Carl J. Ruh, wheelchair never slowed him down
He stood tall in the face of adversity -- as a history teacher, county sheriff, state legislator, worksite safety commissioner, and tireless advocate for handicapped people.
And he did it all from the wheelchair he used much of his life, after suffering from polio.
Carl J. Ruh, 88, died at St. Elizabeth Medical Center-South in Edgewood Thursday.
Ruh was elected to the state legislature in the '60s' and '70s. He was a four-term state representative and a two-term state senator.
He also served twice as Kenton County sheriff, and was a 10-year Occupational Safety and Health Administration commissioner.
"He really worked hard for the people of Northern Kentucky, " his son, Joe Ruh of Fort Mitchell, said.
Ruh, a longtime Democrat, stayed active in the Northern Kentucky political scene long after his official service ended.
"Many people would come to ask advice on how to run elections, " his son said.
Fort Mitchell councilwoman Kathy Groob said Ruh served as an adviser to her during her recent state Senate campaign.
"He called me and gave me advice. He sort of coached me, " she said. "He was a remarkable person."
Judge William Schmaedeke, who took over Ruh's seat in the Kentucky house, said he was the perfect example of someone refusing to be slowed down by a disability.
"Carl loved and thrived on politics, " said Schmaedeke. "We were of different parties but I had a lot of respect for him because he thoroughly enjoyed his service to the community. He did a great deal for the people here."
Josephine, his wife of just over 50 years, died in 1995.
"Her legs were my legs, " Ruh once said of his wife's door-to-door campaigning on his behalf.
Jack Hicks, a former Post reporter who covered Ruh's political career, described him as a very forceful man.
"He made several speeches from the House floor, " said Hicks. "He was a very popular politician in the area."
Joe Ruh said his father was interested in tourism and worked to improve the state's park system while in office, and to ensure that handicapped parking was available at public buildings.
Ruh also had interests outside of politics. His son said he was interested in amateur radio.
"He did for a long time, I remember it since I was a child. He communicated with people all over the world, " he said.
Ruh was also a former educator at Covington Catholic, where he taught history and political science. His son said Ruh was the school's first lay teacher.
Ruh was a member of Blessed Sacrament Church in Fort Mitchell.
In addition to Joe Ruh, he is survived by a daughter, Karen Johnson of Melbourne.
