CAROL HANDEL BLUM, 65, and LEONARD BLUM, 71, of Fair Lawn died Friday in a car accident in Florida. She had been a medical insurance claim secretary. Before retiring, he was a manager in the rental-car business in New York City. He was an Army veteran of World War II. Both were members of Congregation B'nai Israel, Fair Lawn. ROBERT W. BREMER, 74, of Clifton died Saturday. Before retiring in 1989, he was a diamond setter for T & W Setting Co., Union, where he worked for 32 years. A Coast Guard veteran of World War II, he was a member of American Legion Post 8 and Veterans of Foreign Wars Post 6487, both in Clifton. He was a member of the Environmental Commission and the Clean Communities Commission and was past president and treasurer of the Allwood Civic Association, all in Clifton. He was a volunteer for the DIAL program at St. Brendan R.C. Church, Clifton. He was former treasurer of Boy Scout Troop 22 and the Democratic Club, both in Clifton. JOHN F. DECKER, 86, of Wyckoff died Saturday. Before retiring in 1975, he worked for Garden State Farms, Wyckoff, for 30 years. He was a member of the Cedar Hill Christian Reformed Church, Wyckoff, where he served as a deacon and elder. He also was a member of the Seniors of Faith Reformed Church. He was an Army veteran of World War II, receiving the Purple Heart and Bronze Star. Before retiring in 1974, he was vice president and trust officer of First National Bank of Totowa, where he worked for more than 50 years. He was a 1931 graduate of Lafayette College, Easton, Pa., and attended the Stonier Graduate School of Banking at Rutgers University and the New Jersey Banking Association School of Public Relations. He also taught at the American Institute of Banking. He was an Army veteran of World War II. He was treasurer of the Wyckoff YMCA, president of the Northern New Jersey Fiduciary Club, and a member of the High Mountain Golf Club, Franklin Lakes, and Activities Unlimited, Wyckoff.
