Bryan Armstrong, Post alum 'true professional'

Bryan Armstrong, a sixth-generation journalist who became the first public relations director for the Kentucky Community and Technical College System, died Thursday at his home in Frankfort. He was 45.

Before joining state government, Mr. Armstrong worked 12 years for The Cincinnati Post and The Kentucky Post in a variety of positions, including state editor and Frankfort Bureau chief.

"He was very smart and conscientious, and he loved his job, " said John C.K. Fisher, a former colleague of Armstrong's at The Kentucky Post and now a field supervisor for the Kentucky Human Rights Commission in Covington.

"He was a true professional."

Mr. Armstrong, a native of Lexington and a graduate of Western Kentucky University, came from a long line of newspaper people, said his father, Donald Armstrong of Shelbyville. Bryan Armstrong's grandmother, Francele "Skeet" Armstrong, and father both worked for The Henderson Gleaner, which his great-grandfather had bought years earlier.

His son naturally gravitated to the profession, Donald Armstrong said, bagging internships in Tampa and Louisville before taking his first job out of college at The Kansas City Times, where he worked on neighborhood editions.

Mr. Armstrong joined The Cincinnati Post in 1983 as a copy editor. He moved to The Kentucky Post in 1988 and served as night city editor, state editor and graphics editor/news before becoming Frankfort Bureau Chief in 1994.

When he became an editor, he approached his task "with a dictionary in one hand and a calculator in the other, " Don Armstrong said. "He never took anything for granted. He checked to make sure things were correct. That's a rare trait."

Fisher recalled being assigned to do a color story about University of Kentucky fans cheering for their team in the NCAA tournament. He planned to do interviews at a sports bar in Covington, he said, "but Bryan told me to go to find a place in Florence and one in Newport, too, so that we'd have people from all three of our counties. And he told me to do it in person, not on the phone, so I could get some atmosphere.

"He demanded the best of himself, and therefore of everyone else, " Fisher said. "He wanted it to be authentic."

Mr. Armstrong left The Post in 1995 to become a media relations aide in the first administration of Gov. Paul Patton. He later was appointed director of public relations for the Kentucky Cabinet For Workforce Development

Mr. Armstrong signed on to be chief spokesman for the fledgling community and technical college system soon after it was created by the Kentucky General Assembly in 1997.

Surviving in addition to his father are a daughter, Lauren E. Armstrong of Bowling Green; a son, Seth L. Armstrong of Frankfort; his parents, his mother, Anne B. Armstrong of Shelbyville; and a sister, Catherine A. "Kitty" McAllister of Frankfort.

Services will be at 11 a.m. Monday at Shannon Funeral Home, Shelbyville. Visitation will be from 4 to 7 p.m. Sunday at the funeral home. Burial will be in Grove Hill Cemetery.

Memorials are suggested to the Bryan L. Armstrong Scholarship Fund for KCTCS, 2624 Administration Park Drive, Lexington, Ky. 40512.

Toy Blair Ballard, 71, of Williamstown, died Thursday at St. Elizabeth Medical Center South, Edgewood. She was a former hospital lab technician at St. Elizabeth Medical Center Grant County in Williamstown, a member of Dry Ridge Baptist Church and attended Williamstown United Methodist Church.

Survivors include her husband, Donald Ballard; sons, Donald Parker Ballard of Dry Ridge and Steven Kent Ballard of Williamstown; and three grandchildren.

Services will be at 2 p.m. Sunday at Elliston-Stanley Funeral Home, Williamstown. Visitation will begin there at noon Sunday. Burial will be in Williamstown Cemetery. Memorials are suggested to Grant County Animal Shelter, 218 Barnes Road, Williamstown, Ky. 41097.

Princess Berkley, 81, of Sparta, died Thursday at her home. She was a homemaker and a member of Sparta Baptist Church. Her husband, James W. Berkley, died in 1988. A daughter, Connie Jo Berkley, died in 1986.

