Clark Millard, director of facility for homeless
Clark Eugene Millard Jr. knew little about social-service programs when he became house director about 10 years ago of Charlie's House, a transitional housing center for homeless men in Cincinnati's Over-the-Rhine neighborhood.
He did know about alcoholics, though: He was one himself who at that point had been sober for 10 years. He also knew about organizing from his days as a United Auto Workers Union representative at the General Motors plant in Norwood, Ohio.
Mr. Millard, who died Sunday at age 62 at his home in Butler, used that skill and experience to build Charlie's House from a floundering agency with two buildings and five clients to what it is today: a five-building facility that serves 52 clients.
"He spent 10 years working very hard, and it's really rolling now, " said Mr. Millard's sister-in-law, Debbie Roller of Butler.
Clients at the house have to be in Alcoholics Anonymous, have to refrain from drinking or taking drugs and have to pay for their keep, Roller said. Hundreds have used the program to help them make the difficult transition from the streets back to being productive members of society, with jobs and homes.
"He saved so many lives, he touched so many lives, " Roller said of Mr. Millard.
One of those men will give a eulogy at Mr. Millard's funeral on Friday.
Mr. Millard was a police officer in Dayton before he went to work for General Motors. At the time of his death, he was a volunteer for two fire departments: Wilder and North Pendleton. He was treasurer of the former and helped to get the latter started.
He also served a term on the Wilder City Council in the 1990s. He was an Army veteran.
He was a member of the Bob White Club, Claryville, and Mentor Baptist Church, Mentor. He was a 20-year member of Alcoholics Anonymous.
