Neal J. Hardy, former FHA commissioner
DELAND - Neal Johnson Hardy, 84, of East Michigan Avenue, President Kennedy's commissioner of the Federal Housing Administration, died April 15, 1999, at My Country Home Adult Congregate Living Facility in Osteen. A memorial service for Mr. Hardy is scheduled 4 p.m. Friday, April 23, at First Congregational United Church of Christ, 201 W. University Ave. in Orange City, with the Rev. Robert McWaid officiating. Mr. Hardy's wife, Sallee, encourages all their friends to attend.
Mr. Hardy retired in 1985 as executive director of New York City Rehabilitation Mortgage Insurance Corp. Born in Ottawa, Kan., he moved to Orange City in 1990 from Sheffield, Mass., and to DeLand in 1998 from Orange City.
In 1936, he graduated from the University of Kansas in Manhattan, where he had been elected to Phi Beta Kappa in his junior year. He then went to work for the Federal Home Loan Bank Board, eventually becoming senior research assistant to the chairman. He held several other posts as a housing economist in the federal government.
Mr. Hardy served in the U.S. Army during World War II, working in the Army Intelligence Corps and concluding his service for the corps as assistant military attache at the U.S. embassy in London.
After the war, he went to work for the National Association of Home Builders (NAHB), where he served 1954-61 as executive vice president.
In the late 1940s and early 1950s, Mr. Hardy made many trips overseas for the Agency for International Development. He served as a member of a special mission sponsored by the Defense Department to establish a program of family housing for military personnel based in NATO countries.
He also served as a special consultant to the government of Peru and was responsible for developing legislation designed to promote the development of a sound private housing authority in that country. In recognition of these services, he was awarded the Order of Merit by the Peruvian government.
In 1961, Mr. Hardy was appointed commissioner of the Federal Housing Administration (FHA), a predecessor of the Department of Housing and Urban Development, by President John F. Kennedy. "During his years in office he was known as a progressive administrator, shifting Federal housing emphasis from the suburbs to the cities, promoting low-income housing and helping to plan the 1961 Executive Order barring discrimination in Federally aided housing," according to a New York Times article.
He left the FHA in 1963 and moved to New York City, where he was employed by the Ford Foundation. Later he worked in administrative positions in various housing programs of the New York City government.
Mr. Hardy served for many years on the National Committee of OPEN, a nonprofit mortgage fund working to decrease housing segregation.
He was a member of First Congregational United Church of Christ in Orange City, and enjoyed ballroom dancing, cooking, fishing, playing bridge and doing crossword puzzles.
Mr. Hardy was preceded in death by a daughter, Margaret. He is survived by his wife of 38 years, Sallee; two sons, Neal Jr. of Marina Del Rey, Calif., and Van of Redmond, Wash.; a stepson, Scott Lee Bashaw, and Scott's son, Kyle, both of St. Louis; a sister, Polly Roehm of Weston, Conn.; and four grandchildren, David, Dan, Aaron and Nicole Hardy.

Patricia M. Argalas
DELTONA - Patricia M. Argalas, 57, of Bancroft Street, died April 17, 1999, at her home.
Ms. Argalas was a risk-management analyst for AAA Insurance Co. Born in Miami, she moved to this area from Tallahassee in 1987.
She was a member of Our Lady of the Lakes Catholic Church in Deltona. She enjoyed reading and crafts and was an avid NASCAR fan.
Ms. Argalas is survived by her parents, Thomas and Norma Varriale McDonald; three sons, Christopher P. of Atlanta, Thomas M. of DeBary, and Michael J. of Deltona; a brother, Robert M. McDonald of DeLand; a sister, Kathleen M. Tomlinson of Ormond Beach; and one grandson.

Clarence Franklin Barber
APOPKA - Clarence Franklin Barber, 89, of Savannah Oaks Lane, died April 17, 1999, at Mariner Health of Orange City.
Mr. Barber was a deputy sheriff in his hometown of Talladega, Ala., 1940-57, and was a security guard at Cape Canaveral for Pan American Airways 1957-65. He moved to Central Florida from Jacksonville in 1989.
He was Methodist and was a registered pilot.
Mr. Barber is survived by his wife of 65 years, Jewel I., a son, Kenneth F. of Guntersville, Ala., a daughter, Ramona J. Rose of Apopka, six grandchildren and two great-grandchildren.

PIERSON - Troy Dennis Brumlow, 21, died April 13, 1999, at Halifax Medical Center after a lengthy illness.
Born in DeLand, Mr. Brumlow was a lifetime resident of Pierson.
He was a member of First Baptist Church of Pierson.
Mr. Brumlow is survived by his parents, Cheryl S. and Dennis of Pierson; a brother, Trent Austin Brumlow of Pierson; a sister, Kim Fernandez of New York City; and his grandmother, Edna Furer of Pierson.

