James Crowell, Kenton County sheriff, fire chief and salesman

James Earl Crowell was never one to seek attention.

However, his efforts to help the community through public service over the years made anonymity impossible.

Working under his father for seven years as a volunteer firefighter at the Elsmere Fire Department, Mr. Crowell eventually served as chief from the late 1960s to the mid-'70s.

While pulling volunteer duty at the fire department, Mr. Crowell also served as a deputy sheriff in Kenton County, a position he held for 16 years until he was elected sheriff in a landslide victory in 1978.

He did all that while holding a regular job as an insurance salesman and the owner of an apartment complex.

"He was always very proud to be given the opportunities he had, " said Stacy Fisher, a daughter living in Monterey, Calif.

"He never took anything for granted. He would always go out of his way to give you anything you needed."

Mr. Crowell, 78, of Erlanger, died Sunday at St. Elizabeth Hospice Unit, Covington.

He was a retired employee of Metropolitan Life Insurance Co.

He was also a member of Ralph Fulton VFW Post No. 6423 in Elsmere and Apostolic Church of God, Alexandria.

He was a Navy veteran of World War II.

On one occasion during his four years as sheriff, Mr. Crowell even talked an escaped prisoner off the Suspension Bridge. His daughter said he took pride in his ability to talk and reason with people, which is why he never carried a gun while in office.

Mr. Crowell retired from office after his term was up in 1982, only to return to law enforcement in 1983 as a deputy jailer, a position he held until 1986.

"He wanted to treat everyone fairly and equally, " his daughter said. "He was a big man with a big heart."
