Martha Boughner, public servant
As clerk of Campbell County Fiscal Court and executive secretary to Judge-Executive Ken Paul, Martha Carole Conolly Boughner was on the front lines of every controversy, development, action and reaction.
"But she never talked about county business. If things were confidential, they were confidential, " Paul said.
Mrs. Boughner died at 10 a.m. Thursday at University Hospital in Cincinnati from injuries suffered in a fall at her home. She was 59.
"She was the right hand of county government, " said Paul. "She was part of the rock foundation of this county. She was part of the reason we have had the successes we've had."
Paul appointed Mrs. Boughner clerk 12 years ago, shortly after he was elected.
She had been a legal secretary for two politically active lawyers in a Cincinnati firm.
"If she could work with two strong attorneys in the political fires of Cincinnati, I figured she could deal with county business, " Paul said.
Mrs. Boughner was experienced in dealing with top-level executives and government leaders.
She and her husband, Raymond Boughner, met in 1962 when she was a foreign-service secretary working in Beirut, Lebanon, and he was a Marine assigned to the American embassy.
He was assigned to pick her up and bring her to the embassy on her first day on the job.
They married
and moved to North Carolina. In January 1968, they moved to Southgate. They had three children.
"She took care of the kids at home while they were young, " said her husband.
When she decided to go back to work, she became a legal secretary.
"She was full of life. She was always smiling, " her husband said.
"When our granddaughter turned 14 this year, she took her on a trip to New York City. They went to the theater and the big restaurants. She promised "A trip you'll never forget, ' " Mr. Boughner said. "She was a great lady."
Paul called her the definition of a public servant.
"She is not replacable. She handled all the court records, fielded all the citizens' calls. She was my right hand, " he said. "She had loyalty to the county and loyalty to the citizens."
To her, the job didn't end at 5 p.m. She recently had taken on the task of codifying all the the county ordinances on her own time.
"She said there was no reason to spend county money, " Paul said. "It was something that needed to be done, and she knew how to do it. She had an old-school work ethic.
"Whatever the job was, she gave 110 per cent. She was kind and considerate to everyone.
"No matter how irate a citizen got, she was extremely caring and professional. She treated everyone with respect. I never heard her ever say a negative word about anybody."
Mrs. Boughner was a member of St. Therese Church, Southgate, and the Southgate Fire Department Ladies Auxiliary.
She had been preparing for her family's Christmas celebration Tuesday, wrapping packages at their Southgate home until close to midnight, said her husband. Shortly after midnight she fell down the basement stairs.
"I assume she was going down to make sure the doors were locked, " he said.
She was rushed to St. Luke Hospital in Ft. Thomas and then to University Hospital with severe head injuries.
Besides her husband, survivors include a daughter, Barbara Dainczyk of Bellevue; sons Charles Boughner of Morrow, Ohio, and David Boughner of Wilder; and three grandchildren.
Mass of Christian burial will be at 11 a.m. Tuesday at St. Therese Church, Southgate, with visitation from 4 to 8 p.m. Monday at Dobbling Funeral Home, Ft. Thomas. Burial will be in St. Stephen Cemetery, Ft. Thomas.

