Mr. Copenhaver was born in Beggs, Okla., on Jan. 31, 1926, the son of Anthony L. and Margaret Copenhaver. He graduated from Muskogee High School, Muskogee School of Business, and attended Northeastern State College at Tahlequah. During World War II, Gene served with honor in the South Pacific with the 11 Airborne Division, Company C 1st Battalion 511 Parachute Infantry and received numerous decorations, including three Purple Hearts for combat wounds so severe that he was medically discharged in January 1946. His lengthy stay in the Army hospital ignited a passion for veterans' rights for which he devoted the rest of his life.
His advocacy for veterans began in the Muskogee Regional Office of the Veterans Administration immediately after his discharge in 1946. In 1952, Gene transferred to the Oklahoma State Veterans Department where he was appointed as a field representatives for northeastern Oklahoma. His distinguished service as champion for veterans' affairs prompted promotion to hospital administrator of the Oklahoma Veterans Center in Sulphur in 1957. Much of his time in this position was spent before congressional committees in Washington D.C. advocating veterans' rights and as an adviser to the writing of the nation's laws governing veterans' affairs. Gene was recognized as one of the national leaders in the development of medical and domiciliary facilities for veterans, specifically in providing services to those veterans requiring hospital and nursing care. Gene served in this post until his appointment as state director of the Oklahoma Department of Veteran Affairs in 1978. He was the first director to negotiate and obtain appropriated funds to build the first new veterans center in Claremore since the inception of the State Veterans Department. He remained as state director, overseeing all affairs for Oklahoma veterans, until his retirement after 37 years of service in 1983. Although formally retired, advocacy for veterans' affairs remained paramount in Gene's life and continued until his illness in 1999.
Throughout his life, Gene continued to serve and support all mean and women of our armed services from World War I to the Gulf War. One of his proudest moments was to participate in the Vietnam Veterans War Memorial March in Washington D.C. for the dedication of ³The Wall.² He was a life member to the Veterans of Foreign Wars, as well as the Disabled American Veterans where he served as the Financial Officer, Chairman of the Finance Committee, and Junior Vice President at the state level. He was a life member of the Military Order of the Purple Hearts serving as Legislative Officer for Chapter 568 and remained a life member in The American Legion. He served in numerous concurrent positions, including President of the National Association of State Veterans Homes and as a member of the Executive and Legislative Committee of the National Veterans Homes Association.
In addition to his veterans activities, Gene was a pre-eminent leader in his local community. As a member of the Chamber of Commerce, Kiwanis Club, United Fund, and the Southern Oklahoma Development Organization, he served in many capacities. After his retirement from the state, he served as city manager for both Sulphur and Davis. Wherever Gene resided, he was appointed special deputy sheriff assisting local authorities whenever called upon.
Throughout his life, Gene strived to inspire and assist the young people of his community to be the best that they could possibly be at any endeavor or challenge they chose to accept. He not only coached boys and girls baseball and softball teams, but was also involved with numerous local youth groups and organizations where he served as a chaperone, counselor, and mentor to all that knew him. Gene was an avid music lover and always supported live music, helping many young musicians throughout Oklahoma. Although his biological family was small, Mr. ³C² will be remembered best as the patriarch of an extended family. Once you were his friend, you were his family.
Gene is survived by Bobba L., his wife of 55 years, and their three sons and daughters-in-law; Eugene L. Jr. and Alice Copenhaver of Midwest City, Mike and Susie Copenhaver of Tulsa, and Dave and Melissa Copenhaver of Midwest City.
In lieu of flowers, memorial contributions may be made in Gene's name to any chapter of the Military Order of the Purple Hearts, Disables American Veterans, or Veterans of Foreign Wars.