Survivors include daughters, Linda Stephenson of Sparta and Phyllis Smith of Warsaw; sisters, Wilma Webster and Hazel Jones, both of Carrollton; and two grandchildren.

Services will be at 11 a.m. Monday at Carlton-Lowder Funeral Home, Warsaw. Visitation will be from 5 to 8 p.m. Sunday at the funeral home. Burial will be in Warsaw Cemetery.

Marie Blackaby, 87, of Florence, died at 6:22 p.m. Wednesday at her home. She was a retired welder with Wadsworth Electric Co. Her husband, Elden Blackaby, died in 1980. A son, Ermon Blackaby, died in 1940.

Survivors include daughters, Joan Jones of Erlanger, Jeanette Gullett of Berry, Jeneva Hanser and Joyce Kincaid, both of Florence; sons, Joseph Blackaby of Cynthiana, James Blackaby of Alexandria and Jerry Blackaby of Independence; sisters, Bernice Bergett of Covington, Flo Hafer of Erlanger and Hattie Ballman; brothers, Charles Elliott of Ryland Heights, Thomas Elliott of Newport, John Elliott of Crittenden and Stanley Elliott of Atlanta; 27 grandchildren, 62 great-grandchildren and six great-great-grandchildren.

Services will be at 2 p.m. Monday at Don Catchen and Son Funeral Home, Elsmere. Visitation will begin there at noon Monday. Burial will be in Highland Cemetery, Fort Mitchell.

Marie Carmella Chilelli Cahill, 77, of Independence, died Friday at her home. She was a homemaker and a member of St. Patrick Church, Taylor Mill. Her husband, Joseph Cahill, died in 2003.

Survivors include daughters, Debbie Sheanshang and Denise Barnes, both of Independence, Donna Bogenschutz of Florence and Barbara Jo Mulvaney of Edgewood; a sister, Carmela Schabell of Highland Heights; a brother, Ralph Chilelli of Alexandria; and five grandchildren.

Mass of Christian burial will be at 11 a.m. Monday at St. Patrick Church, Taylor Mill. Visitation will be from 3 to 6 p.m. Sunday at Chambers and Grubbs Funeral Home, Independence. Burial will be in St. Cecilia Cemetery, Independence. Memorials are suggested to St. Patrick Church Building Fund, 3280 Mills Road, Taylor Mill, Ky. 41051; or American Diabetes Association, 745 W. Main St., Suite 150, Louisville, Ky. 40202.

Harold D. Chipman, 67, of Glencoe, died Friday at his home.

He was a retired employee of General Motors, Cincinnati, and a member of Ten Mile Baptist Church, Glencoe.

Survivors include his wife, Clara Chipman; daughters, Donna Meginn of Fayetteville, Ga., Dina Pepper of Florence and Denise Chipman of Latonia; his mother, Hallie Slaughter of Owenton; brothers, James Chipman of Monterey and Lowell Slaughter of Florence; sisters, Beulah Combs of Harrodsburg and Rose Case of Cincinnati; five grandchildren and a great-grandchild.

Services will be at 11 a.m. Tuesday at Carlton-Lowder Funeral Home, Carrollton.

Visitation will be from 5 to 8 p.m. Monday at the funeral home. Burial will be in Napoleon Cemetery.

Memorials are suggested to the American Cancer Society, 6612 Dixie Highway, Suite 2A, Florence, Ky. 41042.

William L. Dramer, 92, of Newport, died Thursday at his home.

He was a bartender retired from Glenn Schmidt Bowling Alley, Newport, and an Army veteran of World War II.

His wife, Ruth Dramer, died in 1989.

A daughter, Marilyn Bishop, died in 1999.

Survivors include a daughter, Audrey Pitakos of Wilder; seven grandchildren, 13 great-grandchildren and 13 great-great-grandchildren.

Services will be at noon Monday at Fares J. Radel Funeral Home, Newport. Visitation will begin there at 10 a.m. Monday. Burial will be in Evergreen Cemetery, Southgate. Memorials are suggested to Senior Services of Northern Kentucky, 798 Saratoga St., Newport, Ky. 41071; or Brighton Center, 125 W. Eighth St., Newport, Ky. 41071.