Charles B. Ball, 56, of Covington, died Thursday at his residence. He was a switchman for Newport Steel, an Army veteran and a member of Madison Pike Church of God, Covington.
Survivors include his wife, Rose Mary Proctor Ball; sons, Charles Martin Ball and William Michael Ball of Covington; sisters, Doris Ann Brown and Beverly Carol Smith of Orlando, Ky.; and three grandchildren.
Services will be at 7 p.m. today at Chambers and Grubbs Funeral Home, Independence, with visitation from 5 p.m. Burial will be in Briarfield Cemetery, Mt. Vernon.
Lucille Benton, 92, of Walton, died at 6 p.m. Wednesday at her home. She was a member of the Walton Baptist Church.
Services will be at 1 p.m. Monday at Turpin Funeral Home, Richmond. Visitation will be from 3 to 7 p.m. Sunday at Chambers and Grubbs Funeral Home, Walton, and from 11 a.m. to 1 p.m. Monday at Turpin Funeral Home, Richmond. Burial will be at Richmond Cemetery.
David Gerard Benzinger, 42, of Edgewood, died Thursday in Tulsa, Okla. Arrangements are pending at Middendorf-Bullock Funeral Home, Erlanger.
James L. Bryant, 53, of Newport, died Wednesday at St. Luke Hospital East, Ft. Thomas. He was an employee of Fischer Special Manufacturing, Cold Spring.
Survivors include his wife, Austie M. Bryant; a son, Gary Bryant of Newport; stepdaughters, Mary Field of Centerville, Mass., and Diane Conrad of Walton; his mother, Dora Mae Bryant of Walton; brothers, Coy Bryant of Newport and Rick Bryant of Walton; sisters, Faye Carter of Moores Hill, Ind., Dorothy King of Independence, Linda Trapp of Walton and Barbara Davidson of Norwood, Ohio; and six grandchildren.
Services will be at 1 p.m. Monday at Alexandria Funeral Home, with visitation from 4 to 8 p.m. Sunday. Burial will be in Grand View Cemetery, Mentor.
William "Wild" Cain, 41, of Ryland Heights, died Tuesday at his home. He was a disabled construction worker.
Survivors included his wife, Rita Cain; sons, Tony Cain of Covington and Jason Cain of Ryland Heights; a daughter, Melissa Cain of Ryland Heights; his father, William Cain of Erlanger; his mother, Barbara Zeeks of Covington; brothers, Danny Cain, Ronnie Cain and Scott Cain of Covington; sisters, Carol Stulz and Cindy Stevens of Covington; two grandchildren.
Services will be at noon Monday at Allison and Rose Funeral Home, Taylor Mill, with visitation from 10 a.m. and burial in Floral Hills Cemetery, Taylor Mill.
James D. Clifton, 54, of Erlanger, died Wednesday at his residence. He was the owner of Gillespie's Towing Service, Erlanger, and an auxiliary policeman for the city of Erlanger.
His wife, Jo Ann Clifton, died in 1996. Survivors include sons, Rob Clifton and Chad Clifton of Florence; a daughter, Kim Chalfant of Union; brothers, Clarence Clifton of Erlanger and Plummer Clifton of Union; a sister, Alice Moore of Florence; and six grandchildren.

Wilma Crawford, 80, of Ft. Thomas, died Friday at St. Luke Hospital East, Ft. Thomas. Arrangements are pending at Peoples Funeral Home, Falmouth.
Ruth Mildred Cruse, 85, of Ft. Thomas, died Thursday at the Highlands of Ft. Thomas. She was a homemaker and a member of Christ Church United Church of Christ, Ft. Thomas, and the Young at Hearts Club. Her husband, Wilbert Cruse, died in 1996. Survivors include daughters, Beverly Rath and Cynthia Engle of Ft. Thomas; a sister, Edna Luthringer of Ft. Thomas; seven grandchildren; seven great-grandchildren.

Rudolph P. Enslen, 87, of Newport, died Tuesday at his residence. He was the former owner of Enslen's Fine Foods in Ft. Thomas and a member of St. John's United Church of Christ, Newport. His wife, Irene Enslen, died in 1988.
Survivors include nieces, Karen Schnell of Ft. Thomas, Linda Yungbluth of Union and Laura Lee Davis of Columbus, Ohio; and a nephew, Howard Enslen Jr. of Mirmar, Fla.

John E. Gosney, 86, of Bellevue died Friday at River Valley Nursing Home, Butler. He was a retired technician for Liebel/Flarsheim Co., Cincinnati, an Army veteran and a former member of the Bellevue Vets.
His wife, Helen Nadine Frazier Gosney, died in 1993. Survivors include daughters, Nancy Boberg and Nan Sue Daniele of Bellevue; three grandchildren; five great-grandchildren.

