WILLIAM E. BALLARD, 46, of Memphis, construction worker, died of cancer Monday at Graceland Nursing Home. Mr. Ballard, the husband of Donnie Ballard, also leaves three sons, W. D. Ballard, Wesley Ballard and Wally Ballard, and his mother, Nellie Ballard, all of Burlison, Tenn., and a sister, Sherry Greer of Memphis. JAMES RAIFORD BIZZELL, 89, of Hernando, formerly of Strayhorn, Miss., and Houston, Texas, retired engineer for the City of Houston, died of respiratory failure Sunday at Baptist Progressive Health Care in Southaven. He was a Methodist and a World War II Army Air Corps veteran. SAMUEL PATRICK CARNES, 59, of Manhattan, Kan., formerly of Memphis, Army sergeant and inventory control employee of Footlocker, died of heart failure Friday in Manhattan.
