He was a graduate of Grafton High School, Eckels College of Embalming, Philadelphia, Pa., and attended VMI, Alderson-Broaddus College, West Virginia University and Curtis Wright Institute. He was associated with his father in Bartlett Funeral Home, Grafton, was owner/operator of Woodsdale Memorial Park, Grafton, Custon Memorials, and Bartlett Funeral Home, Bridgeport. He was a deacon, trustee and member of First Baptist Church, Grafton, a member of the Kiwanis Club, Grafton, BPOE 308, Salvation Army advisory board, Taylor County Emergency Squad, Masonic Lodge 15, Grafton, Scottish Rites Bodies, and Nemesis Temple, Wheeling, past president of the planning commission, past secretary of Grafton Area Development Council and trustee of Taylor County Charitable Trust.

He was born in Clarksburg, was a salesman for Durkee Famous Foods, Louisville, Ky., retiring in 1980 with 28 years of service, and was a Navy veteran of World War II. He was a member of Bethel Lodge 35 AF&AM, Scottish Rite Mason, Clarksburg, Wheeling Bodies and was a former member of Nemesis Shrine. He was a 1934 graduate of R.W. High School and played on the first North-South Football Team in Charleston.
Surviving: wife, R. Maxine Hudkins Jay; son, James William Jay of Richmond, Va.; daughters, Carolyn J. Hoover of Heaters, Patricia J. Ramsburg of Jane Lew; eight grandchildren; several nieces and nephews.
