He attended Jacksonville State University for two years, earned bachelor's and master's degrees in science at Auburn University and a Doctor of Education degree at Columbia University (New York) in 1949.
Dr. Culp began his career in education as principal of a one-teacher school, moving up rapidly to principalship of a large city high school (Greenville, Ala.) from which position he was elected as Superintendent of Schools in Chilton County, Ala. from 1940-1946.
He then became a member of the professional staff, Alabama State Department of Education from 1946-1951 with leave for one year in which he earned his doctorate at Columbia University.

However, he declined their offer of appointment as State Superintendent of Education, the first after a bill was passed to choose the position by qualification rather than to elect politically.
He also declined to serve as president of Western Carolina University.
Dr. Culp was a member of the United Methodist Church, Munsey Memorial United Methodist Church in Johnson City and Mt. Nebo United Methodist Church in Chilton County, Ala.
He was a Sunday school teacher, steward, choir member, local and district Lay leader and Lay leader of the South Alabama-West Florida Conference and he served on the Board of the Methodist Children's Home at Selma, Ala.
