ODESSA — C.H. “Chuck” Palmer, 76, of Odessa, a prison ministries volunteer and a business owner, died Friday, Aug. 20, 2004, at Regency Hospital.

He was 37-year resident of Odessa. He was a U.S. Navy veteran.
