He was a member of Montvue Baptist Church and retired Battalion Chief of the Morristown Fire Department. CARTER, LONNIE CLARENCE, age 58, of Rutledge, Tenn., died Wednesday, December 30, 1998 at James H. Quillen VA Medical Center in Mountain Home, Tenn. He was born in High Point, N.C. and moved to the Kingsport area when he was two years old. He was a graduate of Dobyns-Bennett High School, and then entered the U.S. Air Force, where he spent over 21 years of service as a criminal investigator for the Air Force, where he was honorably discharged. He was of the Baptist faith. He was preceded in death by his father, James William (J.W.) Carter. Surviving are his wife, Mrs. Deborah (Bartee) Carter, Rutledge, TN.; one son, Victor Wayne Carter, Rutledge; his mother, Mrs. Irene Parsons Carter Dishner, Kingsport; two grandchildren, Victoria Ellen Carter, Rutledge, TN., Connor Steven Chick, N.C.; one sister, Mrs. Richard (Margaret) Nelson, Kingsport; special aunt and uncle, Inez and Morton Mitchell, Kingsport; uncle, A.B.
