Born Oct. 6, 1942 in Carbondale to Lula Belle Ellisworth Richardson of Harford and the late George Richardson, she was executive director of the Perry County Literacy Council and former executive director of the Tri-County Easter Seals Society with 20 years of service.
Mrs. Steiner was a former employee of Bodwell Co. of Harrisburg, a former Avon representative, a consultant to the Pennsylvania Department of Education and was affiliated with the Pennsylvania Association of Adults/Continuing Education (PACE).
She was a graduate of Mountain View High School, Kingsley and attended Keystone Junior College in La Plume, Penn State Harrisburg and Harrisburg Area Community College.
She was a member, elder and treasurer at St. Peter's United Church of Christ, Landisburg RR 1 and served in many phases of the United Church of Christ. She also was a former Future Homemaker of America and a member of the American Arabian Horse Association.
Besides her mother, she is survived by her husband, Dale Steiner; two daughters, Janet L. Winermiller of Carlisle and Linda Dale Daubert of Shermans Dale; two brothers, George Richardson and Gerald Richardson, both of Harford; two sisters, Esther Patterson of Nicholson and June Bishop of Montrose; and six grandchildren.

Donald E. Whitcomb, 66, of Carlisle, did Saturday, Nov. 15, 1997 in his home.
Born Jan. 10, 1931 in Mechanicsburg, he was a son of Elizabeth Loudon Whitcomb of Mechanicsburg and the late Clarence O. Whitcomb.
Retired from Superfresh Markets, Mr. Whitcomb was a member of First United Methodist Church of Mechanicsburg and was a U.S. Marines veteran who served in the Korean War.
In addition to his mother, surviving are his wife, Emma Jane Whitcomb; three brothers, J. Benson, Rodney L. and Alfred L., all of Mechanicsburg; and a sister, Venita K. Wilson of Mechanicsburg.
The Rev. Donald J. Ciampa and the Rev. Wendall S. Junkin will officiate at Tuesday's service. Burial will be in Cumberland Valley Memorial Gardens, West Pennsboro Township.

Debra E. Bender, 45, of 140 Meadow Drive, Shippensburg, died Monday, Nov. 17, 1997 at the home of her sister in Fannettsburg.
Born Dec. 22, 1951 in Carlisle, she was the daughter of the late Harry J. and Mary Jane Hershey Bender.
She attended Blue Mountain Brethren In Christ Church, Newburg.
She is survived by a son, Edward J. Bender of Waynesboro; two sisters, Bonnie K. Keck of Fannettsburg and Vicki J. Fernandez of Clarksville, Tenn.; and a number of aunts and uncles.
Funeral services will be held at 11 a.m. Thursday in Fogelsanger-Bricker Funeral Home, Shippensburg with the Rev. Marlin Neil officiating.
Friends may call from 10 to 11 a.m. Thursday at the funeral home. Burial will be in Spring Hill Cemetery, Shippensburg.
James J. Colbert Sr., 90, of Kansas City, Kan., formerly of Carlisle, died Monday, Nov. 17, 1997.
Born Oct. 14, 1907 in Philadelphia to the late Brigid O'Brien and Thomas Colbert, he was the widower of Marie Carroll Colbert, who died in 1991 after 53 years of marriage.
He was a pioneer in the electronics crystal business, serving as founder and chairman of the board of Electronics Crystal Corp. of Kansas City until his retirement in 1982.
He began his business career as an industrial engineer with Western Electric Corp. During World War II, Mr. Colbert and his team produced highly specialized crystals for ship-to-shore and plane-to-base communications to serve the war effort.
After the war, Mr. Colbert and his family moved to Carlisle, where he was a founder of the Reeves-Hoffman Corp. Then in 1951, he joined Wright Electronics in Kansas City and later became a vice president of Midland Wright.
A member of Queen of the Holy Rosary in Overland Park, Kan. and then St. Ann's in Prairie Village, Kan., he was also active throughout his life with St. Vincent de Paul and the Salvation Army. He served on the Board of Governors of Carlisle Country Club, sang in the St. Patrick's Men's Choir of Carlisle and coached in the Carlisle Little League.
He was also a member of the Kansas City Seniors Golf Association and the father of Senior PGA tour professional Jim Colbert Jr. of Las Vegas, Nev.
Besides his son, he is survived by two daughters, Carroll C. Logsdon of Sewickley and Joan C. Muehlberger of Shawnee, Kan.; 11 grandchildren; and eight great-grandchildren.
He is preceded in death by four brothers.
Friends may call today from 4 to 7 p.m. at the Amos Family Chapel, 10901 Johnson Drive, Shawnee, Kan., with the rosary recited at 6:45 p.m.