Walter W. Graszus Jr., 74, of West Union, Ohio, formerly of Ludlow, died Thursday at his residence. He was retired from the Army.
Survivors include a daughter, Helga Pochna of Stamford, Conn.; a sister, Vivian Tanner of Ludlow; and a granddaughter.
Services will be at 3 p.m. Sunday at Brooke-Lafferty-Wallace and Thompson Funeral Home, Peebles, Ohio, with visitation from 1 p.m. Burial will be in Locust Grove Cemetery, Peebles.
Donald Greene, 57, of Newport, died Wednesday at the Communicare of Clifton Nursing Home, Cincinnati. A carpenter, he was a member of Newport Lodge No. 120 F&AM, Newport; Hiram Consistory Lodge No. 32, Covington; and Aleikum Temple No. 96, Covington.
Survivors include his wife, Bernice Buck Greene; sons, Timothy Greene of Los Angeles, Douglas Greene of Newport and Donald Greene and Nigel Greene of Covington; daughter, Charrsis Greene of Los Angeles; four stepsons; one stepdaughter; brothers, Willie Greene of New port and Albert Greene of Cincinnati; sisters, Rosetta Kemp and Eloise Daniels of Newport, Lavinia Cox of Covington.

Mildred M. Hale, 90, of Villa Hills, died at 1:10 p.m. Tuesday at Madonna Manor nursing home. She was a homemaker.
Her husband, Hobart Hale, died in 1995. Survivors include a son, Buford Hale of Ghent; daughters, W. Jean Horn of Florence and Glenda L. Spade of Cincinnati; sisters, Georgie Sergeant of Covington, Minnie Elliott of Mississippi and Rose Daly of Louisville; 18 grandchildren.

Helen W. Hemphill, 92, of Bromley, died at 1:30 p.m. Wednesday in Covington. She was a homemaker and a member of the Ludlow-Bromley Seniors, the Navy Mothers of Northern Kentucky and the Grandmothers Club of Covington. Her husband, Charles J. Hemphill, died in 1980.
Survivors include a son, James B. Hemphill of Hollywood, Fla.; daughters, Jeannette Pitts of Cincinnati, Irene Steele of Covington, Margaret Wolf of Vero Beach, Fla.; sisters, Augusta Heminghaus and Myrtle Goodall of Cincinnati, Dorothy Simpson of Covington; 11 grandchildren; 26 great-grandchildren.

Dorothy M. "LuLu" Herbold, 86, of Fairfield, Ohio, formerly of Covington, died Thursday at Mercy Hospital Fairfield. She was a homemaker, a member of the First Presbyterian Church, Portsmouth, Ohio, and a member of the Order of the Eastern Star Chapter No. 424, Portsmouth. Her husband, Edward C. Herbold, died in 1987.
Survivors include a son, Steven Herbold of Forest Park, Ohio; a sister, Virginia Wachs Jansen of Butler; two grandchildren; one great-grandchild.

James Dale Hutchison, 53, of Ft. Thomas, died at 11 a.m. Thursday at Veterans Administration Nursing Home, Ft. Thomas. He was a surveyor with Peabody Coal Co., Madisonville, and a member of the Multiple Sclerosis Society, Chapter 4460. He was an Army veteran.
Survivors include daughters, Joanne Hutchison of Washington, D.C., and Judith Hutchison of Ft. Josephine Jordan, 85, of Covington, died Wednesday at St. Elizabeth Medical Center
North Hospice Unit, Covington. She was a retired seamstress for the former Clarion Hotel in Cincinnati. Her husband, James Ray Jordan, died in 1978.
Survivors include a son, Patrick Jordan of Pendleton County; daughters, Katherine Hartman McCoy and Margaret Ann Jones of Covington and Bonita Bowman of Butler; sisters, Margaret Cable of Zachariah and Learline McClure of Stanton; 30 grandchildren; 35 great-grandchildren; and 11 great-great-grandchildren.

