He was born May 26, 1928, in Dungannon, Ohio, a son of Irvil "Jack" and Dorothy Augenstein Mincks. He retired from Dupont Washington Works in Washington, W.Va., in 1985 after 17.5 years of service. He worked at the United Dairy for 17.5 years until it closed. He graduated from Dexter High School. He was a member of Mt. Moriah Lodge 37 F&AM in Beverly. He was an active member of Mt. Olive Ministries in Beverly.

She was a member of the St. Francis Xavier Catholic Church; a U.S. Air Force veteran of the Korean Conflict; past president of the St. Xavier's Rosary Altar Society; a member and officer of Knights of Columbus Auxiliary Council 594; a member of the American Legion; a board member of the American Heart Association; a member of Catholic Daughters of America; a volunteer for Habitat for Humanity and Hospice; a former VISTA participant; and a member of Wood County Democratic Women's Club. She was previously employed by the Coca-Cola Bottling Co., 18 years at St. Joseph's Hospital Accounting Department and most recently Mid Ohio Valley Regional Council.
