roads throughout Grant County and to bring Interstate 75 through it.
He helped establish the Grant County Joint City-County Planning Commission and pushed for formation of the Northern Kentucky Area Development District, subsequently serving as an executive committee member of the organization.
Judge Mullins worked with local, state and national conservation and wildlife support service organizations, and helped develop Corinth Lake and finance Grant County Park in Crittenden. He was state representative to the National Wildlife Federation, and the state named the Mullins Wildlife Management Area in Crittenden in his honor.
The county named an athletic field in Williamstown Mullins Field.
Judge Mullins was an administrator at Grant County Hospital, chairman of the Northern Kentucky Council on Aging and served on the board of directors of Citizens Bank in Dry Ridge. He was a member of Williamstown Baptist Church, serving as a trustee, building committee member and moderator.
He also was a member of Williamstown Rotary Club, Williamstown Kiwanis, Williamstown Public Housing Authority, Grant County Sportsmen's Club and Kentucky League of Sportsmen, and a life member of the Grant County Chamber of Commerce.
Judge Mullins' wife, Marion "Mernie" Clinkscales Mullins, died in 1996. Survivors include another son, R. Lorin Mullins of Franklin, eight grandchildren and seven great-grandchildren.
Services will be at 2 p.m. Sunday at Elliston-Stanley Funeral Home in Williamstown. Visitation will be from 4 to 9 p.m. Saturday at the funeral home. Burial will be in Hill Crest cemetery in Dry Ridge. Memorials are suggested to Williamstown Baptist Church or St. Elizabeth Medical Center/Grant County in Williamstown.
Lillian M. Alford, 98, of Highland Heights, died at 4:10 a.m. Thursday at Lakeside Place Nursing Home, Highland Heights. She was a homemaker. Her husband, James W. Alford, died in 1990.
Survivors include a son, William C. Alford of Highland Heights; daughters, Margaret Hardy of Alexandria, Alma Chalk of Versailles and Dorothy Lemos of Highland Heights; sisters, Virginia Glass and June Hensley, both of Union, and Betty Fugate of Brooksville; eight grandchildren, seven great-grandchildren and two great-great-grandchildren.
Services will be at 4 p.m. Sunday at St. Luke Lutheran Church, Cold Spring. Visitation will begin there at 3 p.m. Sunday. Burial will be in Alexandria Cemetery. Memorials are suggested to St. Luke Lutheran Church Building Fund, 3917 Alexandria Pike, Cold Spring, Ky. 41076. Alexandria Funeral Home is handling arrangements.
John W. Cole, 77, of Covington, died at 1:08 p.m. Wednesday at St. Elizabeth Medical Center South, Edgewood. He was a retired Ford Motor Co. worker in Cincinnati and a member of Pohlmann-Linnemann VFW Post No. 1484 in Park Hills. His wife, Opal Cole, died in 1982.
Survivors include sons, Floyd W. Cole and John E. Cole, both of Covington, and Richard Cole of Perry, Ga.; a daughter, Donna Endicott of Covington; sisters, Geraldine Mueller of Houston and Lucille McKinney of Taylor Mill; 17 grandchildren and 31 great-grandchildren.
Services will be at 10:30 a.m. Saturday at Allison and Rose Funeral Home, Taylor Mill. Visitation will be from 4 to 8 tonight at the funeral home. Burial will be in Floral Hills Cemetery, Taylor Mill.
Louise Conrad, 93, of Walton, died at 8:25 a.m. Thursday at Highlands of Ft. Thomas nursing home.

George E. Magly, 90, of Ft. Thomas, died at 2:56 p.m. Wednesday at St. Luke Hospital East, Ft. Thomas. He was a retired wholesale jeweler, and a member of Southgate Optimist Club and John R. Little VFW Post No. 3186, Southgate. Mr. Magly was a member of the 1929 World Champion Pleasant Ridge semi-pro baseball team. His wife, Mildred Magly, died in 1975.
Survivors include a daughter, Charlene Erler of Crittenden; a brother, Harold Magly of Sardinia, Ohio; sisters, Mildred Valerius and June Parker, both of Cincinnati, and Marian MacKenzie of Ripley, Ohio; two grandchildren and six great-grandchildren.