Josefina Carreno
DELTONA - Josefina Carreno, 37, of West Ninth Street, died April 12, 1999, at Florida Hospital-Fish Memorial, due to injuries sustained when she was hit by a school bus three months ago.
Mrs. Carreno was a nurse's aide at Mariner Health of Orange City. Born in Carolina, Puerto Rico, she moved to this area in 1996 from New Haven, Conn.
She is survived by her husband, Doroteo; two sons, Jorge Rohena and Jonathan J., both of Deltona; a daughter, Luz Y. Rohena of Deltona; her mother, Felicita Rivera of Deltona; three brothers, Jose A. Rohena and Luis Orlando Tapia, both of New Haven, and Jesus M. Rivera of Deltona; and two sisters, Mayra Baez of Carolina, and Carmen Del-Lourdes Parilla of Massachusetts.

John Theodore Ferayorni
SAUNDERSTOWN, R.I. - John Theodore Ferayorni, 87, a former resident of West Volusia, died April 16, 1999, at Kent Memorial Hospital in Warwick, R.I.
Mr. Ferayorni had been a musician and entertainer. Born in New York City, he moved to West Volusia from Fort Lauderdale in 1976 and to Rhode Island from West Volusia in 1997.
He was a member of Our Lady of the Lakes Catholic Church in Deltona and the Musicians Union. He enjoyed sports and gardening.
Mr. Ferayorni is survived by a son, Anthony of Parkland, a daughter, Marianne Goodrich of Saunderstown, a sister, Ann Stage of Fort Lauderdale, five grandchildren and one great-grandchild.

ORANGE CITY - E. Oden Ford, 93, of Northlake Drive, died April 12, 1999, at Florida Hospital-Fish Memorial.
Mr. Ford retired as a department head for Goodyear Tire Co. Born in Conesville, Ohio, he moved to this area from Vermont in 1945.
He had attended the First United Methodist Church.
Mr. Ford is survived by his wife of 68 years, Mabel, a son, Donald of Lodi, Calif., a daughter, Barbara Gibson of Longwood, five grandchildren and five great-grandchildren.

DELTONA - Horace E. Fritz, 74, of Urbana Avenue, died April 13, 1999, at Florida Hospital-Fish Memorial.
Mr. Fritz was in the U.S. Navy for 21 years, including service during World War II. He then worked as a communications technician for a civil-service company. Born in Lebanon, Pa., he moved to this area in 1977 from Bowie, Md.
He was Protestant.
Mr. Fritz is survived by his wife of 46 years, Mary; three sons, Wesley of Lothian, Md., Robert Thomas of St. Louis, and Russell of Chandler, Ariz.; a daughter, Sylvia Dennison of Colorado Springs, Colo.; a sister, Betty Keil of Citrus Heights, Calif.; and five grandchildren.

'Bob' Gregory Sr.
DELAND - Robert Kennedy "Bob" Gregory Sr., 88, of West Winnemissett Avenue, died April 1, 1999, at Memorial Hospital-West Volusia.
Mr. Gregory was the owner and operator of Gregory Lumber Co. in DeLand and Sanford from 1943 to the 1960s. He operated five feed stores beginning in 1936. Born in Brick Church, Tenn., he moved to this area in 1936 from Lake City.
A member of the Alliance Church in DeLand, he was also a member of the DeLand Rotary Club, with perfect attendance for 52 years. He enjoyed flying planes and playing golf.
Mr. Gregory was preceded in death by a son, Sheriff's Deputy Eugene. He is survived by three sons, Robert K. Jr. of Sanford, John of Myrtle Beach, S.C., and Westley Moore of Lookout Mountain, Ga.; four daughters, Ruth Nodine of DeLand, Dr. Betty Thorne of Ormond Beach, Ann Yergin of Atlanta, and Connie Hotalen of Toccoa, Ga.; a sister, Daisy Theresa Newton of Jacksonville; 27 grandchildren and 19 great-grandchildren.

Mr. Gretkowski retired as a chemist for Dupont. Born in Bayonne, N.J., he moved to this area 35 years ago from New Jersey.
He served in the U.S. Army Air Forces during World War II.

DELAND - Doris E. Honing, 90, of Chipola Avenue, died April 12, 1999, at Memorial Hospital-West Volusia.
Ms. Honing retired as a registered nurse for the Volusia County Health Department. Born in Beeton, Ontario, Canada, she moved to this area from Jamestown, N.Y., in 1956.
She was a member of First Presbyterian Church of DeLand. She received her registered nurse's degree at Toronto General Hospital and her bachelor of nursing degree from the University of Michigan.
Ms. Honing is survived by two sisters, Marion Hemphill of Mississauga, Ontario, and Daisy Blakely of Collingwood, Ontario.

Nancy Lee Mann
DEBARY - Nancy Lee Mann, 52, of Moss Drive, died April 17, 1999, at her home.
Mrs. Mann was a secretary for an engineering firm. She moved to this area in 1971 from her hometown of Baltimore.
She was Methodist and was a life member of Veterans of Foreign Wars Post 8093 in DeBary and a member of Moose Lodge 655, also in DeBary. She loved riding her motorcycle, fishing and spending time with her friends and family.