Mildred Hatfield, 82, of Newport, died Thursday at Baptist Convalescent Center, Newport.

She was a homemaker.

Her husband, Marvin Hatfield, died in 2000.

Survivors include sons, Del Hatfield of Houston, Larry Hatfield and Jeff Hatfield, both of Cincinnati, Greg Hatfield of Alexandria and Jerry Hatfield of Southgate; a daughter, Melda Hirth of Fort Thomas; a sister, Ruth Campbell of Orlando, Fla.; a brother, Howard West of Brooksville; 12 grandchildren and two great-grandchildren.

Services will be at 10 a.m. Tuesday at Fares J. Radel Funeral Home, Newport. Visitation will be from 4 to 8 p.m. Monday at the funeral home.

Burial will be in Concord United Methodist Church Cemetery, Brooksville.

Memorials are suggested to Concord United Methodist Church Building Fund, 3293 Bladeston Drive, Brooksville, Ky. 41004.

Joseph C. Heuser, 88, of Independence, died at 7:15 p.m. Thursday at St. Charles Care Center, Covington. He was a retired tool and die maker with Nutone, Cincinnati, a member of St. Cecilia Church in Independence and an Army veteran. His wife, Ruth Marie Heuser, died Jan. 19.

Survivors include sons, Bob Heuser of Crestview Hills, Steven Heuser of Walton and Gary Heuser of Independence; 10 grandchildren and seven great-grandchildren.

Mass of Christian burial will be at 11 a.m. Monday at St. Cecilia Church. Visitation will begin there at 9 a.m. Monday. Burial will be in St. Mary Cemetery, Fort Mitchell. Memorials are suggested to Alzheimer's Disease Association, 644 Linn St., Suite 1026, Cincinnati, Ohio 45203. Swindler and Currin Funeral Home, Independence, is handling arrangements.

Joseph W. Kircher, 64, of Covington, died at 8:37 a.m. Friday at Manor Care Health Center, Cincinnati. He was a clerk with the U.S. Postal Service and an Army veteran. There are no immediate survivors.

Mass of Christian burial will be at 10 a.m. Tuesday at St. Benedict Church, Covington. Burial will be in Mother of God Cemetery, Fort Wright. Middendorf-Bullock Funeral Home, Covington, is handling arrangements.

Judy L. Prewitt, 48, of Covington, died at 7:51 p.m. Monday at St. Elizabeth Medical Center North, Covington. She was a secretary with Sullivan Electric Co., Cincinnati.

Survivors include her husband, James Prewitt; daughters, Amber Prewitt and Crystal Prewitt, both of Covington; and a sister, Mary S. Harney of Independence.

Services will be at the convenience of the family. Cremation will be at Hillside Chapel, Cincinnati. Don Catchen and Son Funeral Home, Covington, is handling arrangements.

William B. Rekers, 84, of Taylor Mill, died at 11:07 p.m. Thursday at his home. He was a retired machinist with R.K. LeBlond Machine Tool Co., a former life squad and volunteer fireman with Taylor Mill Fire Department, and a member of St. Anthony Church, Taylor Mill. He was a former member of the Civil Conservation Corps.

Survivors include his wife, Kathleen Kinman Rekers; sons, Ray Rekers of Villa Hills, Richard Rekers of Erlanger and Steve Rekers of Morning View; a daughter, Colleen Messamer of Independence; six grandchildren and four great-grandchildren.

Mass of Christian burial will be at 11 a.m. Monday at St. Anthony Church, Taylor Mill. Visitation will be from 2 to 5 p.m. Sunday at Swindler and Currin Funeral Home, Latonia. Entombment will be in St. Mary Mausoleum, Fort Mitchell. Memorials are suggested to St. Elizabeth Hospice Unit, 401 E. 20th St., Covington, Ky. 41014; or St. Anthony Church, 485 Grand Ave., Taylor Mill, Ky. 41015.