Peggy McAlpin, 50, of Lakeside Park, died at 3:31 p.m. Thursday at St. Elizabeth Medical Center South, Edgewood.
She was a member of Blessed Sacrament Church, Ft. Mitchell, and a volunteer for many charities in the community.
Survivors include her parents, Jack and Jane McAlpin of Villa Hills; and a brother, Craig McAlpin of Crescent Springs.

Dianne A. Cruse Meconio, 52, of Covington, died at 11:50 a.m. Wednesday at Highlands of Ft. Thomas Nursing Home in Ft. Thomas. She was a retired industrial technician with Advo Co., Florence, and a volunteer with Senior Citizens of Northern Kentucky. She was a member of St. Augustine Church, Covington.
Survivors include sons, Joe Greatorex and Carroll Martin, both of Florence, and Anthony Meconio of Seattle; brothers, Thomas Cruse of Tampa, Fla., and Richard Cruse of Newport; sisters, Patricia Simon of Newport, Lila Downey of Celina, Ohio, Terry Craig of Florence, Beverly Clayton of Cincinnati, Irla Hollander of White Oak, Ohio, and Mary Cruse and Anna Szabo, both of Columbus, Ohio; and three grandchildren.

Ronda Jo Myers, 39, of Cynthiana, died Wednesday from injuries suffered in an auto accident. She was a Rexroth Pneumatics Division employee, and a member of Kingdom Hall of Jehovah's Witnesses.
Survivors include a son, Taylor Reed Myers of Harrison County; daughters, Amiee Hope Lail of Lexington and Laurel LeAnn Lail of Harrison County; her parents, Ronald Stephen Davis of Cincinnati and Janet Ishmael Parsons of Berry; sisters, Leslie Denise Fisher of Falmouth, Kathy D. Brooks and Charla Marie Nunnelly, both of Cynthiana, and Ramona Dean Williams of Butler; and two grandchildren.

Betty Rider Skinner, 64, of Pendleton County, died at 1 a.m. this morning at her residence.

Carletta Wolfe Smith, 64, of Alexandria, died Tuesday at St. Elizabeth Medical Center North, Covington, of cancer. She was a nurse with St. Luke Hospital East in Ft. Thomas, caring for cancer patients and most recently for Olsten Nursing Service. She also had been a nurse with Speers Hospital in Dayton, Pendleton County Hospital in Falmouth, and Jewish Hospital in Cincinnati. She was a member of Cold Spring Baptist Church and Pendleton County Country Club.
Survivors include her husband, Jack Smith; a daughter, Jackie Kyle of Ft. Thomas; her mother, Hilda Auchter Wolfe of Falmouth; sisters, Geri Hampton of Ft. Thomas and Paula Wolfe of Alexandria; brothers, Boyd Wolfe, Kevan Wolfe and Donnie Wolfe, all of Falmouth, Clarence Wolfe of Butler and Rick Wolfe of Bellevue; and one grandson.

Steve Smith, 43, of Alexandria, died Wednesday at St. Luke Hospital East, Ft. Thomas. He was a member of St. Mary Church, Alexandria, and a former owner of Claryville Inn. He was president of the Claryville Social Club, a member of Knights of Columbus No. 5220 in Alexandria and a member of Campbell County Men's Democratic Club.
Survivors include his father, John Smith of Alexandria; sisters, Terry Gentry and Robin Smith, both of Alexandria; and a brother, Patrick Smith of Alexandria.

Eunice Switzer, 77, of Florence, died Tuesday at St. Elizabeth Medical Center South, Edgewood. She was owner of Vanity Beauty Shop, Erlanger, and a member of New Life Church, Cincinnati.
Survivors include a daughter, Jan Barker of Edgewood; a son, Larry Ford of Burlington; a sister, Mayme Black of Florence; five grandchildren and four great-grandchildren.
Services will be at 10 a.m. Monday at Linnemann Funeral Home, Burlington. Visitation will be from 2 to 5 p.m. Sunday at the funeral home. Burial will be in Forest Lawn Cemetery, Erlanger.
Eugene John Talbert, 69, of Latonia, died at 11:45 p.m. Wednesday at Rosedale Manor, Latonia. He was a retired shear operator with R. A. Jones & Co., Kenton County.
Survivors include his wife, Reva Roberts Talbert; sons, Gene Talbert and Thomas Talbert, both of Covington, and Stephen Talbert of Newport; daughters, Linda Doherty of Taylor Mill and Joan Talbert of Latonia; brothers, Robert Talbert of Covington and Donald Talbert of Hebron; and six grandchildren.