Rev. Jack Reffitt McClure, 70, of Leesburg, Fla., formerly of Union, died at 12:50 p.m. Thursday at Orlando Regional Medical Center, Orlando, Fla. He was a Baptist minister who had served as pastor at First Baptist Church, Grenco Springs, Fla.; Calvary Baptist Church, Lakeland, Fla., and Big Bone Baptist Church, Union. He also had worked as a real estate broker and insurance agent.
Survivors include his wife, Ann V. McClure; sons, Timothy R. McClure and David R. McClure of St. Petersburg, Fla.; a stepson, Michael F. Veith of Orlando, Fla.; stepdaughters, Melissa Hall of Ft. Allene B. Moreland, 84, of Butler, died Thursday at St. Luke Hospital East, Ft. Thomas. She was a retired teacher for the Campbell County school system. She also taught in the Newport and Pendleton County school systems and was a member of the Flour Creek Christian Church, Butler.
Her husband, Ralph Moreland, died in 1988. Survivors include sons, Ronald Moreland and Thomas H. Moreland of Falmouth and Daniel R. Moreland of Butler; a daughter, Margie Kay Robinson of Butler; a brother, Lytle Houston of Foster; a sister, Doris Browning of Erlanger; 13 grandchildren; and 15 great-grandchildren.

Darrell Joseph Mullins, 24, of Union, died Thursday at Children's Hospital Medical Center, Cincinnati. He was a student and a member of the Big Bone Baptist Church, Union.
Survivors include his parents, Darrel and Lela Rowe Mullins of Union; and his grandfather, Oscar Mullins of Burlington.

Robert Oaks, 64, of Brooksville, died Thursday at St. Luke Hospital East, Ft. Thomas. He was a retired sanitation supervisor for Kroger Manufacturing, Cincinnati. He was an Air Force veteran of the Korean War.
Survivors include his wife, Patricia Dian Oaks; sons, Robert Lee Oaks of Brooksville and John Richard Oaks of Hawaii; a daughter, Peggy Sue Holder of Brooksville; sisters, Betty Green and Helen Pendergrass of Tennessee; two grandchildren.

Stella May Ogg, 73, of Florence, died Tuesday at Woodspoint Nursing Home, Florence. She was a retired clock assembler at Cincinnati Time Clock Co. and a member of the Violet Ridge Church of Christ, Crittenden. Her husband, Carl Ogg, died in 1985. A son, Edgar Wayne Dugger, died in 1996.
Survivors include a daughter, Sandra Glenn of Florence; sons, Steven Kells and Jeffrey Ogg of Dry Ridge; a brother, Edgar Logan Colston of Bellevue; a sister, Lee Franklin Bell of Falmouth; nine grandchildren; three great-grandchildren.
Services will be at 10:30 a.m. today at Chambers and Grubbs Funeral Home, Walton, with visitation from 9:30 a.m. Burial will be in Independence Cemetery.
Johann Ott, 61, of Cold Spring, died Tuesday at St. Luke Hospital East, Ft. Thomas. He was a shoemaker for Dr. Scholl's for 25 years.
Survivors include his wife, Hermine Ott; a daughter, Sonja Decker of Alexandria; sons, Rudi Ott of Lakeside Park and Manfred Ott of Edgewood; his mother, Klara Speider of Chicago; sisters, Erwine Volltrauer of Bull Shoals, Ark., Monika Knapp of Morrison, Ill., Erika Volltrauer of Englishtown, N.J.; brothers, Joseph Ott of Germany, Freddy Ott of Hanover Park, Ill., Gerhard Ott of Streamwood, Ill.; and four grandchildren.

Christine Smith, 81, of Owenton, died Thursday at the Owenton Manor Nursing Home, Owenton. She was a retired secretary for the Owen County Attorney's Office, where she worked for 37 years. She was a member of the Cedar Hill Baptist Church, Owenton.
Survivors include a brother, Carl Smith of Owenton.

Dorothy Yourell, 84, of Park Hills, died Wednesday at the Highlands of Ft. Thomas. She was a retired secretary for the 3M Co., Cincinnati, a member of the American Business Women's Association and a volunteer at St. Elizabeth Medical Center North, Covington.
Her husband, Robert Yourell, died in 1995. Survivors include a sister, Henrietta Klare of Latonia.
Mass of Christian burial will be at 10 a.m. Monday at St. Agnes Church, Ft. Wright, with visitation 8:30 to 9:30 a.m. at Middendorf-Bullock Funeral Home, Covington.
