Franklin Lee Chandler, state highway worker
Franklin Lee Chandler's name may not have been known beyond his family and friends, but the Independence man's 30 years with the Kentucky Transportation Cabinet benefited much of Northern Kentucky.
Mr. Chandler was the man at the wheel of the snowplow, clearing the roads during winter blizzards.
He was the man mounting signs on the highway, alerting motorists of blacktop maintenance ahead.
And Monday, he was the man who suffered fatal injuries when he was hit by a car on Ky. 8 just east of Amsterdam Road in Villa Hills, while flagging traffic for a work crew marking drop-off zones caused by erosion of the Ohio River bank.
"I think he took his work seriously, but I can't really say we considered it a hazardous job, " Mr. Chandler's wife, Nancy Chandler, said Tuesday.
"We were aware that whenever he was out with cars on the highway, it had the potential to be dangerous.
"But Frank was just an easygoing guy who liked being outside and working with the guys."
Franklin Chandler died Tuesday morning at University Hospital in Cincinnati. He was 58.
Mr. Chandler grew up in the Newport area and worked for the state Transportation Cabinet virtually his entire adult life, his wife said.
She said she and her husband bought a camper last year and subsequently enjoyed two summers of camping at the Eagle Valley Camping Resort near Sparta.
"He liked the location and the charm of the campground, and the friends that we made over the course of time, " Mrs. Chandler said.
The Chandlers celebrated their 20th wedding anniversary in June.
She cried when asked to describe him, but insisted on answering the question.
"He was the most sensitive gentleman I've ever known, " she managed, haltingly.
In addition to his wife, Mr. Chandler is survived by a son, Brian Timmers of Independence; sisters, Elsie Young of Milford, Ohio, Dorothy Christian of Melbourne and Della Hirth of Hebron; and a brother, Roy Becraft of Cold Spring.
Services will be at 11 a.m. Friday at the Middendorf-Bullock Funeral Home in Erlanger.
Visitation will begin there at 10 a.m. Friday.
Burial will be in Forest Lawn cemetery in Erlanger.

Wayne Franklin Arrasmith, 99, of Union, died Sunday at Ivy Woods Nursing Home, Cincinnati. He was a farmer, a member of Big Bone Baptist Church and an Army veteran of World War II.
Survivors include a brother, Robert Arrasmith of Warsaw, nieces and nephews.
Services were at noon today at Chambers and Grubbs Funeral Home, Florence. Burial was in Big Bone Cemetery, Union. Memorials are suggested to the charity of the donor's choice.
Annie Lou Baker, 85, of Covington, died Tuesday at Northern Kentucky Care and Rehabilitation Center, Highland Heights. She was a homemaker and a member of Epworth Methodist Church, Covington. Her husband, Oliver, Baker, died in 1973. A son, Ronald Baker, died in 1999.
Survivors include sisters, Rosalie Keller of Chicago and Pauline Thompson of Port Lavaca, Texas; and two grandchildren.

Lonnie Browning, 65, of Falmouth, died Tuesday at his home.
Arrangements are pending at Woodhead Funeral Home, Falmouth.
Jack K. Collins Sr., 89, of Fort Thomas, died at 3:30 a.m. Tuesday at Veterans Hospital, Cincinnati. He was a retired auto service manager with Robke Chevrolet, Covington, a past president of River Ridge Park in Rabbit Hash and a member of Northern Kentucky Saddle Club. He was an Army veteran of World War II and the Korean War. His wife, Garnet Zimmerman Collins, died in 1998.
Survivors include a son, Jack Collins Jr. of Alexandria; a stepson, Chuck Daunt of Butler; a stepdaughter, Kay Peterson of El Cajon, Calif.; a brother, Gordon Collins of Wilder; four grandchildren and three great-grandchildren.
Services will be at 11 a.m. Friday at Muehlenkamp-Erschell Funeral Home, Fort Thomas. Visitation will begin there at 9 a.m. Friday. Burial will be in Evergreen Cemetery, Southgate.
Abigail Taylor Daugherty, 61, of Park Hills, died Friday at her home. She was a teacher with Mildred Dean, Two Rivers and Fourth and Sixth district schools.
Survivors include her husband, Tom Daugherty; a father, Robert Garland Taylor of Bowling Green; a son, John Thomas Daugherty Jr. of Amelia, Ohio; daughters, Samantha Daugherty Bucher of Fort Thomas, Sally Lindsley of Amelia, Ohio, and Kathryn Taylor Daugherty of Covington; a brother, Robert Garland Taylor Jr. of Louisville; and six grandchildren.

