He was a native of Gastonia, son of the late Carl Whitby and Beatrice Brunnemer Welch Sr., Navy veteran of World War II, served from 1943-1946, member of Rotary Club, held state offices in Jaycees, member and chairman of St. Andrews Public Service Commission from 1957-1963, member of Holy Trinity Lutheran Church, Gastonia, lived most of his life in Charleston, S.C., area, moved to Pelzer after retirement.
