Larry Francis
Former Bremerton resident Lawrence E. "Larry" Francis, 56, of Bothell died Sept. 16, 1999, at his home.
He was born May 23, 1943, in Colville to Howard Emory and Esther (Seastrom) Francis. He grew up in Bremerton.
Mr. Francis served in the Washington National Guard. He worked 35 years for The Boeing Co.
Survivors include his wife, Barbara (Hanson) Francis; his father; a son, Brian of Bothell; three brothers, Michael, Allan and Jim; and three sisters, Chris, Marlene and Ruby.
A memorial service is planned for 2 p.m. today at Acacia Memorial Park, 14951 Bothell Way NE in Seattle.
Beth Kennard
Beth Sharlene Kennard, 22, of Bremerton and her unborn daughter, Alexis Ann, died Sept. 17, 1999, in Bremerton following an attack.
Miss Kennard was born Aug. 13, 1977, in Oakland, Calif., to Robert M. and Carole Ann (Johnson) Kennard. She grew up in Vallejo, Calif., and in Bremerton, graduating from Olympic High School in 1996 and completing three years at Olympic College.
While attending OC, she worked in the laundry for the sports teams and at the preschool. Previously, she worked six months at Jack In The Box.
She was active in Girl Scouts, the Wakatieki Creek Camping Club, Campfire Boys and Girls and the Silverdale Baptist Youth Group.
Survivors include her parents, now of Bremerton; a son, Isaiah Robert Kennard; a brother, Robbie Kennard of Bremerton; two sisters, Lynette McLain of San Diego and Christine Kennard; and her grandmother, Virginia Kennard of St. Joseph, Mo.
A memorial service is planned for 7 p.m. Friday at Silverdale Baptist Church. Arrangements are under the direction of Miller-Woodlawn Funeral Home.
Donations may be made in the name of Beth or Isaiah Kennard at any Kitsap Community Federal Credit Union branch.
Betty Bille
Betty Louise Bille, 79, of Silverdale died Sept. 17, 1999, on Bainbridge Island after a long battle with Alzheimer's disease.
She was born March 2, 1920, in Mitchell, S.D., to Gus and Evelyn (Newman) Splitt. She grew up in South Dakota, graduating from Dakota Weslyn University in 1942 with a bachelor of arts degree in language and literature.
After college graduation, she taught school in Alexandria, S.D. During World War II, she worked for the Signal Corps in Washington, D.C., as a cryptologist.
After the war, she moved to Bremerton where she was employed by the Kitsap Medical Bureau (later known as KPS). She was a data processing manager for the bureau, retiring in 1977 after 25 years.
She married
Reece Bille on Feb. 9, 1951, in Seattle. He preceded her in death in 1980.
Before her retirement, Mrs. Bille was a toastmistress in Bremerton for 10 years, a member of the Data Processing Management Association for 12 years and a member of the Medical Care Plan Administrators Society.
Survivors include two sons, Mike Dickson of Bellevue and David Dickson of Bremerton; a daughter, Janis Lewis of Bremerton; a brother, Douglas Splitt of Mitchell, S.D.; and four grandchildren, Pam Dickson, Bryan Dickson, Sara Dickson and Kristie Lewis.
A graveside service is planned for 11 a.m. Saturday at Forest Lawn cemetery. Arrangements are under the direction of Lewis Funeral Chapel.

Bill Nurse
Former Port Orchard resident Wilbert O. "Bill" Nurse, 82, of Winlock died Sept. 19, 1999, at his home.
He was born Jan. 2, 1917, in Valley to William and Olive Nurse. He graduated from Jenkins High School in Chewelah in 1935.
Mr. Nurse had been a resident of Winlock for the past 10 years, having moved to Winlock from Port Orchard. He lived on the Olympic Peninsula for 40 years.
He was a life member of the Eagles Aerie 1 in Seattle and was a past member of the Lions Club in Gig Harbor.
Survivors include a daughter, Jan McAdams of Winlock; a brother, Richard of Seattle; two grandchildren; and one great-grandchild.
A funeral service is planned for noon Saturday at Cattermole Funeral Home in Winlock.
Caby Allen
Caby R. Allen, 61, of Bremerton died of a heart attack Sept. 20, 1999, at his home.
He was born July 12, 1938, in Wesson, Miss., to Cassie and Eva (Grice) Allen. He grew up in Wesson.
Mr. Allen served in the Navy from 1961 to 1965. He participated in the Vietnam war.
He worked as a welder at Puget Sound Naval Shipyard for 27 years. Previously, he had been employed as a welder at Todd Shipyard for approximately five years.
He married
Shirley Smith on June 19, 1987, in Bremerton.
Mr. Allen was a member of the International Brotherhood of Boilermakers.
Survivors include his wife; his mother; a son, Joe Regan of Newport Beach, Calif.; a daughter, Cheri Regan of Bremerton; and two grandchildren, Tanya Bourgeois and Tim Regan, both of Bremerton.
Services are pending. Arrangements are under the direction of Miller-Woodlawn Funeral Home.
Katherine Donaldson
Katherine D. Donaldson, 81, of Poulsbo died Sept. 18, 1999, in Poulsbo.
She was born Feb. 13, 1918, in Torquay, Canada, to Jacob and Mary Pfau. She was raised and educated in Stevensville, Mont.
She began working for Elna's Custom Draperies in Seattle in 1958. She was a seamstress and drapery designer, retiring from Elna's in 1968, and moving to Puyallup.
After the death of her husband, Jack J. Donaldson, in 1980, she moved to Poulsbo where she became a member of St. Olaf's Catholic Church and the Eagles.
Survivors include two sons, Jack of Poulsbo and Gary of Sunnyvale, Calif.; a daughter, Carolyn Akelerea of Fort Collins, Colo.; a sister, Peggy Williams of Gary, Ind.; and seven grandchildren.
Visitation will be from noon to 5 p.m. today at Poulsbo Mortuary, The Stone Chapel. A funeral Mass will be celebrated at 11 a.m. Thursday at St. Olaf's Catholic Church, followed by a committal service at Abbey View cemetery in Brier.