Lizzetta C. Herzog Gutzwiller, 87, of Cincinnati, formerly of Covington, died Aug. 13 at her daughter's home in Cincinnati. She worked at McAlpin's tea room in downtown Cincinnati and a member of St. Lawrence Church, Cincinnati.
Survivors include her husband of 57 years, Robert Gutzwiller; daughters, Joyce Fuller of Cincinnati and Janet Brown of Covington; brothers, Frank "Bud" Herzog of Fort Wright, William Herzog, Richard Herzog and Paul Herzog, all of Covington; sisters, Mary Murphy, Rita Kramer and Jo Ann Hacker, all of Covington; seven grandchildren, 18 great-grandchildren and two great-great-grandchildren.

Thomas Jude Hart, 74, of Erlanger, died Monday at St. Elizabeth Medical Center South, Edgewood. He was a retired employee of Northern Air Freight in Hebron, a member of St. Henry Church in Elsmere and an Army veteran. His wife, Mary Louise Hart, died in 2000.
Survivors include a son, Dr. Thomas K. Hart of Louisville; a daughter, Coleen Hart Spaulding of Florence; sisters, Patricia Kennedy of Lawrenceburg, Ind. and Peggy Hoffer of Lakeside Park; and six grandchildren.

Ethel J. Hoffman, of Cincinnati, formerly of Covington, died Sunday at Mercy Franciscan Hospital, Western Hills campus, Cincinnati. She was a clerk with Elder Beerman department stores.

Thelma Louise Kennedy, 81, of Bellevue, died Monday at her home. She was a homemaker.
Survivors include her husband, Edward F. Kenney; sons, Edward L. Kenney of Red River Valley, Mo., and Joseph Kenney of Dayton; a daughter, Jane Wallace of Florence; a brother, Joseph Kennedy of Missouri; a sister, Betty Ramsey of Hudson, Fla.; seven grandchildren and 29 great-grandchildren.

William Howard Lloyd, 84, of Warsaw, died Tuesday at Norton Audubon Hospital, Louisville. He was a mechanic and an Army veteran of World War II.
Survivors include a son, Darrell C. Lloyd of Sanders; daughters, Lynn Skirvin of Warsaw and Mary Lou Robinson of Sanders; a sister, Margaret Kirkpatrick of Burlington; six grandchildren, 14 great-grandchildren and two great-great-grandchildren.

Evelyn Martha McElfresh, 87, of Erlanger, died Monday at Village Care Center, Erlanger. She was a homemaker and a member of Erlanger Baptist Church. Her husband, Charles A. McElfresh Sr., died in 1995.

John W. Overwine, 76, of Latonia, died at 11:25 p.m. Monday at Rosedale Manor, Latonia.
He was a retired warehouse supervisor with Cincinnati Economy Drug Co., a member of Mother of God Church in Covington and an Army veteran of World War II.
Survivors include his wife, Eleanor Wagner Overwine; a son, John Overwine of Cincinnati; a daughter, Jean Ann Overwine Buring of Hebron; a sister, Mary "Boots" Ryan of Covington; and nine grandchildren.

Francis M. Stambaugh Jr., 88, of Marietta, Ga., formerly of Lakeside Park, died at 5:35 p.m. Sunday at Heritage of Sandy Plains Care Center in Marietta. He was a retired commercial kitchen designer with General Electric Corp., an elder of Lakeside Christian Church in Lakeside Park and an Army Air Force veteran of World War II. His wife, Virginia M. "Ginny" Weiss Stambaugh, died in 1982.
Survivors include sons, Harry C. Stambaugh of Marietta and Mark T. Stambaugh of Lakeside Park; a brother, Paul Stambaugh of Fort Lauderdale, Fla.; three grandchildren and a great-grandchild.

Charles Truesdell, 69, of Deer Park, died Sunday at his home. He was a restaurant manager.