Mr. Osborne was a former salesman and manager at Roger Dean Chevrolet in Charleston, W.Va., and Holton Volkswagen in Daytona Beach. He also owned and operated Security Locks Co. in Deltona. Born in Danville, W.Va., he moved to West Volusia in 1979 from Daytona Beach.
He was a member of Lord of Life Lutheran Church and the Bahia Shrine Temple in Orlando, and was a 32nd-degree Mason and a member of South Point (Ohio) Masonic Lodge. He enjoyed fishing.
Mr. Osborne served in the U.S. Marine Corps during World War II.
He is survived by his wife, Erva Lynn; two sons, Thomas J. of Laguna Beach, Calif., and Michael A. of Ormond Beach; two stepsons, Gary C. and Wayne Haynes, both of DeLand; a daughter, Stefena A. DELAND - Charles A. Palmer, 83, of Westchester Drive, died April 17, 1999, at Vencor Hospital in Green Cove Springs.
A self-employed printer, Mr. Palmer retired in 1975 as a lithographer at South Miami Hospital in Miami. Born in Philadelphia, he moved to this area from Coral Gables in 1982. He was a member of St. Peter's Catholic Church in DeLand, where he was an usher.
Mr. Palmer served in the U.S. Army and the Office of Strategic Services (OSS) during World War II.
He was preceded in death by a son, Rick. A homemaker, Mrs. Schwartz was born in Harrisburg, Pa., and moved to this area from Pittsburgh in 1972.
She was a member of the Alliance Chapel in DeLand and the Alliance Center of the Alliance Church in Pittsburgh. A Girl Scout leader for many years, she enjoyed singing with the women's group and loved working with the missionary at the Alliance Center in DeLand.
Mrs. Schwartz is survived by a daughter, Gwendolyn "Wendie" Hashimoto of Brazil, a brother, Samuel S. Scharadin of Harrisburg, a sister, Sister Harriet Barnell of Allentown, Pa., and two grandchildren.

Mrs. Scocozza retired as a seamstress for an interior decorator. Born in New York City, she moved to this area from Hightstown, N.J., in 1986.
She was a member of Our Lady of the Lakes Catholic Church in Deltona and its Rosary Altar Society.

DELAND - Carl W. Stone, 82, of North Stone Street, died April 15, 1999, at Memorial Hospital-West Volusia.
Mr. Stone retired as a machinist for Bendix Corp. after 30 years. Born in Miami County, Ohio, he moved to this area in 1982 from Troy, Ohio.
He was a member of the Moose Lodge, the Red Men Fraternal Organization and the Fraternal Order of Eagles, all in Ohio.
Mr. Stone is survived by a son, William C. of Troy, two daughters, Shirley Smith and Beverly Tilton, both of DeLand, nine grandchildren and 14 great-grandchildren.

Robert Charles Thompson Jr.
DELTONA - Robert Charles Thompson Jr., 76, of Penfield Avenue, died April 12, 1999, at Florida Hospital-Fish Memorial.
Mr. Thompson had been an electrician for the City of Northwest Wildwood, N.J. Born in Philadelphia, he moved to this area in 1979 from Wildwood, N.J.
He was a member of Our Lady of the Lakes Catholic Church in Deltona, Veterans of Foreign Wars Post 7213 in Norwood, Pa., American Legion Roche Post in Southwest Philadelphia, American Legion 40 & 8, and American Legion Drum and Bugle Corps Post 507, a past commander of American Legion Post 50 in Norwood, and Democratic committeeman for the 8th Precinct in Norwood. He was organizer and emergency medical technician for the 1st North Wildwood Rescue Squad. He enjoyed bingo, yard sales, family picnics and other outings.
Mr. Thompson served in the U.S. Army Air Forces during World War II.
He is survived by his wife of 51 years, Anna Louise; three sons, Bob of Deltona, Michael E. of Morton, Pa., and David C. of Wildwood Crest, N.J.; three daughters, Anna Louise M. Zizza of Glenolden, Pa., Theresa M. MacBride of North Wildwood, N.J., and Catherine Ann Snyder of West Chester, Pa.; two sisters, Marguerite O'Brien of Ridley Park, Pa., and Phyllis Thompson of St. Petersburg; 17 grandchildren and six great-grandchildren.

ORANGE CITY - Alice J. "Aly" Wilson, 75, of Daily Street, died April 13, 1999, at Florida Hospital-Fish Memorial.
Mrs. Wilson was the owner and operator of Aly's Exterminating in New York. She ran Aly's Market 1955-60. Born in Meshoppen, Pa., she moved to this area from Elmira, N.Y., in 1989.
She was Protestant. She enjoyed crafts and crocheting.
Mrs. Wilson is survived by her husband of 59 years, Stanley "Stan"; two sons, Albert Clare of Elmira, and Jack Leroy of Sussex, N.J.; and a sister, Bernice Bradley of Manfield, Pa.