Irene Bowling Solomon, 79, of Erlanger, died at 11:40 a.m. Thursday at St. Elizabeth Medical Center South, Edgewood.

She was a retired supervisor with the Internal Revenue Service in Covington and was a dance instructor at the Elsmere, Covington and Campbell County senior citizen centers.

She attended Church of God of Crescent Springs.

Survivors include her husband, Tom Solomon; a daughter, Karla Wright of Lebanon, Tenn.; sons, Dennis Solomon of Hebron and Ken Solomon of Villa Hills; sisters, Mary Ellen Vaught of Newport, Alecia Hancock of Vancouver, Wash., Beulah Wells of Fredericksburg, Va., and Vada Thacker of Crescent Springs; brothers, Darrell Bowling of Hasty, Ark., and Ray Bowling of Harrison, Ark.; six grandchildren and five great-grandchildren.

Services will be at noon Monday at Middendorf-Bullock Funeral Home, Erlanger. Visitation will begin there at 10 a.m. Monday. Burial will be in Floral Hills Cemetery, Taylor Mill. Memorials are suggested to Elsmere Senior Citizens Center, 179 Dell St., Elsmere, Ky. 41018.

Ruth West Starks, 68, of Verona, died Friday at her home.

She was a homemaker and a member of New Bethel Baptist Church, Verona.

Her husband, William Earl Starks, died in 1994.

Survivors include daughters, Patricia Blackburn of Verona and Sherri Knipper of Florence; sons, William Anthony Starks of Villa Hills and Randall E. Starks of Crescent Springs; sisters, Katherine Freeman of Cincinnati, Claudia Peters and Jennie Shelton, both of Alexandria, Mattie Brummett of Tennessee and Lois Shelton of Falmouth; brothers, Frank West of Belton, S.C., George Shelton and Henry Shelton, both of South Carolina, Don Shelton of Cincinnati and Jerry Shelton of Jellico, Tenn.; 11 grandchildren and 11 great-grandchildren.

Services will be at 11 a.m. Tuesday at New Bethel Baptist Church. Visitation will be from 5 to 8 p.m. Monday at the church. Burial will be in Highland Cemetery, Fort Mitchell. Memorials are suggested to Hospice of Northern Kentucky, 1403 Alexandria Pike, Fort Thomas, Ky. 41075.

Kenneth Michael Temke, 45, of Alexandria, died at 8:35 a.m. Thursday at St. Luke Hospital East, Fort Thomas.

He was a service agent with Avis at the Cincinnati/Northern Kentucky International Airport and was a volunteer fireman for the Alexandria Fire Department.

Survivors include his wife, Rhonda R. Temke; a son, Andrew Temke of Alexandria; a daughter, Rebecca Temke of Alexandria; his mother, Jane Temke of Cincinnati; sisters, Sharon Hunt of Taylor Mill, Lisa Temke and Karen Warrum, both of Cincinnati; brothers, Gary Temke, Joseph Temke, Kevin Temke and Stephen Temke, all of Cincinnati; and a stepbrother, Tom Coby of Cincinnati.

Mass of Christian burial will be at 10 a.m. Monday at St. Mary Church, Alexandria. Visitation will be from 2 to 6 p.m. Sunday at Alexandria Funeral Home. Burial will be in St. Mary Cemetery, Alexandria.

Sonya M. Yokely, 33, of Florence, died at 10:30 p.m. Thursday at St. Elizabeth Medical Center South, Edgewood.

Survivors include her mother and stepfather, Bobbie and J.R. Sebastian of Cold Spring; her father, David Yokely of Covington; and brothers, Gary Hardy Jr., David Charles and Brian Charles, all of Covington.

Services will be at 5 p.m. Sunday at Don Catchen and Son Funeral Home, Covington. Visitation will begin there at 3 p.m. Sunday. Cremation will be at Hillside Chapel, Cincinnati.
