Mr. Clarke served in the Kentucky House of Representatives and two terms as Mason County attorney. He also was a special circuit judge and a leader in the Democratic Party for many years.
He was active in the local Chamber of Commerce for 39 years and helped establish Maysville Community College and Fleming-Mason Airport.

"He expected a lot from his associates and from his family, and he gave it all back."
Mr. Clarke lost an arm in a hunting accident when he was 14 years old.

"He had more energy than anybody I've ever known. He could do more with his one hand than most people can do with two. If he was ever afraid, I was never aware of it."