Lucy Hughes
Longtime Kitsap County resident Lucy Alice Hughes, 93, of Allyn died Sept. 21, 1999, at Allyn Retreat Assisted Living.
She was born May 21, 1906, in Spokane to Herbert and Alma (Wright) Strong. She grew up in Waverly.
She married
Alfred Portwood on April 16, 1925. He preceded her in death in 1962.
She married
Clem Hughes on July 28, 1964. He preceded her in death in 1977.
Survivors include a son, Alfred Portwood Jr. of Pahrump, Nev.; a daughter, Shirley Darling of Allyn; a stepdaughter, Joy Golden of Bremerton; a sister, Lottie Timby of McMinnville, Ore.; 10 grandchildren; 14 great-grandchildren; and two great-great-grandchildren.
At her request, there will be no services.
Sissy Carpenter
Bethany A. "Sissy" Carpenter, 16-1\2-month-old daughter of Brian and Marilyn Carpenter of Port Orchard, died Sept. 18, 1999.
She was born in Tacoma on April 28, 1998.
She is survived by her parents; a brother, Branndon of Port Orchard; and her grandparents, Don and Carol Carpenter and Terry and Nola Johns.
A funeral service is planned for 2 p.m. today at Haven of Rest Chapel in Gig Harbor, with interment at Haven of Rest Memorial Park.
Memorial donations may be made at any Key Bank to the Bethany A. Carpenter Family Trust Fund.
Margaret Luxton
Margaret S. Luxton, 88, a longtime Poulsbo resident, died Sept. 9, 1999, at Northwoods Lodge in Silverdale.
She was born Nov. 14, 1910, in Seattle to William and Sigrid (Nyholm) Johnson. She grew up in Brownsville, on Bainbridge Island and primarily on Sinclair Inlet in Bremerton, graduating from Bremerton High School in 1928.
Following high school, she worked as a civilian employee at Puget Sound Naval Shipyard where she met her husband, Charles "Chuck" Luxton.
The couple married
May 7, 1939, in Bremerton. Mr. Luxton preceded his wife in death April 26, 1967.
Mrs. Luxton had been active in many organizations throughout her life, including a gardening club and the Poulsbo Senior Citizens Center.
Survivors include three nephews, Warren Johnson of Seattle, Michael Welty of Redmond and Robert Welty of Carlsbad, Calif.; and four nieces, Grace Ashe of Chester, S.C., Carol Coover of Wenatchee, Myrna LaFrazia of Poulsbo and Elva Kuch of SeaTac. She was preceded in death by her brothers and sisters.
Cremation was held at Cherry Grove Memorial Park. Inurnment and a graveside service are planned for 1 p.m. Saturday at Forest Lawn cemetery. Arrangements are under the direction of Lewis Funeral Chapel.

Terry Ross
Terry Allan Ross, 73, of Manchester died Sept. 17, 1999, of acute leukemia at University Hospital in Seattle.
He was born March 24, 1926, in Yakima to Leo and Hazel Purdy Ross. He graduated from Lincoln High School in Seattle in 1944, entering the U.S. Naval Academy the same year.
Mr. Ross was commissioned in 1948, serving in all departments on submarines and destroyers, including service as an executive officer. He graduated from the U.S. Naval Postgraduate School in 1958, with a bachelor of science degree in electrical engineering.
He left active duty in 1960, continuing in the Naval Reserve. He retired in 1974 as a lieutenant commander.
A registered professional electrical and industrial engineer, Mr. Ross worked for LTV-LING Electronics, Honeywell Aero and Lockheed Missiles and Space Co. in Sunnyvale, Calif. He retired in 1991.
Mr. Ross had worked on the Trident and Polaris missile programs, wrote the first production plan for the Hubbell Space Telescope and worked on the team that developed the space defense program, Eris.
He was a member and president of the Lockheed MSC Management Association and a member of the board of directors of the American Society of Naval Engineers.
He served as a Naval Academy "Blue and Gold" information officer and was on the board of the U.S. Naval Academy Alumni Association chapters in the Bay Area and Puget Sound regions.
While living in the San Francisco Bay area, he served on the board of directors of a drug rehabilitation facility and more recently was a member of the Kitsap County Juvenile Diversion Board.
He also served in various positions in Presbyterian church in Sunnyvale and at Summit Avenue Presbyterian Church in Bremerton. He had been an elder, deacon, Stephens minister, a baritone in the choir and, most recently, on the Nominating Committee of the Seattle Presbytery.
Survivors include his wife of 42 years, Ruth Kibler Ross of Manchester; three sons, Cmdr. Bruce Allan Ross of Tokyo, Wallace Hugh Ross of Bremerton and Robert McBeth Ross of Sausalito, Calif.; two daughters, Hallie Ruth Ross Alderman of New Albany, Miss., and Mairi Elizabeth Ross Wohlgemuth of Pleasanton, Calif.; and five grandchildren.
A memorial service is planned for 4 p.m. Thursday at Summit Avenue Presbyterian Church. In lieu of flowers, memorial donations may be made in his name to the church at 403 S Summit Avenue, Bremerton.