James C. Devlin, 87, of Cumberland Crossings Retirement Community, formerly of Somerset, died Monday, Nov. 17, 1997 in the community.
Born Dec. 4, 1909 in New Salem, he was the son of the late Walter and Mary Rodgers Devlin and the widower of Helen B. Devlin.
He was a graduate of Redstone High School, Fayette County, and the University of Notre Dame. He was a special agent for the Northwestern Mutual Life Insurance Co. He was a member of St. Patrick Catholic Church, Carlisle.
Surviving are three sons, J. Dennis of Pittsburgh, Michael B. of Carlisle and H. Barrett of Wilson, N.C.; a brother, Girard of Bucksport, Maine; and six grandchildren.
He was preceded in death by a daughter, M. Juliette Milanese.
A memorial mass will be celebrated at 10:30 a.m. Thursday in St. Patrick Shrine Church, 140 E. Pomfret St., Carlisle, with the Rev. Joseph T. Scanlin officiating.
Burial will be at the convenience of the family in the St. Patrick Cemetery, North Middleton Township. There will be no viewing or visitation.

Charles R. Herchelroath, 75, of Shiremanstown, died Monday, Nov. 17, 1997 at Polyclinic Hospital, Harrisburg.
Born Feb. 16, 1922 in Columbia, son of the late Paul Herchelroath, he was a retired aircraft mechanic for the New Cumberland Army Depot.
A member of St. Joseph's Catholic Church and West Shore Knights of Columbus Chapter 4068, he was a U.S. Army veteran of World War II.
He is survived by his wife, Rejane Y.; two sons, Charles R. of Camp Hill and Mark A. of Germantown, Md.; a brother, John of Harrisburg; seven grandchildren; and one great-granddaughter.
Mass of Christian burial will be celebrated at his church on Thursday at 11 a.m.
Friends may call from 7 to 9 p.m. Wednesday in Myers Funeral Home, Mechanicsburg. There will be an 8 p.m. rosary service.

Peter Hysick Sr., 140 W. Church Ave., Carlisle, died Monday, Nov. 17, 1997 at ManorCare Health Services, Carlisle.
Born on July 21, 1905 in McAdoo, he was the son of the late Michael and Mary Krindpot Hysick. He was retired from the former Carlisle Tire and Rubber Co.
Surviving are his wife, Arlene Wrightstone Hysick; three sons, Stephen M. and Peter Jr. of Carlisle and Edward E. of Shippensburg; three daughters, Bertha Minnich of Carlisle, Susan Hurley of Royalford and Sandra Weller of Shippensburg; five sisters, Annie Canifield of McAdoo, Tina Flatko and Helen Gaurdio of Hazelton, Mary Smerz of Long Island, N.Y. and Julia Fries of Port Pierce, Fla.; a brother, Robert of Austin, Texas; 12 grandchildren; and three great-grandchildren.
Services will be held at 2 p.m. Wednesday at Hoffman-Roth Funeral Home, 219 N. Hanover St., Carlisle, with the Rev. Sharon F. Kelly officiating.
Burial will be in Westminster Memorial Gardens, North Middleton Township.

George F. Rosenberry, 93, a resident of Shippensburg since 1989 and formerly of Chambersburg, died Monday, Nov. 17, 1997 in Shippensburg Health Care Center.
Born April 2, 1904 in Letterkenny Township, Franklin County, he was a son of the late George and Anna Monighan Rosenberry.
He retired in 1968 from the Chambersburg Engineering Co., where he had worked for 45 years. He was a charter member of the Open Door Church, Chambersburg.
He is survived by his wife, Verna I. Bishop Rosenberry; a daughter, Betty C. Sherman of Shippensburg; a grandson; two great-grandchildren; and a number of nieces and nephews.
He was preceded in death by six brothers and six sisters.
Funeral services will be held Wednesday at 2 p.m. in Fogelsanger-Bricker Funeral Home, Shippensburg, with the Rev. Keith Skilton and the Rev. Arthur Brown officiating.
Burial will be in Lincoln Cemetery, Chambersburg. Friends may call from 1 to 2 p.m. Wednesday at the funeral home.
